    How to characterize the health of an Open Source Software project? A snowball literature review of an emerging practice

    Motivation: Society's dependence on Open Source Software (OSS) and the communities that maintain the OSS is ever-growing. So are the potential risks of, e.g., vulnerabilities being introduced in projects not actively maintained. By assessing an OSS project's capability to stay viable and maintained over time without interruption or weakening, i.e., the OSS health, users can consider the risk implied by using the OSS as is, and if necessary, decide whether to help improve the health or choose another option. However, such assessment is complex as OSS health covers a wide range of sub-topics, and existing support is limited. Aim: We aim to create an overview of characteristics that affect the health of an OSS project and enable the assessment thereof. Method: We conduct a snowball literature review based on a start set of 9 papers, and identify 146 relevant papers over two iterations of forward and backward snowballing. Health characteristics are elicited and coded using structured and axial coding into a framework structure. Results: The final framework consists of 104 health characteristics divided among 15 themes. Characteristics address the socio-technical spectrum of the community of actors maintaining the OSS project, the software and other deliverables being maintained, and the orchestration facilitating the maintenance. Characteristics are further divided based on the level of abstraction they address, i.e., the OSS project-level specifically, or the project's overarching ecosystem of related OSS projects. Conclusion: The framework provides an overview of the wide span of health characteristics that may need to be considered when evaluating OSS health and can serve as a foundation both for research and practice.Comment: Accepted for publication at Open Source Systems (OSS) Conference 202

    PoxVerifi: An Information Verification System to Combat Monkeypox Misinformation

    Following recent outbreaks, monkeypox-related misinformation continues to rapidly spread online. This negatively impacts response strategies and disproportionately harms LGBTQ+ communities in the short-term, and ultimately undermines the overall effectiveness of public health responses. In an attempt to combat monkeypox-related misinformation, we present PoxVerifi, an open-source, extensible tool that provides a comprehensive approach to assessing the accuracy of monkeypox related claims. Leveraging information from existing fact checking sources and published World Health Organization (WHO) information, we created an open-sourced corpus of 225 rated monkeypox claims. Additionally, we trained an open-sourced BERT-based machine learning model for specifically classifying monkeypox information, which achieved 96% cross-validation accuracy. PoxVerifi is a Google Chrome browser extension designed to empower users to navigate through monkeypox-related misinformation. Specifically, PoxVerifi provides users with a comprehensive toolkit to assess the veracity of headlines on any webpage across the Internet without having to visit an external site. Users can view an automated accuracy review from our trained machine learning model, a user-generated accuracy review based on community-member votes, and have the ability to see similar, vetted, claims. Besides PoxVerifi's comprehensive approach to claim-testing, our platform provides an efficient and accessible method to crowdsource accuracy ratings on monkeypox related-claims, which can be aggregated to create new labeled misinformation datasets.Comment: 11 pages, 5 figure

    The Impact of Urban Heat Islands: Assessing Vulnerability in Indonesia

    The impacts of global change can be felt by local communities during both short-term events such as intense storms and long-term changes such as rising temperatures and changing rainfall patterns. Natural disasters related to hydrometeorology are likely to increase in severity, while in coastal areas sea-level rises require serious attention. At city scale, with high levels of urbanisation, local rising temperatures can affect the quality of life of communities. Urban heat islands (UHI) reflect the magnitude of the difference in observed ambient air temperature between cities and their surrounding rural regions. This study aims to identify whether the urban heat island phenomena is occurring two cities in Indonesia: Jakarta, a large metropolitan city with a business and industrial background, and Bandar Lampung, a growing city with an agricultural background. The aim is to identify community vulnerability to UHI impacts and community adaptation efforts related to UHI. The results show that UHI is present in both Jakarta and Bandar Lampung. The UHI was clearly evident in morning temperatures in Bandar Lampung, showing that the area surrounding the city had more air moisture due to vegetation land cover, compared to the city area. In Jakarta the UHI effect was clearly visible in the afternoon, and the highest temperature was in high density settlement areas compared to the business and industrial area. Communities in both Bandar Lampung and Jakarta were assessed to have average (moderate) vulnerability levels. Bandar Lampung's moderate vulnerability level is due to low levels of community knowledge of climate change impacts and public facilities, but there were indications of adaptation in the form of natural spontaneous adaptation. Jakarta faces rising temperatures but has low adaptation levels which could be due to low levels of participation in community programmes in general

