    Toolkit on tackling error, fraud and corruption in social protection programs

    This toolkit is intended to provide a concise but thorough resource for social protection practitioners on how to minimize error, fraud and corruption in their program(s). It is organized in five sections. The first section introduces the topic, by clarifying the key concepts and spelling out the rationale for this activity. The second section provides a generic framework for combating error, fraud, and corruption (EFC), developed around four building blocks of prevention; detection; deterrence; and measurement. The third section reviews the instruments, tools and mechanisms used to combat EFC in social protection programs, structured by strategic actions (prevention; detection; deterrence), by level of government and over time (how these tools and instruments can be developed over time). Section four includes generic terms of reference for the assessment of the mechanisms for combating EFC in social protection programs.     In February 2000, the International Committee for Future Accelerators initiated a study of a new model for international collaboration on a future large accelerator project, the Global Accelerator Network. The study is based on a model of a facility, which is remote from most of the collaborating institutions. It is designed, built and operated by a collaboration of equal partner institutions distributed around the world. According to this model, the expert-staff from each laboratory remains based at their home institution but continues to participate in the operation of the machine after construction.     Definition, technology readiness, and development cost of the orbit transfer vehicle engine integrated control and health monitoring system elements

    An Integrated Control and Health Monitoring (ICHM) system was conceived for use on a 20 Klb thrust baseline Orbit Transfer Vehicle (OTV) engine. Considered for space used, the ICHM was defined for reusability requirements for an OTV engine service free life of 20 missions, with 100 starts and a total engine operational time of 4 hours. Functions were derived by flowing down requirements from NASA guidelines, previous OTV engine or ICHM documents, and related contracts. The elements of an ICHM were identified and listed, and these elements were described in sufficient detail to allow estimation of their technology readiness levels. These elements were assessed in terms of technology readiness level, and supporting rationale for these assessments presented. The remaining cost for development of a minimal ICHM system to technology readiness level 6 was estimated. The estimates are within an accuracy range of minus/plus 20 percent. The cost estimates cover what is needed to prepare an ICHM system for use on a focussed testbed for an expander cycle engine, excluding support to the actual test firings

    Conceptual design for the Space Station Freedom fluid physics/dynamics facility

    A study team at NASA's Lewis Research Center has been working on a definition study and conceptual design for a fluid physics and dynamics science facility that will be located in the Space Station Freedom's baseline U.S. Laboratory module. This modular, user-friendly facility, called the Fluid Physics/Dynamics Facility, will be available for use by industry, academic, and government research communities in the late 1990's. The Facility will support research experiments dealing with the study of fluid physics and dynamics phenomena. Because of the lack of gravity-induced convection, research into the mechanisms of fluids in the absence of gravity will help to provide a better understanding of the fundamentals of fluid processes. This document has been prepared as a final version of the handout for reviewers at the Fluid Physics/Dynamics Facility Assessment Workshop held at Lewis on January 24 and 25, 1990. It covers the background, current status, and future activities of the Lewis Project Study Team effort.
