Benchmarking and incentive regulation of quality of service: an application to the UK electricity distribution utilities
Quality of service has emerged as an important issue in post-reform regulation of electricity distribution networks. Regulators have employed partial incentive schemes to promote cost saving, investment efficiency, and service quality. This paper presents a quality-incorporated benchmarking study of the electricity distribution utilities in the UK between 1991/92 and 1998/99. We calculate technical efficiency of the utilities using Data Envelopment Analysis technique and productivity change over time using quality-incorporated Malmquist indices. We find that cost efficient firms do not necessarily exhibit high service quality and that efficiency scores of cost-only models do not show high correlation with those of quality-based models. The results also show that improvements in service quality have made a significant contribution to the sector’s total productivity change. International benchmarking of Electricity Transmission by Regulators: Theory and Practice
Benchmarking of electricity networks has a key role in sharing the benefits of efficiency improvements with consumers and ensuring regulated companies earn a fair return on their investments. This paper analyses the theory and practice of international benchmarking of electricity transmission by regulators. We examine the literature relevant to electricity transmission benchmarking and conduct a survey of 48 national electricity regulators. Consideration of the literature and our survey indicates that electricity transmission benchmarking is significantly more challenging than electricity distribution benchmarking. New panel data techniques aimed at dealing with unobserved heterogeneity and the validity of the comparator group look intellectually promising but are in their infancy for regulatory purposes. In electricity transmission choosing variables is particularly difficult, because of the large number of potential variables to choose from. Failure to apply benchmarking appropriately may negatively affect investors’ willingness to invest in the future. While few of our surveyed regulators acknowledge that regulatory risk is currently an issue in transmission benchmarking, many more concede it might be. New regulatory approaches – such as those based on tendering, negotiated settlements, a wider range of outputs or longer term grid planning - are emerging and will necessarily involve a reduced role for benchmarking
Proactive-reactive, robust scheduling and capacity planning of deconstruction projects under uncertainty
A project planning and decision support model is developed and applied to identify and reduce risk and uncertainty in deconstruction project planning. It allows calculating building inventories based on sensor information and construction standards and it computes robust project plans for different scenarios with multiple modes, constrained renewable resources and locations. A reactive and flexible planning element is proposed in the case of schedule infeasibility during project execution
Micro-macro dynamics of the online opinion evolution: an asynchronous network model approach

The Publisher's final version can be found by following the DOI link.This paper investigates the complex relationship between endogenous and exogenous, deterministic and stochastic stimulating factors in public opinion dynamics. An asynchronous multi-agent network model is proposed to explore the interaction mechanism between individual opinions and the public opinion in online multi-agent network community, including both the micro and the macro patterns of opinion evolution. In addition, based on random network models, a novel algorithm is provided for opinion evolution prediction. The model property analysis and numerical experiments show that the proposed asynchronous multi-agent network model can assimilate and explain some interesting phenomena that are observed in the real world. Further case studies with numerical simulation and real-world applications confirm the feasibility and flexibility of the proposed model in public opinion analysis. The results challenge the common perception that mass media or opinion facilitators play the fundamental role in controlling the development trends of public opinion. This study shows that the formation and evolution of public opinion in the presence of opinion leaders depend also on an individual’s emotional inertia and conformity pressures from peers in the same topic group
Analysis of Simulated and Measured Indoor Channels for mm-Wave Beamforming Applications
Ray tracing- (RT-) assisted beamforming, where beams are directly steered to dominant paths tracked by ray tracing simulations, is a promising beamforming strategy, since it avoids the time-consuming exhaustive beam searching adopted in conventional beam steering strategies. The performance of RT-assisted beamforming depends directly on how accurate the spatial profiles of the radio environment can be predicted by the RT simulation. In this paper, we investigate how ray tracing-assisted beamforming performs in both poorly furnished and richly furnished indoor environments. Single-user beamforming performance was investigated using both single beam and multiple beams, with two different power allocation schemes applied to multibeamforming. Channel measurements were performed at 28–30 GHz using a vector network analyzer equipped with a biconical antenna as the transmit antenna and a rotated horn antenna as the receive antenna. 3D ray tracing simulations were carried out in the same replicated propagation environments. Based on measurement and ray tracing simulation data, it is shown that RT-assisted beamforming performs well both for single and multibeamforming in these two representative indoor propagation environments

Design and Performance analysis of a relational replicated database systems
The hardware organization and software structure of a new database system are presented. This system, the relational replicated database system (RRDS), is based on a set of replicated processors operating on a partitioned database. Performance improvements and capacity growth can be obtained by adding more processors to the configuration. Based on designing goals a set of hardware and software design questions were developed. The system then evolved according to a five-phase process, based on simulation and analysis, which addressed and resolved the design questions. Strategies and algorithms were developed for data access, data placement, and directory management for the hardware organization. A predictive performance analysis was conducted to determine the extent to which original design goals were satisfied. The predictive performance results, along with an analytical comparison with three other relational multi-backend systems, provided information about the strengths and weaknesses of our design as well as a basis for future research
