    The Value of Information: A Background Paper on Measuring the Contribution of Space-Derived Earth Science Data to National Resource Management

    This study, prepared at the request of the Office of Earth Science at the U.S. National Aeronautics and Space Administration (NASA), describes a general framework for conceptualizing the value of information and illustrates how the framework might be used to value information from earth science data collected from space. The framework serves two purposes. One purpose is provision of a common basis by which to conduct and evaluate studies of the value of earth science information that serves a variety of uses, from improving environmental quality to protecting public health and safety. The second purpose is to better inform decisionmakers about the value of data and information. Decisionmakers comprise three communities: consumers and producers of information, public officials whose job is to fund productive investment in data acquisition and information development (including sensors and other hardware, algorithm design and software tools, and a trained labor force), and the public at large.Value of information, earth science, natural resource economics

    Ready To Roll: Southeastern Pennsylvania's Regional Electric Vehicle Action Plan

    On-road internal combustion engine (ICE) vehicles are responsible for nearly one-third of energy use and one-quarter of greenhouse gas (GHG) emissions in southeastern Pennsylvania.1 Electric vehicles (EVs), including plug-in hybrid electric vehicles (PHEVs) and all-electric vehicles (AEVs), present an opportunity to serve a significant portion of the region's mobility needs while simultaneously reducing energy use, petroleum dependence, fueling costs, and GHG emissions. As a national leader in EV readiness, the region can serve as an example for other efforts around the country."Ready to Roll! Southeastern Pennsylvania's Regional EV Action Plan (Ready to Roll!)" is a comprehensive, regionally coordinated approach to introducing EVs and electric vehicle supply equipment (EVSE) into the five counties of southeastern Pennsylvania (Bucks, Chester, Delaware, Montgomery, and Philadelphia). This plan is the product of a partnership between the Delaware Valley Regional Planning Commission (DVRPC), the City of Philadelphia, PECO Energy Company (PECO; the region's electricity provider), and Greater Philadelphia Clean Cities (GPCC). Additionally, ICF International provided assistance to DVRPC with the preparation of this plan. The plan incorporates feedback from key regional stakeholders, national best practices, and research to assess the southeastern Pennsylvania EV market, identify current market barriers, and develop strategies to facilitate vehicle and infrastructure deployment

    The Recognition of Fires Originating from Photovoltaic (PV) Solar Systems

    There has been an observable increase in the fitting of photovoltaic (PV) solar panels on the roofs of buildings in the UK over the last decade. The origin of some fires in domestic and commercial properties has been attributed to PV systems. This thesis examines the ability of fire examiners to recognise and record details of fires believed to have originated from PV systems, as well as investigating the effect of internal heating in direct current (DC) isolators to the point at which they fail. National fire data was examined along with the methods for collecting and collating these data. This clarified that national fire data cannot identify the specifics of electrical fires. Validity of these data was then tested by identifying the confidence and competence in the recognition of the origin of fire, (especially when associated with PV systems), of some fire staff responsible for collecting fire data. This suggests that some fire scenes examiners are not confident in their own ability to recognise fires originating from PV systems. Evidence for fires occurring in PV systems in Kent between 2009 and 2014 was then examined, including a cold case forensic review of the evidence. This provided an indication that a potential common point of failure, which may lead to fire originating from a PV system, was to be found within the DC section of the PV circuits and probably within the DC isolator switch itself. Experimentation revealed that internal heating of a terminal connection can lead to changes of the phase of the insulating material, causing failure of structural integrity and therefore allowing an arc to be established. Observable post fire indicators associated with this mechanism of failure have been identified as well as hydrocarbons evolved from pyrolysis of isolator insulating material. Finally, areas for further experimental research and training of fire staff are suggested as well as the modification of recording mechanisms and building regulations

    Delphi Austria - An Example of Tailoring Foresight to the Needs of a Small Country

    The world-wide diffusion and recognition of Technology Foresight suggests that it is of value for quite diverse types of economies and societies. Its merit as an important tool of strategic intelligence for policy-making also in small countries and transition economies depends on a careful tailoring to specific needs. Practice of Foresight is rather diverse also among small countries, but approaches tend to be more selective in scope, have more specific goals, and put greater emphasis on demand aspects than in bigger countries. Austria’s first systematic Foresight programme (completed in 1998) is an example of an innovative approach adapted to the needs of a small country.     Electric clothes dryers are responsible for approximately 4600 fire incidents annually. This project with the U.S. Consumer Product Safety Commission targeted reducing the number of clothes dryer fire incidents by amending the voluntary safety standard, UL 2158, Electric Clothes Dryers. We identified the major contributing factors to electric clothes dryer fires, primarily through archival research and interviews, and designed a new performance test to be added to UL 2158 to address one of the major causes of such fires

    Socio-Economic and Developmental Needs - Focus of Foresight Programmes

    Emerging economies in the CEE/NIS region – faced with a number of similar or same challenges when trying to find their new role in the changing international settings, while still characterised by their own distinct level of socio-economic development, set of institutions, culture and norms – can benefit significantly from conducting foresight programmes. Yet, foresight should not be conducted for its own sake – just because it is becoming “fashionable” throughout the world, and currently being promoted by the EU. On the contrary, there should be a strong link between foresight, decision preparation and policy-making. In other words, foresight should be used in the context of (adequately identified) policy needs. Its focus (e.g. purely technological, technoeconomic or broad socio-economic orientation) is, therefore, largely determined by the perceived socio-economic and developmental needs. Further, its focus, broad objectives, geographical scope (level), themes, time horizon, methods and participation are closely interrelated, and thus a careful – but flexible – project design is needed to assure coherence among these constituents. It should be borne in mind, however, that foresight is only one of the available policy instruments, and definitely not a panacea.

    Shuttle interfaces required for space tug accommodation are primarily involved with supporting and servicing the tug during launch countdown, flight, and postlanding; deploying and retrieving the tug on orbit; and maintaining control over the tug when it is in or near the orbiter. Each of these interface areas was investigated to determine the best physical and operational method of accomplishing the required functions, with an overriding goal of establishing simple and flexible orbiter interface requirements suitable for tug, tug payloads, IUS and other cargo. It is concluded the orbiter payload accommodations and the MSFC baseline tug are generally interface compatible. Specific minor changes to tug and orbiter interfaces were identified to provide full compatibility. A system concept for supporting and deploying tug from orbiter is described