    Assessing DFID's Results in Water, Sanitation and Hygiene: An Impact Review

    Over the 2011 to 2015 period, the UK government set itself the goal of providing 60 million people with clean water, improved sanitation or hygiene promotion interventions (a type of development assistance known collectively as WASH). In 2015 it reported that it had exceeded this target, reaching 62.9 million people. We conducted an impact review of DFID's WASH portfolio to identify whether its results claims were credible, and to explore whether programmes were doing all they could to maximise impact and value for money. The review concluded that UK aid has made a significant contribution to improving WASH access in low-income countries, and that its claim of reaching 62.9 million people is based on sound evidence. However, the review highlighted sustainability as an area of particular concern, with not enough being done to ensure that improved WASH access was becoming a permanent part of people's lives. It concluded that DFID needs to do more to address long-term problems like water security, maintenance of infrastructure, strengthening local institutions so they can manage services, and changing behaviour. It also found improvements are needed to ensure value for money – with a stronger focus on lifetime investment costs – and to target vulnerable people as well as hard-to-reach communities, in line with the Global Goals commitment to 'leave no one behind'. The review gave DFID a 'Green-Amber' rating, recognising the impressive results, but also underscoring the need to better maximise the impact and sustainability of UK aid in this important sector

    Transportation sources account for a large proportion of the pollutants found in most urban areas. Also, transportation activity and intensity appear likely to contribute to the risk of respiratory disease occurrence. This research investigates the impacts of transportation, urban design and socioeconomic characteristics on the risk of air pollution-related respiratory diseases in two of the biggest MSAs (Metropolitan Statistical Areas) in the US, Dallas-Fort Worth (DFW) and Los Angeles at the block group (BG) level, by considering the US Environmental Protection Agency’s respiratory hazard quotient (RHQ) as the dependent variable. The researchers identify thirty candidate indicators of disease risk from previous studies and use them as independent variables in the model. The study applies a three-step modeling including Principal Component Analysis (PCA), Ordinary Least Square (OLS) and Geographically Weighted Regression (GWR) to reach the final model. The results of this study demonstrate strong spatial correlations in the variability in both MSAs which help explain the impact of the indicators such as socioeconomic characteristics, transit access to jobs, and automobile access on the risk of respiratory diseases. The populations living in areas with higher transit access to jobs in urbanized areas and greater automobile access in more rural areas appear more prone to respiratory diseases after controlling for demographic characteristics

    Factors Influencing Revenue Collection for Preventative Maintenance of Community Water Systems: A Fuzzy-Set Qualitative Comparative Analysis

    This study analyzed combinations of conditions that influence regular payments for water service in resource-limited communities. To do so, the study investigated 16 communities participating in a new preventive maintenance program in the Kamuli District of Uganda under a public–private partnership framework. First, this study identified conditions posited as important for collective payment compliance from a literature review. Then, drawing from data included in a water source report and by conducting semi-structured interviews with households and water user committees (WUC), we identified communities that were compliant with, or suspended from, preventative maintenance service payments. Through qualitative analyses of these data and case knowledge, we identified and characterized conditions that appeared to contribute to these outcomes. Then, we employed fuzzy-set qualitative comparative analysis (fsQCA) to determine the combinations of conditions that led to payment compliance. Overall, the findings from this study reveal distinct pathways of conditions that impact payment compliance and reflect the multifaceted nature of water point sustainability. Practically, the findings identify the processes needed for successful payment compliance, which include a strong WUC with proper support and training, user perceptions that the water quality is high and available in adequate quantities, ongoing support, and a lack of nearby water sources. A comprehensive understanding of the combined factors that lead to payment compliance can improve future preventative maintenance programs, guide the design of water service arrangements, and ultimately increase water service sustainability

    Fecal contamination of drinking-water in low- and middle-income countries: a systematic review and meta-analysis

    Background: access to safe drinking-water is a fundamental requirement for good health and is also a human right. Global access to safe drinking-water is monitored by WHO and UNICEF using as an indicator “use of an improved source,” which does not account for water quality measurements. Our objectives were to determine whether water from “improved” sources is less likely to contain fecal contamination than “unimproved” sources and to assess the extent to which contamination varies by source type and setting.Methods and findings: studies in Chinese, English, French, Portuguese, and Spanish were identified from online databases, including PubMed and Web of Science, and grey literature. Studies in low- and middle-income countries published between 1990 and August 2013 that assessed drinking-water for the presence of Escherichia coli or thermotolerant coliforms (TTC) were included provided they associated results with a particular source type. In total 319 studies were included, reporting on 96,737 water samples. The odds of contamination within a given study were considerably lower for “improved” sources than “unimproved” sources (odds ratio [OR] = 0.15 [0.10–0.21], I2 = 80.3% [72.9–85.6]). However over a quarter of samples from improved sources contained fecal contamination in 38% of 191 studies. Water sources in low-income countries (OR = 2.37 [1.52–3.71]; p<0.001) and rural areas (OR = 2.37 [1.47–3.81] p<0.001) were more likely to be contaminated. Studies rarely reported stored water quality or sanitary risks and few achieved robust random selection. Safety may be overestimated due to infrequent water sampling and deterioration in quality prior to consumption.Conclusion: access to an “improved source” provides a measure of sanitary protection but does not ensure water is free of fecal contamination nor is it consistent between source types or settings. International estimates therefore greatly overstate use of safe drinking-water and do not fully reflect disparities in access.
