    This report includes the results of the research project ‘Exploratory study on explanations and theories of how Telecentres and other community-based e-Inclusion actors operate and have an impact on digital and social inclusion policy goals’. This study was commissioned by IPTS to feed into a forthcoming 2-year research project: Measuring the impact of eInclusion actors on Digital Literacy, Skills and Inclusion goals (MIREIA). The literature review presented in this report was designed to capture the theories and explanations represented in the existing body of research in order to: provide a comprehensive and multidisciplinary landscape on theories and analytical frameworks; analyze the value of these theories and analytical frameworks based on predefined criteria and; Develop recommendations on the most promising theoretical pillars that could inform the future research mentioned above. A two-phase research approach was designed: 1) An extended mapping of the literature from the last ten years in which over 100 articles, reports and books were reviewed, coded and identified the most dominant and/or common explanations in relation to the work of e-Inclusion actors; and 2) a selection, categorization, and in-depth coding of these explanations vis-à-vis different impact areas, as well as in relation to institutional capacity. As a conclusion it has been noted that although a lot of the research on eInclusion is set out to measure impacts, in reality studies often end up with some measures of usage and analysis of why expected impacts were not achieved. In addition, there is a large proportion of available literature on telecenters and other such eInclusion actors which is based more on perceived potential than on demonstrated fact and highly contextualized studies, making it difficult to identify valid or reliable trends.     Recent Advances and Opportunities for Improving Critical Realism-Based Case Study Research in IS

    Critical realism (CR) has been proposed as an alternative to positivist and interpretivist research in information systems. In recent years, there have been several articles that describe methodological guidelines for conducting CR-based empirical studies. These guidelines have been used by numerous researchers as the methodological underpinnings for empirical research articles in IS, particularly for case studies. As a result, CR-based research has evolved as these researchers address many of the challenges and issues associated with this approach. In this article, we present a review and synthesis of methodological and recent empirical CR literature. We identify the methodological advances and important gaps in the empirical research and present a set of state-of-the-art recommendations for conducting and evaluating critical realist research studies in IS

    The article discusses recent advances and future challenges in innovation studies. First, it separately considers four main strands of research, studying innovation at the organisational, systemic, sectoral and macroeconomic levels. Then, considering the field as a whole, the article points to the existence of important neglected topics and methodological challenges for future research. In fact, several fundamental issues are still unexplored, such as the co-evolution between technological and institutional change; the role of demand; and the impacts of innovation on individual and collective welfare. There are also important methodological challenges, such as the need for more systematic interactions between the different levels of analysis; the importance of an interdisciplinary approach to the study of technological and institutional changes; and the search for a combination of contingent explanations based on case studies with general analytical results based on econometric and formal models.Innovation; Innovation management; innovation systems; innovation and growth

    ICT-Enabled Social Innovation - Evidence & Prospective

    This report presents the results of the JRC-led research on ‘ICT-enabled Social Innovation to support the implementation of the Social Investment Package’ (IESI) conducted in partnership with the Directorate General for Employment, Social Affairs and Inclusion. The IESI research is set out to help policymakers and practitioners use ICT-enabled social innovation to modernise welfare systems, provide better and more efficient social services, and ultimately increase the wellbeing and quality of life of citizens. The original research design, its theoretical framework and empirical findings contribute to the growing scientific interest on ICT-enabled social innovation in the field of social policy reforms, within the scope of the implementation of the social investment approach. Based on the analysis of evidence gathered through a documented collection of initiatives across the EU, the research also advances a proposal for developing a methodological framework to assess the social and economic impact of ICT enabled social innovation. The approach proposed is expected to support policymakers and relevant stakeholders in designing, monitoring and evaluating ICT-enabled social innovation initiatives, which could be transferred, scaled-up and replicated across Europe. Insights from the research contribute to the policy debate on the implementation of the European Pillar of Social Rights and the future of the Welfare State in the EU.JRC.B.4-Human Capital and Employmen

    A Capabilitarian Account of the Potential of Mobile Money for Rural Poverty Reduction in Bauchi, Northern Nigeria

