Marine spatial planning approaches at the state level: Similarities and differences between MSP efforts across the country

Competing uses, sensitive and valuable marine resources, and overlapping jurisdictions complicate management decision making in the marine environment. States are developing marine spatial planning capacity to help make better decisions, particularly as demand for ocean space and resources is growing because of emerging human uses (renewable energy, aquaculture) and traditional human uses (commercial fishing, commerce). This paper offers perspectives on marine spatial planning efforts being carried out in four states across the US, and demonstrates similarities and differences between them. The approach to marine spatial planning in each state is discussed with specific attention given to issues such as what is driving the effort, data availability, maturity of the effort, and level of resources devoted to it. Policy Coherence for Development in the EU Council: Strategies for the Way Forward. CEPS Paperbacks. July 2006

In recognition of the fact that EU policies in non-development areas, such as trade, energy and migration, can also profoundly affect the poor in developing countries, the EU has affirmed ‘Policy Coherence for Development’ as an important principle for achieving more effective development cooperation. This new CEPS study analyses whether policy-making processes in the EU Council provide sufficient scope for development inputs to be made in 12 key policy areas: trade, environment, climate change, security, agriculture, fisheries, social dimension of globalisation, employment and decent work, migration, research and innovation, information society, transport and energy. The study also includes coverage of the policy-making processes in the European Commission as it initiates and defends most of the policies being discussed in the EU Council. Its findings point to the highly segregated character of EU policy-making and provide interesting insights into the internal challenges the EU will need to address in order to fulfil its goal of achieving greater coherency in its (external) policy-making. Strengthening health-related rehabilitation services at national levels.

OBJECTIVE: One of the aims of the World Health Organization\u27s Global Disability Action Plan is to strengthen rehabilitation services. Some countries have requested support to develop (scale-up) rehabilitation services. This paper describes the measures required and how (advisory) missions can support this purpose, with the aim of developing National Disability, Health and Rehabilitation Plans. RECOMMENDATIONS: It is important to clarify the involvement of governments in the mission, to define clear terms of reference, and to use a systematic pathway for situation assessment. Information must be collected regarding policies, health, disability, rehabilitation, social security systems, the need for rehabilitation, and the existing rehabilitation services and workforce. Site visits and stakeholder dialogues must be done. In order to develop a Rehabilitation Service Implementation Framework, existing rehabilitation services, workforce, and models for service implementation and development of rehabilitation professions are described. Governance, political will and a common understanding of disability and rehabilitation are crucial for implementation of the process. The recommendations of the World Report on Disability are used for reporting purposes. CONCLUSION: This concept is feasible, and leads to concrete recommendations and proposals for projects and a high level of consensus stakeholders

K-8 Pre-service Teachers’ Algebraic Thinking: Exploring the Habit of Mind Building Rules to Represent Functions

In this study, through the lens of the algebraic habit of mind Building Rules to Represent Functions, we examined 18 pre-service middle school teachers\u27 ability to use algebraic thinking to solve problems. The data revealed that pre-service teachers\u27 ability to use different features of the habit of mind Building Rules to Represent Functions varied across the features. Significant correlations existed between 8 pairs of the features. The ability to justify a rule was the weakest of the seven features and it was correlated with the ability to chunk information. Implications for mathematics teacher education are discussed

A voyage to Mars: A challenge to collaboration between man and machines

A speech addressing the design of man machine systems for exploration of space beyond Earth orbit from the human factors perspective is presented. Concerns relative to the design of automated and intelligent systems for the NASA Space Exploration Initiative (SEI) missions are largely based on experiences with integrating humans and comparable systems in aviation. The history, present status, and future prospect, of human factors in machine design are discussed in relation to a manned voyage to Mars. Three different cases for design philosophy are presented. The use of simulation is discussed. Recommendations for required research are given
