    LEVERAGING E-GOVERNMENT FOR CITY TRANSFORMATION: A CASE STUDY OF DIGITAL WUYI

    Seeing the scarcity of successful e-government programs in developing countries while a high failure rate reported on the opposite, this study investigates the success of \u27Digital Wuyi\u27 program in China. This study exhibits its ten-year roadmap in which the e-government has been continuously upgraded at a municipal level, spanning from e-government infrastructure and platform development, community informatization with rural priority, e-commerce development for pillar industry, to Internet of Things development. Further, this study identifies the key success factors and reflects the corresponding practices that lead Wuyishan City to achieve the success in e-government development. We find that sustainable and dynamic strategic planning, mayor\u27s leadership with entrepreneurships spirits and action learning, public-private partnership and modular promotion contribute much to the success of this municipal e-government project in China. Implications of this study can be derived for the municipal government development in China and other developing countries

    This study is the result of collaboration among a group of researchers from CEPS and Zhejiang University (ZJU), who decided to team up and analyse the experience of China and the EU in bridging the digital divide. While acknowledging that both China and Europe have undertaken major efforts to reduce socio-economic and geographical disparities by providing network access to ever more citizens, the authors found that investing in physical access alone is not sufficient to enhance inclusion in the information society. They argue that public authorities should also adopt corollary policies to spur social and economic cohesion through innovations that enable disadvantaged regions to catch up with more developed urban areas. In this context, the report calls upon governments to promote digital innovation and entrepreneurship, foster coordinated efforts and adapt their educational systems to the changing labour market

    The inhabited environment, infrastructure development and advanced urbanization in China's Yangtze River Delta Region

    This paper analyzes the relationship among the inhabited environment, infrastructure development and environmental impacts in China's heavily urbanized Yangtze River Delta region. Using primary human environment data for the period 2006-2014, we examine factors affecting the inhabited environment and infrastructure development: urban population, GDP, built-up area, energy consumption, waste emission, transportation, real estate and urban greenery. Then we empirically investigate the impact of advanced urbanization with consideration of cities' differences. Results from this study show that the growth rate of the inhabited environment and infrastructure development is strongly influenced by regional development structure, functional orientations, traffic network and urban size and form. The effect of advanced urbanization is more significant in large and mid-size cities than huge and mega cities. Energy consumption, waste emission and real estate in large and mid-size cities developed at an unprecedented rate with the rapid increase of economy. However, urban development of huge and mega cities gradually tended to be saturated. The transition development in these cities improved the inhabited environment and ecological protection instead of the urban construction simply. To maintain a sustainable advanced urbanization process, policy implications included urban sprawl control polices, ecological development mechanisms and reforming the economic structure for huge and mega cities, and construct major cross-regional infrastructure, enhance the carrying capacity and improvement of energy efficiency and structure for large and mid-size cities

    Assessing the Impact of Transportation Infrastructure on Rural Residents' Income: Using the Quantile Regression Approach

    The impact of transportation infrastructure on farmers’ income has been the focus of attention by government managers and related scholars in recent years. Based on the panel data from 2000 to 2018, this paper uses the quantile regression model to explore the effect of highway and railway transportation infrastructures on wage income and operating income. The findings show that the highway transportation infrastructure makes a minimal contribution to the wage income in Shanghai, Beijing and Zhejiang provinces, because the highway mileage and highway passenger turnover in these provinces are small. However, the operating income in the upper 90th quantile provinces such as Jilin, Heilongjiang, and Zhejiang, receives the biggest impact from the highway transportation infrastructure, because the construction of rural roads in these provinces is growing faster. The impact of railway transportation infrastructure on the wage income in the 10th-25th, 25th-50th and 50th-75th quantile provinces is small, since their railway passenger turnover is less. The railway transportation infrastructure has not played a role in boosting the operating income in these provinces such as Guizhou, Shaanxi, Gansu, Shanxi, Qinghai, and Ningxia. Therefore, each quantile province should formulate specific policies to promote the construction of transportation infrastructure

This book, first of all, introduces the new unveiled Guangdong-Macao Intensive Cooperation Zone with details as a special mode of the regional collaborative development that is committed to be mutually beneficial to both sides with different political and economic systems. China's central authorities have recently issued a masterplan for constructing the Guangdong-Macao Intensive Cooperation Zone at Hengqin Island in September 2021. As China's first and last European colony and one of China’s two special administrative regions (SARs), Macao has developed the gambling industry seven times larger than that of Las Vegas. However, the problem of the homogeneous industrial structure and the urgent need to promote sustainable economic growth by regional cooperation have been important theoretical and practical issues discussed by scholars and policy-makers.     Leveraging Micro Blogging to Build Trust by Community Supported Agriculture (CSA) Pioneers in China

    Similar to regions which undergo transformation from developing to developed economy, China has been facing various problems during the rapid urbanization process: loss of agricultural land, threatened food safety, and problems caused by migrant work force. Community Supported Agriculture (CSA) is a possible solution to some of the problems. CSA is a sustainable agriculture model, and emphasizes partnership between farmers and members – citizens who are willing to become part of the farming community. In CSA model, members support the farm through advance payment or working on the farm and they share risks with farmers. In risk sharing, it is crucial to build trust between farmers and members. However, most members do not have enough information to evaluate farmers’ trustworthiness as they cannot visit farms frequently. Micro blogging technology offers farmers a new channel to communicate and interact with members. Since micro blogging platform is open, and various mobile devices make micro blogging convenient, farmers can easily keep members updated and address members’ problems timely. The embedded social networking feature also enables farmers to facilitate interactions among CSA members. In this study, we investigate how the CSA pioneers in China adopt micro bogging technology to engage their members and develop the CSA community.
