    An examination of ongoing trends in airline ancillary revenues

    The airline industry seems permanently embedded in producing thin margins and continuously combatting downward pressure on yields. To perpetuate the problem, the industry remains eclipsed with high cost structures and low barriers to entry. However, a new sizzling concept continues to counterbalance these effects in the form of ancillary revenues. Globally, these revenues have increased by 121% from 2010 to 2014 – and the trend is set to continue as carriers are quickly implementing structural changes to accommodate these revenues streams. This paper examines the performance of the two core classifications of ancillary revenues, which are unbundled products and commission based income. It also investigates the willingness of passengers to pay for these services together with what type of ancillary items are acceptable at a particular price point. The study found that passengers value a narrow range of perceived ‘necessity’ products and services such as food and drink, checked baggage and seat assignment as opposed to perceived ‘optional’ unbundled or commission based products/services. It also found significant differences in WTP for specific ancillary services based on carrier type (FSC/LCC/Charter), length of flight (long and short haul) and journey purpose (business, leisure, VFR)

    US Highway Privatization and Heterogeneous Preferences

    Abstract: We assess the welfare effects of highway privatization accounting for government’s behavior in setting the sale price, firms’ strategic behavior in setting tolls in various competitive environments, and motorists’ heterogeneous preferences for speedy and reliable travel. We conclude motorists can benefit from privatization if they are able to negotiate aggressively with a private provider to obtain tolls and service that align with their varying preferences. Surprisingly, motorists are likely to be better off negotiating with a monopolist than with duopoly providers or under public-private competition.     User reaction to car-share and lift-share within a transport 'marketplace'

    User-centred design methods were used to understand the key motivators, potential constraints and design requirements associated with an innovative shared-vehicle scheme, offered as an integral component of a wider ‘transport marketplace’. A set of situated user trials were used to assess attitudinal and behavioural responses to a prototype service implemented in northern France. Potential motivators included the perceived benefits of reduced cost, environmental benefit, social contact and the provision of location-based information. The key barriers to adoption included: personal security during vehicle sharing, liability and flexibility in meeting individual transport needs. Contrary to initial indications by participants, ease of use was also a key acceptance criterion. The resulting design recommendations stress the need for maximising service flexibility, addressing perceived barriers and providing clarity regarding operational procedures and protocols

    Incorporating an Element of Negotiation into a Service-Oriented Broker Application

    The Software as a Service (SaaS) model is a service-based model in which a desired service is assembled, delivered and consumed on demand. The IBHIS broker is a ‘proof of concept’ demonstration of SaaS which is based on services that deliver data. IBHIS has addressed a number of challenges for several aspects of servicebased software, especially the concept of a ‘broker service’ and service negotiation that is only used in establishing end-user access authorizations. This thesis investigates and develops an extended form of service-based broker, called CAPTAIN (Care Planning Through Auction-based Information Negotiation). It extends the concepts and role of the broker as used in IBHIS, and in particular, it extends the service negotiation function in order to demonstrate a full range of service characteristics. CAPTAIN uses the idea of the integrated care plan from healthcare to provide a case study. A care planner acting on behalf of a patient uses the broker to negotiate with providers to produce the integrated care plan for the patient with the broker and the providers agreeing on the terms and conditions relating to the supply of the services. We have developed a ‘proof of concept’ service-oriented broker architecture for CAPTAIN that includes planning, negotiation and service-based software models to provide a flexible care planning system. The CAPTAIN application has been evaluated that focuses on three features: functions, data access and negotiation. The CAPTAIN broker performs as planned, to produce the integrated care plan. The providers’ data sources are accessed to read and write data records during and after service negotiation. The negotiation model permits the broker to interact with the providers to produce an adaptable plan, based on the client’s needs. The primary outcome is an extendable service-oriented broker architecture that can enable more scalable and flexible distributed information management by adding interaction with the data sources

    Tribal Corridor Management Planning: Model, Case Study, and Guide for Caltrans District 1, Research Report 10-01

    In Northern California, tribal governments and personnel of the California Department of Transportation (Caltrans) District 1, have applied innovative context-sensitive solutions to meet a variety of transportation challenges along state highways that traverse tribal lands. This report describes and discusses the efforts under way and offer suggestions for continuing and extending these initiatives through the development of Tribal Corridor Management Plans (TCMPs). The methods employed in this project are multidisciplinary and include: (1) content analysis of existing corridor management plans; (2) literature review to identify “best practices;” (3) participant observation; (4) interviews with local stakeholders; (5) focus group interviews with Caltrans personnel; and (6) landscape analysis. This study’s authors conclude that Caltrans District 1 staff and tribal governments share common goals for highway operations; however, progress —while significant—has been somewhat hampered by geographic and administrative challenges. It is recommended that Caltrans and the tribes seek early and frequent communication and collaboration to overcome these obstacles. Further, they identify several examples of non-standard design elements that could be incorporated into highway improvements to enhance local sense of place among both residents and travelers. A preliminary TCMP for the segment of State Route 96 that lies within the boundaries of the Hoopa Valley Indian Reservation is presented as an example. Beyond its role as a guide for initiating tribal corridor projects within Caltrans District 1, the report should prove instructive for any efforts to enhance sense of place within transportation byways, particularly in Native communities
