    Enforcement Guide: Near Shore Artisanal Fisheries

    We need healthy oceans to support our way of life. Unfortunately, fish stocks are under growing pressure and the need to find innovative and pragmatic resource management strategies is more important than ever. Disregard for fisheries and environmental laws is common and if we are to succeed in reversing the declining trend, we must draft relevant regulations, design and fund comprehensive enforcement programs and cultivate a culture of compliance. Historically, marine law enforcement has been the competency of Naval and Coast Guard authorities; however, many fishery and park agencies, who lack training, equipment, and at times controlling legal authority, are tasked with fisheries management and enforcement. Complicating matters, most agencies are understaffed; lack budgetary resources, and possess limited authority (i.e. power of arrest and the ability to use force). WildAid in cooperation with The Nature Conservancy developed this guide to assist managers in designing a cost effective enforcement strategy for near shore artisanal fisheries. This document is not a recompilation of literature, but a practical guide based on our experience in the Eastern and Western Pacific. Generally, an enforcement system is designed to monitor all activities within a given area ranging from tourism, investigation, and transportation to fisheries; however, this guide will focus primarily on near shore artisanal fisheries. The objectives of this guide are three-fold:1. Examine all factors considered for the design and operation of a marine law enforcement system; 2. Illustrate key components of an enforcement system and evaluate surveillance technology and patrol equipment options; 3. Guide managers in the design and implementation of an enforcement system.In summary, it aims to equip managers with the tools needed to strengthen fisheries management and design enforcement systems that are practical, affordable and feasible to implement in a timely manner. Fisheries enforcement requires a holistic approach that accounts for surveillance, interdiction, systematic training, education and outreach and lastly, meaningful sanctions. Although it explores many surveillance technologies and management tools, this guide more importantly provides a blueprint for the capacity building and professionalization of enforcement officers, who truly are the core component of any fisheries enforcement program

    The present code PD 5500, formerly BS 5500 [1] evolved partly from the well-known BS 1500 [2] in the 1950's and BS 1515 [3] first published in 1965; the latter permitted higher level allowable stresses and more advanced rules. In 1969, following a report from the Committee of Enquiry into the Pressure Vessel Industry, the British Standards Institution brought all the pressure vessel interests together under one general committee in order to rationalise the activity. This became PVE/ and presides over a large committee structure. There are a series of functional sub-committees who deal with specific aspects and a large number of technical committees as well as many additional sub committees and working groups. Most of these meet regularly. The technical committee PVE/1, Pressure Vessels, has overall responsibility for BS 5500. The functional committee PVE/1/15 Design Methods has an overall responsibility relating to 'Design' with particular reference to the design section of BS 5500 (Section 3). The first edition of BS 5500 was issued in 1976. The actual issue was delayed for some time because, in the early 1970's, there was an attempt in Europe to produce an international pressure vessel standard. A draft of the international standard appeared as ISO DIS 2694 [4] in 1973 but it was not generally accepted and the attempt was abandoned in the mid 70's. It was decided to use some of the material from 2694 within BS 5500 so that although the Standard was long delayed it benefited to some extent from the international efforts. Initially, committee PVE/l set out the concept of a "master" pressure vessel standard which could readily be applied to any vessel in either ferrous or non-ferrous materials and for highly specialised application with the minimum of supplementary requirements. The layout of BS 5500 is consistent with this concept and although the Standard has perhaps not fulfilled this high ideal, it has certainly been employed widely in many industries including non pressure vessel type applications. When issued it had a number of distinctive features compared with other pressure codes viz; weld joint factors were removed, the present three categories of construction were introduced, there was a new novel external pressure section, it has a loose leaf format and an annual updating was introduced. Further editions of BS 5500 have been issued every three years since 1982

    Arctic Standards: Recommendations on Oil Spill Prevention, Response, and Safety in the U.S. Arctic Ocean

