    Benefits realisation for healthcare

    Following the emergent importance of benefits realisation applied to healthcare infrastructure and service development programs, HaCIRIC has undertaken a research initiative targeting the development of a robust and comprehensive Benefits Realisation (BeReal©) process. The resulting model is focusing on how benefits should be elicited at the initial strategic stages, and how benefits should be deployed, managed and traced along the lifecycle of a programme so their realisation contributes to successful health outcomes. Subsequently BeReal© aspires to be an appropriate method to drive and control the programme plan; providing tools and techniques for defining specific benefits. It also allows the measurement and evaluation of the extent to which those benefits are delivered. We have set ourselves the objective of identifying current best practices and demonstrate how to improve benefits realisation in healthcare infrastructure provision. The HaCIRIC team in active collaboration with leading industry partners have undertaken various case and comparator studies not only to define a business critical process but to set out an ideology which places benefits realisation at the heart of securing wholly integrated (collective) change. We believe that to deliver consistent high quality infrastructure and services within an ever changing investment model requires a different level of thinking and understanding towards benefits realisation. The challenge of answering community needs through intelligent investment in infrastructure is complex and demands a deeper and inclusive awareness and appreciation of how to deliver benefits and effectively allocate resources. The BeReal© initiative seeks to contribute methodologically and intends to help spending money intelligently, working with programme and project related stakeholders, securing that the best possible benefits are obtained for the overall healthcare communities. This report highlights selected performed initiatives and summarises BeReal© process’s major characteristics, covering far more than the follow-up of a competitive tendering process and of the development of a traditional business case. BeReal© copes with a detailed definition of changing activities, breakdown of (needs into) benefits that drive the investment, supports decision-making, proposes the development of controlling initiatives and suggests major awareness to the implementation of corrective actions. We seek to continue innovating, stimulate learning, contributing to an increase of health and care performance that properly answers to community needs and intelligently invests public and private resources

    European CIP-related Testing Capabilities: Gaps and Challenges

    One of ERNCIP’s goals is to identify gaps in European CIP-related experimental and testing capabilities, and to set up a wider debate on how to deal with these gaps. This report draws an indicative picture about the known state of European CIP-related test capabilities. The analysis is primarily based on an ERNCIP online questionnaire on the issue circulated at the end of 2012, which was completed by 65 respondents representing different types of ERNCIP stakeholders. The ERNCIP Thematic Groups have also provided information about their respective capabilities and perceived gaps in their sectors.     European Parliament Preparatory Action: "Actual and desired state of the economic potential in regions outside the Greek capital Athens" Final Report

    This is the final report of the European Parliament Preparatory Action: "Actual and desired state of the economic potential in regions outside the Greek capital Athens" (hereafter Preparatory Action or PA). It reviews the key activities of this preparatory action, its impacts, the remaining barriers to RIS3 implementation and presents a perspective on the way forward. Providing hands-on support to the refinement and implementation of the RIS3 strategy in the Greek Region of Eastern Macedonia and Thrace (REMTh) has entailed the following activities: • Mutual learning: this has at core element of the preparatory action, and has offered a unique opportunity to all the stakeholders involved to share experiences and build a common understanding of RIS3, its potential and the real challenges to its implementation. • Optimisation of the Entrepreneurial Discovery Process (EDP) – the design, implementation and adaptation of a systematic participatory methodology for the EDP, centred on thematic focus groups. These events enabled the generation and articulation of innovation ideas and initiated the first necessary steps towards concrete projects. • Capacity building - two dedicated working groups were organised: one centred on issues of human resources mobility and one on RIS3 governance. Relevant stakeholders, under the guidance of an expert, discussed and formulated plans on how to tackle the different challenges at stake. • Identification of bottlenecks and systemic failures in RIS3 implementation - the region has good potential for diversification, but faces a wide set of legal and administrative barriers, which need to be addressed to enable the allocation of structural funds and other resources to support RIS3 implementation in an optimal way. • Communication and codification of activities - with the aim of replicating or adapting the activities of the preparatory action and the emerging learning opportunities for other regions, outcomes of all the events have been published on-line, as have methodological guidelines for the EDP process. Furthermore, further publications from these activities are foreseen in the near future. • Supporting tools for internationalisation and collaboration. The preparatory action has developed a set of online resources that aim at guiding the region in increasing its international outlook to RIS3 and its collaboration between research and industry. The Preparatory Action generated some very concrete impacts on the regions, among which the main ones are: • The mobilisation of a critical mass of researchers and business people (600+ people), which actively participated to the EDP focus groups and PDL events. This bottom-up process has increased mutual trust, created a 'momentum' in initiating change and increased the understanding of what RIS3 can contribute to this change. • The appreciation of networking and research-business collaboration across stakeholders and especially between research and business. Indeed, some informal networks have been organised, for instance in the wine and marble sector. • The creation of an action plan for both RIS3 governance and mobility of human resources. • Both the Managing Authority and regional stakeholders have better access to international counterparts, both in governance of RIS3 and in performing research and innovation. • The project has also determined a shift in perception as far as the European Commission is concerned, which is now perceived more as a collaborator. • The PA has stimulated and accelerated a discussion between the EC, regional and national authorities which has help to clarify – for the whole country – several aspects of RIS3 and Structural Funds. • The preparatory action has significantly influenced the way to design and implement the development strategy for the Region by engaging all relevant stakeholders from the outset.JRC.J.2-Knowledge for Growt

    This paper provides the key elements to develop an integrated approach for measuring and monitoring city performance globally. The paper reviews the role of cities and why indicators are important. Then it discusses past approaches to city indicators and the systems developed to date, including the World Bank's initiatives. After identifying the strengths and weaknesses of past experiences, it discusses the characteristics of optimal indicators. The paper concludes with a proposed plan to develop standardized indicators that emphasize the importance of indicators that are measurable, replicable, potentially predictive, and most important, consistent and comparable over time and across cities.     This CEPS Task Force Report focuses on how to improve water efficiency in Europe, notably in public supply, households, agriculture, energy and manufacturing as well as across sectors. It presents a number of recommendations on how to make better use of economic policy instruments to sustainably manage the EU’s water resources. Published in the run-up to the European Commission’s “Blueprint to Safeguard Europe’s Waters”, the report contributes to the policy deliberations in two ways. First, by assessing the viability of economic policy instruments, it addresses a major shortcoming that has so far prevented the 2000 EU Water Framework Directive (WFD) from becoming fully effective in practice: the lack of appropriate, coherent and effective instruments in (some) member states. Second, as the Task Force report is the result of an interactive process involving a variety of stakeholders, it is able to point to the key differences in interpreting and applying WFD principles that have led to a lack of policy coherence across the EU and to offer some pragmatic advice on moving forward
