    Developing a Cloud Computing Framework for University Libraries

    Our understanding of the library context on security challenges on storing research output on the cloud is inadequate and incomplete. Existing research has mostly focused on profit-oriented organizations. To address the limitation within the university environment, the paper unravels the data/information security concerns of cloud storage services within the university libraries. On the score of changes occurring in the libraries, this paper serves to inform users and library managers of the traditional approaches that have not guaranteed the security of research output. The paper is built upon the work of Shaw and the cloud storage security framework, which links aspects of cloud security and helps explain reasons for university libraries moving research output into cloud infrastructure, and how the cloud service is more secured. Specifically, this paper examined the existing storage carriers/media for storing research output and the associated risks with cloud storage services for university libraries. The paper partly fills this gap by a case study examination of two (2) African countries’ (Ghana and Uganda) reports on research output and cloud storage security in university libraries. The paper argues that in storing university research output on the cloud, libraries consider the security of content, the resilience of librarians, determining access levels and enterprise cloud storage platforms. The interview instrument is used to collect qualitative data from librarians and the thematic content analysis is used to analyze the research data. Significantly, results show that copyright law infringement, unauthorized data accessibility, policy issues, insecurity of content, cost and no interoperable cloud standards were major risks associated with cloud storage services. It is expected that university libraries pay more attention to the security/confidentiality of content, the resilience of librarians, determining access levels and enterprise cloud storage platforms to enhance cloud security of research output. The paper contributes to the field of knowledge by developing a framework that supports an approach to understand security in cloud storage. It also enables actors in the library profession to understand the makeup and measures of security issues in cloud storage. By presenting empirical evidence, it is clear that university libraries have migrated research output into cloud infrastructure as an alternative for continued storage, maintenance and access of information

    Reporting on the Seminar - Risk interpretation and action (RIA): Decision making under conditions of uncertainty

    The paper reports on the World Social Science (WSS) Fellows seminar on Risk Interpretation and Action (RIA), undertaken in New Zealand in December, 2013. This seminar was coordinated by the WSS Fellows program of the International Social Science Council (ISSC), the RIA working group of the Integrated Research on Disaster Risk (IRDR) program, the IRDR International Center of Excellence Taipei, the International START Secretariat and the Royal Society of New Zealand. Twenty-five early career researchers from around the world were selected to review the RIA framework under the theme of \u27decision-making under conditions of uncertainty\u27, and develop novel theoretical approaches to respond to and improve this framework. Six working groups emerged during the seminar: 1. the assessment of water-related risks in megacities; 2. rethinking risk communication; 3. the embodiment of uncertainty; 4. communication in resettlement and reconstruction phases; 5. the integration of indigenous knowledge in disaster risk reduction; and 6. multi-scale policy implementation for natural hazard risk reduction. This article documents the seminar and initial outcomes from the six groups organized; and concludes with the collective views of the participants on the RIA framework

When e-Government was first conceived, it was designed upon basic technologies where the emphasis was only on the simple display of government information for citizens to read. Nowadays, e-Government design comprises many complicated modules such as upload and download consoles, two-way interaction consoles between citizens and government agents, integrated government business processes presenting the whole of government, and it does not depend solely on technology. The complexity of e-Government has now evolved to include political, cultural, economic, social and technical dimensions. Bringing all these difficult aspects together is so complicated that it needs carefully planned strategies informed by local contextual characteristics. Rather than giving formulaic definitions and conceptual standpoints on many aspects of e-Government, as is the case in many e-Government publications, this book will explore the frontiers of global knowledge value chains by discussing current and future dimensions of e-Government. For example, the book discusses the concept of data governance by exploring how actual opening up of government data can be achieved, especially in a developing world context. Further, the book posits that opening government data should be followed by the opening up of government business processes in order to peddle the concept of accountability and responsiveness. Much text on data governance has concentrated on articulating the basic definitions surrounding this concept. Another very important topic explored in this book is regarding how the concept of decolonisation can be extended to e-Government by providing practical examples as to how researchers in the developing world can contribute to the advancement of e-Government as a scientific field of enquiry and guide its implementation, thereof. Decolonisation is advocated for in e-Government research so that there is a balance in the inclusion of the Afrocentric knowledge into e-Government advancement other than over-reliance on the Euro-, Asia- and America-centric knowledge value chains (Mbembe 2015). As e-Government is a very expensive undertaking, the issue of funding has excluded African countries and a majority of the developing world from implementing e-Government. Despite funding being a critical cornerstone of e-Government development, there is a dearth of information on this topic. Therefore, this book provides a chapter which discusses traditional and innovative ways of funding e-Government design and implementation which can go a long way in improving e-Government penetration into the developing world. Further, the book explores how intelligent e-Government applications can be designed, especially in resource-constrained countries. A couple of emerging technology innovations such as fog computing and intelligent information technology are explored within the realm of e-Government design

    Insurance regulation for development: parametrics and agriculture

    Provision of agricultural insurance is highly variable, with a deficit for the global rural poor faced with acute climate risk. Regulatory support is an enabler of widened supply of insurance, which can be pro-poor and climate adaptive in manner. The aims of this research are to: (i) assess organic evolution of agricultural parametric insurance provision; (ii) evaluate regulation of agricultural parametric insurance in Tanzania and related contexts; and (iii) construct an idealised regulatory framework to facilitate insurance as a climate risk management tool. This research draws on the launch of the WINnERS pilot programme in Tanzania, supported by literature analysis and interviews with critical market participants. It found parametric insurance regulation to be preclusive in all jurisdictions. Lack of legal certainty for multiple, foundational elements of already implemented parametric schemes prevents growth and deters market appetite. Though there is no suitable framework, there are useful elements indicative of supportive regulation. These are spatially disparate, preventing an individual insurance jurisdiction from building the necessary capacity, supply and demand for viable markets. A framework is presented which is practical and implementable, addressing the issues of regulatory comprehensiveness and coherence. It is intended to facilitate the identification of gaps and barriers as insurance regulators seek to develop the protective and promotive elements of parametric insurance as a public policy imperative.Open Acces

    Determinants of Electronic Learning Adoption in Higher Institutions of Learning in Uganda: A Learnersa Perspective

    The introduction of electronic learning (EL) has been initiated in Higher Institutions of Learning (HIL) as an attempt to improve on education institutions2019; service delivery. By adopting the Technology-Organization-Environment (TOE) framework, this study was aimed at investigating the determinants of the e-learning adoption in HIL where eight TOE factors were examined. The study adopted a quantitative approach, a descriptive research and cross-sectional survey for the research design. A questionnaire was developed based on the eight identified TOE study constructs and administered to a population of 5438 students in three Faculties of Makerere University Business School (MUBS). In regard to data analysis, factor analysis and assessment of reliability and validity of the measurements items was done. Finally, a multiple regression analysis was carried out to evaluate the relationship between the predictor variables and e-learning adoption. The findings of this study imply that the TOE can be used to analyze ELearning adoption in Universities and other HIL as relative advantage, complexity, compatibility, size, competitive intensity and regulatory environment were identified as significant predictors of EL adoption. Whereas top management support and IT/IS knowledge are insignificant predictors in the adoption of EL