    Oil spilled in Arctic waters would be particularly difficult to remove. Current technology has not been proved to effectively clean up oil when mixed with ice or when trapped under ice. An oil spill would have a profoundly adverse impact on the rich and complex ecosystem found nowhere else in the United States. The Arctic Ocean is home to bowhead, beluga, and gray whales; walruses; polar bears; and other magnificent marine mammals, as well as millions of migratory birds. A healthy ocean is important for these species and integral to the continuation of hunting and fishing traditions practiced by Alaska Native communities for thousands of years.To aid the United States in its efforts to modernize Arctic technology and equipment standards, this report examines the fierce Arctic conditions in which offshore oil and gas operations could take place and then offers a summary of key recommendations for the Interior Department to consider as it develops world-class, Arctic-specific regulatory standards for these activities. Pew's recommendations call for improved technology,equipment, and procedural requirements that match the challenging conditions in the Arctic and for full public participation and transparency throughout the decision-making process. Pew is not opposed to offshore drilling, but a balance must be achieved between responsible energy development and protection of the environment.It is essential that appropriate standards be in place for safety and for oil spill prevention and response in this extreme, remote, and vulnerable ecosystem. This report recommends updating regulations to include Arctic specific requirements and codifying temporary guidance into regulation. The appendixes to this report provide substantially more detail on the report's recommendations, including technical background documentation and additional referenced materials. Please refer to the full set of appendixes for a complete set of recommendations. This report and its appendixes offer guidelines for responsible hydrocarbon development in the U.S. Arctic Ocean

    Understanding trade pathways to target biosecurity surveillance

    Increasing trends in global trade make it extremely difficult to prevent the entry of all potential invasive species (IS). Establishing early detection strategies thus becomes an important part of the continuum used to reduce the introduction of invasive species. One part necessary to ensure the success of these strategies is the determination of priority survey areas based on invasion pressure. We used a pathway-centred conceptual model of pest invasion to address these questions: what role does global trade play in invasion pressure of plant ecosystems and how could an understanding of this role be used to enhance early detection strategies? We concluded that the relative level of invasion pressure for destination ecosystems can be influenced by the intensity of pathway usage (import volume and frequency), the number and type of pathways with a similar destination, and the number of different ecological regions that serve as the source for imports to the same destination. As these factors increase, pressure typically intensifies because of increasing a) propagule pressure, b) likelihood of transporting pests with higher intrinsic invasion potential, and c) likelihood of transporting pests into ecosystems with higher invasibility. We used maritime containerized imports of live plants into the contiguous U.S. as a case study to illustrate the practical implications of the model to determine hotspot areas of relative invasion pressure for agricultural and forest ecosystems (two ecosystems with high potential invasibility). Our results illustrated the importance of how a pathway-centred model could be used to highlight potential target areas for early detection strategies for IS. Many of the hotspots in agricultural and forest ecosystems were within major U.S. metropolitan areas. Invasion ecologists can utilize pathway-centred conceptual models to a) better understand the role of human-mediated pathways in pest establishment, b) enhance current methodologies for IS risk analysis, and c) develop strategies for IS early detection-rapid response programs

    The international ocean transport industry in crisis : assessing the reasons and outlook

    Until 1980, the world merchant fleet expanded rapidly in response to thriving seatrade markets. Since then, it has not grown much. The industry did not adjust effectively to periodic global recession, and the fleet's earnings deteriorated as the gap widened between the supply of tonnage and the demand for transport. The unpredictability of seatrade markets and the changing structure of demand for ocean transport complicated shipowners'efforts to retrench and draw up defensive strategies. Advances in ship design and ocean transport technologies allowed shipowners to adjust to the greater need for specialized vessels, but chose to retain their assets and their adoption was expensive. Most shipowners added a few new vessels after 1980, often supported by government subsidies. Government regulations created serious distortions in ocean transport and impeded free market adjustments. The most serious issues the industry faces are a critically overaged fleet and shortage of capital. Becauseof reduced freight earnings, maintenance has been neglected, leading to frequent structural failure. Ship casualties - often with serious envionmental damage - have reached alarming levels. The deteriorating safety record has caused insurance costs to escalate and has provoked calls for stricter liability rules, stringent technical standards, and rigorous inspection. Enforcement would make ocean transport more expensive. To meet expected demand for ocean transport safely and efficiently, a great deal of overaged tonnage must be replaced, maintenance must be improved, and new tonnage has to be added. The estimated cost: almost US$400 billion in constant 1992 prices. But traditional financing, through mortgage lending and government subsidy, is becoming scarce. Leasing or cashflow-based lending are promising alternatives, but they required predictable revenue streams based on long-term freight contracts predicated on cargo-owners'cooperation, which remains doubtful. No effective arrangements have been made to meet the industry's capital requirements, and doubts are more numerous than assurances in the industry.     Immigration, Statecraft and Public Health:The 1920 Aliens Order, Medical Examinations and the Limitations of the State in England

