    A social capital framework to assess ICTs mediated empowerment of environmental community organizations in Western Australia

    The potential of Information and Communication Technologies (ICTs) in empowering generally under-resourced community organizations has increasingly been acknowledged in recent years. While organizational empowerment refers to the capability to fulfil its mission by overcoming resource-scarcities, measuring the contribution of ICTs towards organizational empowerment remains an exigent task. Two different theories, ‘resource dependence’ and ‘social networks’ provide a framework to examine how harnessing social capital leads to organizational empowerment. It is in this context that this work-in-progress paper will explore the implications of ICTs adoption on organizational social capital as a proxy indicator of ICTs mediated empowerment. Based on survey responses from 81 Environmental Community Organizations (ECOs) in Western Australia, the findings indicate: (a) the capability to maintain social capital is strongly correlated with the capability to acquire human and financial capital; (b) the trend of access to ICTs (more than one-tenth ECOs not having an access to the Internet) as well as ICTs adoption (less than one-third and one-tenth ECOs hosting websites and posting blogs respectively) is generally weak; and (c) ICTs tend to benefit ECOs already with higher social capital. Apart from illustrating the usefulness of a social capital framework to gauge ICTs mediated empowerment, the findings also exposed the extent of organizational divide amongst ECOs. This paper therefore acknowledges that access to and adoption of ICTs without the necessary skills and support mechanisms will impede empowerment and suggests ways to make ICTs mediated empowerment genuine

    From theory to 'measurement' in complex interventions: methodological lessons from the development of an e-health normalisation instrument

    <b>Background</b> Although empirical and theoretical understanding of processes of implementation in health care is advancing, translation of theory into structured measures that capture the complex interplay between interventions, individuals and context remain limited. This paper aimed to (1) describe the process and outcome of a project to develop a theory-based instrument for measuring implementation processes relating to e-health interventions; and (2) identify key issues and methodological challenges for advancing work in this field.<p></p> <b>Methods</b> A 30-item instrument (Technology Adoption Readiness Scale (TARS)) for measuring normalisation processes in the context of e-health service interventions was developed on the basis on Normalization Process Theory (NPT). NPT focuses on how new practices become routinely embedded within social contexts. The instrument was pre-tested in two health care settings in which e-health (electronic facilitation of healthcare decision-making and practice) was used by health care professionals.<p></p> <b>Results</b> The developed instrument was pre-tested in two professional samples (N = 46; N = 231). Ratings of items representing normalisation 'processes' were significantly related to staff members' perceptions of whether or not e-health had become 'routine'. Key methodological challenges are discussed in relation to: translating multi-component theoretical constructs into simple questions; developing and choosing appropriate outcome measures; conducting multiple-stakeholder assessments; instrument and question framing; and more general issues for instrument development in practice contexts.<p></p> <b>Conclusions</b> To develop theory-derived measures of implementation process for progressing research in this field, four key recommendations are made relating to (1) greater attention to underlying theoretical assumptions and extent of translation work required; (2) the need for appropriate but flexible approaches to outcomes measurement; (3) representation of multiple perspectives and collaborative nature of work; and (4) emphasis on generic measurement approaches that can be flexibly tailored to particular contexts of study

    Assessing regional digital competence: Digital futures and strategic planning implications

    Understanding strategic decisions aimed at addressing regional economic issues is of increasing interest among scholars and policy makers today. Thus, studies that proffer effective strategies to address digital futures concerns from social and policy perspectives are timely. In light of this, this research uses strengths, weaknesses, opportunities and threats (SWOT) analysis tool to frame a regional strategy for digital futures to enhance place-specific digital connectivity and socio-economic progress. Focus group discussions and a structured questionnaire were conducted to examine a SWOT for a digital economy strategy in the Southern Downs Region in Queensland, Australia. The findings show that while the proposed regional strategies for digital futures are susceptible to internal and external forces, strategic planning makes them manageable. The study’s findings also reveal that adaptive strategic planning can help regulate the effects of internal and external factors that shape individual and organisational responses to digital transformation, and that these factors promote regional competitiveness