    The concept of financial inclusion is partly about empowering underserved or unserved individuals with options to engage within a financial system. With the advent of mobile-money, many people living in rural and cash economies can use their mobile phones to access nontraditional means of banking. The ability to use mobile phones for payment and remittance purposes has changed the ways mobile phones and banking are used, because of the opportunity offered to underbanked and unbanked populations in many developing countries. Although there is an increasing amount of research in this area, studies relating mobile money to human development, and more specifically to rural poverty as ‘capability deprivation’ are limited. The capability approach has in recent decades emerged as a theoretical framework for understanding poverty, justice, inequality and human development. Although the approach has been extensively operationalised in varied contexts, there remains scarce overt interaction between the capability approach and the branch of research focused on assessing information and communications technology (ICT) for advancing human development. The capability approach is operationalised here to examine the transformative potential of ICTs in human development. In particular, the study assesses the effect of mobile-money on human capabilities of poor and rural individuals in Bauchi State, Northern Nigeria. Research insights are thus used to produce a capabilitarian account through which mobilemoney is evaluated in terms of its ability to expand or obstruct people’s valued human capabilities to achieve their ideas of ’the good’. Secondary evidence synthesised with empirical discoveries suggest that mobile-money is valuable if the range of financial services allow poor people to pursue their wellbeing goals by serving primarily as a savings platform and a facilitator of quick and dependable payments and transfers. While a proportion of rural populations are included (through capability expansion) in the mobile-money ecosystem, some remain inevitably excluded (through capability obstruction), and therefore still deprived in terms of their capabilities as a result of mobile-money. In conclusion, challenges relating to accessibility, affordability and awareness need to be adequately addressed in order for mobile-money to attain its transformative potential of reducing rural poverty. By exploring how mobile-money plays a role in enhancing or obstructing human capabilities, this study demonstrates that the capability approach lends itself to making a more robust analysis that allows a theorisation of the link between ICTs and human development

    i-FRAME – Assessing impacts of social policy innovation in the EU: Proposed methodological framework to evaluate socio-economic returns on investment of social policy innovations

    This report presents the final proposal for developing a methodological framework to assess the impacts generated by social policy innovations which promote social investment in the EU, in short i-FRAME. This framework has the objective to provide a structured approach that shall serve as a comprehensive framework for conducting analysis of the economic and social returns on investments of social policy innovations. It also aims to act as a guide to gather insights into replicability and transferability of initiatives which promote social investment across the EU. The report outlines the reviewed and improved theoretical and methodological approach developed by the JRC with help from external experts, and validated by testing the operational components proposed on a number of case studies and scenarios of use. After outlining the conceptual and methodological approach underpinning the i-FRAME (V1.0), the report discusses the proposal for building its operational components according to a structured theoretical framework of a dynamic simulation model for social impact assessment (V1.5). The final proposal for i-FRAME (V2.0) and an overview of the operational components for its implementation are then presented discussing the key elements that should be developed to build a comprehensive i-FRAME Web-Platform and simulator for social impact assessment. Conclusions are then offered in terms of implications for policy and directions for future research. These were drawn after consulting experts from different research disciplines, practitioners and representatives of relevant stakeholders and policymakers, and they include .recommendations for further developing the operational components proposed, paving the way towards building the i-FRAME (V3.0) and beyond.JRC.B.4-Human Capital and Employmen

    Modelling the Interactions between Information and Communication Technologies and Travel Behaviour

    The growing capabilities and widespread proliferation of information and communication technologies (ICT) into virtually every aspect of lifestyle, combined with the continuing challenges faced by transport systems, has ensured ongoing interest in the interactions between ICT and travel behaviour. Yet, despite more than three decades of efforts to understand these relationships, few point of consensus have so far emerged, partly due to the rapidly evolving character of ICT, and partly due to the inherent complexity of such interactions. This thesis seeks to develop novel understandings of such interactions by introducing a number of extensions to the existing modelling frameworks. This is achieved through three interrelated research objectives which seek to explore the topic from macro, micro, and temporal perspectives. The macro perspective takes the form of a structural equation analysis of the relationships between ICT use and travel behaviour across four countries: Canada, the United States, the United Kingdom, and Norway, with the data for the latter three obtained by pooling separate datasets on ICT use and travel behaviour. The micro perspective seeks to develop a microeconomic model of an individual maximising utility through joint choice of activities, including in-travel activities, ICT use, as well as the choice of travel mode, timing and route, with the decisions motivated by contribution towards satisfaction, productivity, and consumption. The model is subsequently tested in the empirical contexts of rail business travel time, business travel time valuation, and conceptualisation of the ICT and travel behaviour interaction scenarios reported elsewhere in the literature. The final, temporal perspective analyses the comparatively least explored topic of evolution in the relationships between ICT use and travel behaviour over time. This is achieved by analysing repeated cross-sectional data using structural equation modelling, and interpreted with reference to the theory of diffusion of innovations. The thesis also discusses a number of potential research, policy and industrial applications of its empirical and theoretical contributions.Open Acces