    This article considers the medical measures of the 1920 Aliens Order barring aliens from Britain. Building on existing local and port public health inspection, the requirement for aliens to be medically inspected before landing significantly expanded the duties of these state agencies and necessitated the creation of a new level of physical infrastructure and administrative machinery. This article closely examines the workings and limitations of alien medical inspection in two of England’s major ports – Liverpool and London. – and sheds light on the everyday working of the Act. In doing so it reflects on the ambitions, actions and limitations of the state and so extends research by historians of the nineteenth and early twentieth century on the disputed histories of public health and the complexities of statecraft. Overall it suggests the importance of developing nuanced understandings of the gaps and failures arising from the translation of legislation into practice

    Computerized Analysis of Magnetic Resonance Images to Study Cerebral Anatomy in Developing Neonates

    The study of cerebral anatomy in developing neonates is of great importance for the understanding of brain development during the early period of life. This dissertation therefore focuses on three challenges in the modelling of cerebral anatomy in neonates during brain development. The methods that have been developed all use Magnetic Resonance Images (MRI) as source data. To facilitate study of vascular development in the neonatal period, a set of image analysis algorithms are developed to automatically extract and model cerebral vessel trees. The whole process consists of cerebral vessel tracking from automatically placed seed points, vessel tree generation, and vasculature registration and matching. These algorithms have been tested on clinical Time-of- Flight (TOF) MR angiographic datasets. To facilitate study of the neonatal cortex a complete cerebral cortex segmentation and reconstruction pipeline has been developed. Segmentation of the neonatal cortex is not effectively done by existing algorithms designed for the adult brain because the contrast between grey and white matter is reversed. This causes pixels containing tissue mixtures to be incorrectly labelled by conventional methods. The neonatal cortical segmentation method that has been developed is based on a novel expectation-maximization (EM) method with explicit correction for mislabelled partial volume voxels. Based on the resulting cortical segmentation, an implicit surface evolution technique is adopted for the reconstruction of the cortex in neonates. The performance of the method is investigated by performing a detailed landmark study. To facilitate study of cortical development, a cortical surface registration algorithm for aligning the cortical surface is developed. The method first inflates extracted cortical surfaces and then performs a non-rigid surface registration using free-form deformations (FFDs) to remove residual alignment. Validation experiments using data labelled by an expert observer demonstrate that the method can capture local changes and follow the growth of specific sulcus

    Econometric analysis of ship life cycles - are safety inspections effective?

    Due to the shipping industryñ€ℱs international legal framework and the existence of loopholes in the system, an estimated 5-10 percent of substandard ships exist which are more likely to have incidents with high economic cost. This article uses ship life cycles to provide insight into the effectiveness of inspections on prolonging ship lives. We account for fluctuations in the relevant economic environment and the (possible time-varying) ship particulars. We use a unique dataset containing information on the timing of accidents, inspections, ship particular changes of more than fifty thousand ships over a 29 year time period (1978-2007). The results of our duration analysis reveal that the shipping industry is a relative safe industry but there is a possible over-inspection of vessels. It also reveals the need to improve transparency related to class withdrawals and changes of classification of the vessel. Another interesting finding is that for the majority of ship types an increase in earnings decreases the incident rate. This is in contrast to the industry perception of the impact of earnings. The effect of inspections vary across ship types and the prevention of incidents with high economic costs can be improved by better coordination of inspections, data sharing and a decrease in the number of inspections . Further, more emphasis should be placed on the rectification and follow up of deficiencies.
