The continuous quality improvement is an obligatory condition for the achievement and maintaining of the performance in healthcare services. Introducing the concepts of quality improvement in medical practice represents a distinctive component of the hospital reform in Romania. Healthcare quality is a more important principle in sanitary field, because the level of patients ‘knowledge is increasing concomitantly with the technological and therapeutic progresses. The continuous quality improvement is an obligatory condition for the achievement and maintaining the performance in healthcare organization, especially in hospital. The integration of many management systems (quality management, environmental management, security and occupational health management, information security management) and the development of an integrated management model applicable to Romanian hospitals, which have as principal goal to improve the performance of health services, represent a challenge for the Romanian health system. An integrated management system is a logical and systematic managerial approach, which permits taking-up optimum strategic and operational decisions. These decisions take into consideration all the essential aspects which lead to an efficient functionality of health organization, in terms of quality, environment, security and occupational health, and information security.healthcare, hospital, quality, integrated management system

Hospital information systems have an important role in clinical and administrative services. Hospitals need a management information system (MIS) and hospital administration management to improve the quality of medical services. Hospital MIS (SIMRS) and integrated hospital administration management are designed to integrate the main hospital functions into one unified system that is stored in a central database. Regulation of the Minister of Health of the Republic of Indonesia Number 82 of 2013 Article 3 states that every hospital is obliged to implement a Hospital Management Information System (SIMRS). In Permenkes No. 30 of 2019 concerning electronically integrated business licensing or online single submission, hereinafter abbreviated as OSS, is a business license issued by the OSS institution for and on behalf of the minister, governor, or regent/mayor to hospital owners and managers through an integrated electronic system. The government is targeting all hospitals in Indonesia to have SIMRS which is integrated in the management of hospital administration. Hospitals that do not carry out SIMRS and good administrative management will affect the quality of service at the hospital, including causing human errors and mismanagement in recording health data, waiting time for services to be longer which can lead to accumulation of patients. The implementation of SIMRS and good and correct administrative management will have a positive impact on management, increase efficiency, and facilitate decision making in the future

A framework for selecting workflow tools in the context of composite information systems

When an organization faces the need of integrating some workflow-related activities in its information system, it becomes necessary to have at hand some well-defined informational model to be used as a framework for determining the selection criteria onto which the requirements of the organization can be mapped. Some proposals exist that provide such a framework, remarkably the WfMC reference model, but they are designed to be appl icable when workflow tools are selected independently from other software, and departing from a set of well-known requirements. Often this is not the case: workflow facilities are needed as a part of the procurement of a larger, composite information syste m and therefore the general goals of the system have to be analyzed, assigned to its individual components and further detailed. We propose in this paper the MULTSEC method in charge of analyzing the initial goals of the system, determining the types of components that form the system architecture, building quality models for each type and then mapping the goals into detailed requirements which can be measured using quality criteria. We develop in some detail the quality model (compliant with the ISO/IEC 9126-1 quality standard) for the workflow type of tools; we show how the quality model can be used to refine and clarify the requirements in order to guarantee a highly reliable selection result; and we use it to evaluate two particular workflow solutions a- ailable in the market (kept anonymous in the paper). We develop our proposal using a particular selection experience we have recently been involved in, namely the procurement of a document management subsystem to be integrated in an academic data management information system for our university.Peer ReviewedPostprint (author's final draft

The study aims to analyze and gather information about the implementation of an Integrated Service Unit (ULT) to improve quality management and service quality at universities in Indonesia. The context for this research is the highly competitive and tight competition for quality management and public service quality among universities in the last decade. In response to the low quality of higher education administration services in Indonesia, the concept of service bureaucratic reform led to the establishment of Integrated Service Units. The research type is library research or literature review, where the researchers rely on existing literature to gather data. The research follows a descriptive qualitative approach with observation tools to analyze the existence of Integrated Service Units that have a high presence in the world of university administration services and have received awards or appreciation from the government. The results of the research indicate that the services implemented by the Integrated Service Units have quality management and service quality that adhere to established standards and principles of public service. The infrastructure of the service system is built using an electronic-based service system (SPBE). The activities are carried out in an integrated manner and are closely connected with other work units to provide cross-unit services in the university or faculty. The service process is completely digitized, using applications developed by each tertiary institution. Keywords: integrated service unit, quality management, service qualit

An integrated management system for quality and information security in healthcare

Health service organizations are increasingly required to deliver quality healthcare services without increasing costs. The adoption of health information technologies can assist these organizations to deliver a quality service; however, this again exposes the health information to threats. The protection of personal health information is critical to ensure the privacy of patients in the care of health service organizations. Therefore both quality and information security are of importance in healthcare. Organisations commonly use management system standards to assist them to improve a particular function (e.g. quality or security) through structured organizational processes to establish, maintain and optimise a management system for the particular function. In the healthcare sector, the ISO 9001, ISO 9004 and IWA 1 standards may be used for the purpose of improving quality management through the establishment of a quality management system. Similarly, the ISO 27001 and ISO 27799 standards may be used to improve information security management through the establishment of an information security management system. However, the concurrent implementation of multiple standards brings confusion and complexity within organisations. A possible solution to the confusion is to introduce an integrated management system that addresses the requirements of multiple management systems. In this research, various standards relevant to the establishment of management systems for quality and security are studied. Additionally, literature on integrated management systems is reviewed to determine a possible approach to establishing an IMS for quality and information security in healthcare. It will be shown that the quality management and information security management standards contain commonalities that an integration approach can be based on. A detailed investigation of these commonalities is done in order to present the final proposal of the IMSQS, the Integrated Management System for Quality and Information Security in healthcare