    This report includes the results of the research project ‘Exploratory study on explanations and theories of how Telecentres and other community-based e-Inclusion actors operate and have an impact on digital and social inclusion policy goals’. This study was commissioned by IPTS to feed into a forthcoming 2-year research project: Measuring the impact of eInclusion actors on Digital Literacy, Skills and Inclusion goals (MIREIA). The literature review presented in this report was designed to capture the theories and explanations represented in the existing body of research in order to: provide a comprehensive and multidisciplinary landscape on theories and analytical frameworks; analyze the value of these theories and analytical frameworks based on predefined criteria and; Develop recommendations on the most promising theoretical pillars that could inform the future research mentioned above. A two-phase research approach was designed: 1) An extended mapping of the literature from the last ten years in which over 100 articles, reports and books were reviewed, coded and identified the most dominant and/or common explanations in relation to the work of e-Inclusion actors; and 2) a selection, categorization, and in-depth coding of these explanations vis-à-vis different impact areas, as well as in relation to institutional capacity. As a conclusion it has been noted that although a lot of the research on eInclusion is set out to measure impacts, in reality studies often end up with some measures of usage and analysis of why expected impacts were not achieved. In addition, there is a large proportion of available literature on telecenters and other such eInclusion actors which is based more on perceived potential than on demonstrated fact and highly contextualized studies, making it difficult to identify valid or reliable trends.     Social marketing and healthy eating : Findings from young people in Greece

This research provides lessons for social marketing to tackle the severe nutrition-related problems in this country by obtaining insight into the eating behaviour of young adults aged 18–23. Also, the main behavioural theories used to inform the research are critically discussed. The research was conducted in Athens. Nine focus groups with young adults from eight educational institutions were conducted and fifty-nine participants’ views towards eating habits, healthy eating and the factors that affect their food choices were explored. The study found that the participants adopted unhealthier nutritional habits after enrolment. Motivations for healthy eating were good health, appearance and psychological consequences, while barriers included lack of time, fast-food availability and taste, peer pressure, lack of knowledge and lack of family support. Participants reported lack of supportive environments when deciding on food choices.     The organizational implications of medical imaging in the context of Malaysian hospitals

    This research investigated the implementation and use of medical imaging in the context of Malaysian hospitals. In this report medical imaging refers to PACS, RIS/HIS and imaging modalities which are linked through a computer network. The study examined how the internal context of a hospital and its external context together influenced the implementation of medical imaging, and how this in turn shaped organizational roles and relationships within the hospital itself. It further investigated how the implementation of the technology in one hospital affected its implementation in another hospital. The research used systems theory as the theoretical framework for the study. Methodologically, the study used a case-based approach and multiple methods to obtain data. The case studies included two hospital-based radiology departments in Malaysia. The outcomes of the research suggest that the implementation of medical imaging in community hospitals is shaped by the external context particularly the role played by the Ministry of Health. Furthermore, influences from both the internal and external contexts have a substantial impact on the process of implementing medical imaging and the extent of the benefits that the organization can gain. In the context of roles and social relationships, the findings revealed that the routine use of medical imaging has substantially affected radiographers’ roles, and the social relationships between non clinical personnel and clinicians. This study found no change in the relationship between radiographers and radiologists. Finally, the approaches to implementation taken in the hospitals studied were found to influence those taken by other hospitals. Overall, this study makes three important contributions. Firstly, it extends Barley’s (1986, 1990) research by explicitly demonstrating that the organization’s internal and external contexts together shape the implementation and use of technology, that the processes of implementing and using technology impact upon roles, relationships and networks and that a role-based approach alone is inadequate to examine the outcomes of deploying an advanced technology. Secondly, this study contends that scalability of technology in the context of developing countries is not necessarily linear. Finally, this study offers practical contributions that can benefit healthcare organizations in Malaysia
