    Establishing a communications-intensive network to resolve artificial intelligence issues within NASA's Space Station Freedom research centers community

    MITRE Corporation's, A Review of Space Station Freedom Program Capabilities for the Development and Application of Advanced Automation, cites as a critical issue the following situation, extant at the NASA facilities visited in the course of preparing the review: The major issues noted with regard to design and research facilities deal with cooperative problem solving, technology transfer, and communication between these facilities. While the authors were visiting lab and test beds to collect information, personnel at many of these facilities were interested in any information they could collect on activities at other facilities. A formal means of gathering this information could not be identified by these personnel. While communication between some facilities was taking place or was planned, for technology transfer or coordination of schedules (e.g., for SADP demonstrations), poor communication between these facilities could lead to a lack of technical standards, duplication of effort, poorly defined interfaces, scheduling problems, and increased cost. Formal mechanisms by which effective communication and cooperative problem solving can take place, and information can be disseminated, must be defined. A solution is proposed for the communications aspects of the issues addressed above; and offered at the same time a solution which can prove effective in dealing with some of the problems being encountered with expertise being lost via retirement or defection to the private sector. The proffered recommendations are recognizably cost-effective and tap the rising sector of expert knowledge being produced by the American academic community

    Examining A Technology Acceptance Model Of Intention To Use Internet By A Academics Within Indonesia Higher Learning Institution

    A variety of information technology acceptance model had been proposed with different sets of determinants and most of them have been developed in the U.S. It is therefore questioned whether the models of technology acceptance that have been developed in the U.S. can be used in other countries, especially in Indonesia. It is also questioned whether there might be other determinants such as cultural dimension that also play important roles in this specific environment (Veiga et al., 2001; Bagchi et al.,2003). However, the role of cultural dimensions on internet acceptance research currently lacks a comprehensive conceptual framework for explaining the intention of internet usage especially in Indonesia. To fill this gap, this study extends the Unified Theory of Acceptance and Use of Technology Model (UTAUT) (Venkatesh et el., 2003) by adding a set of cultural constructs that are derived from Hofstede's national culture dimensions as the antecedents. The constructs of UTAUT used in this research were Attitude (ATT), Self Eficacy (SEF), Anxiety (ANX), Perceived ease of Use (PEOU), Perceived Usefulness (PU) and Social Influence (SI) and Compatibility (COM), while Hofstede's dimensions used in this research were Individualism (IDV), Power Distance (PDI), User Avoidance (UAI) and Long Term Orientation (LTO). Questionnaire survey method was used to collect primary data from academics within Private Universities in Indonesia. The survey yielded 401 usable questionnaires. Statistical analysis methods and Structural Equation Modeling with SmartPLS version 2.0 were used to analyse data. The findings indicate that the Perceived Usefulness (PU) and Social Influence (SI) are the most significant determinant of intention to use internet, while ATT, SEF and ANX are not. It is indicate that individual context not influence the intention to use. PEOU and COM has no effect on the intention, it means that the difficulties and compatibility using the internet have no effect on the intention. Meanwhile Individualism (IDV) is a variable that most influence on this model because IDV affect the SEF, ANX, PEOU and PU, followed by Power Distance (PDI) affecting the SEF and SI. Then LTO effect on PU and COM. While User Avoidance (UAI) only affect the SEF, and UAI did not affect the PEOU as originally hypothesized. In general, it can be said that the cultural dimensions are quite important in the acceptance of internet. Findings should assist organizations to understand the influence of cultural dimensions on internet technology acceptance and can be used as consideration when implementing internet in a higher learning institution in Indonesia. Finally, suggestions for future research were also provided for practitioners and academicians

    Using design-based research to develop a Mobile Learning Framework for Assessment Feedback

    Students’ lack of engagement with their assessment feedback and the lack of dialogue and communication for feedback are some of the issues that affect educational institutions. Despite the affordance that mobile technologies could bring in terms of assessment feedback, research in this area is scarce. The main obstacle for research on mobile learning assessment feedback is the lack of a cohesive and unified mobile learning framework. This paper thus presents a Mobile Learning Framework for Assessment Feedback (MLFAF), developed using a design-based research approach. The framework emerged from the observation of, and reflection upon, the different stages of a research project that investigated the use of a mobile web application for summative and formative assessment feedback. MLFAF can be used as a foundation to study the requirements when developing and implementing wide-scale mobile learning initiatives that underpin longitudinal practices, as opposed to short-term practices. The paper also provides design considerations and implementation guidelines for the use of mobile technology in assessment feedback to increase student engagement and foster dialogic feedback communication channels

    Bus Rapid Transit: A Handbook for Partners, MTI Report 06-02

    In April 2005, the Caltrans Division of Research and Innovation (DRI) asked MTI to assist with the research for and publication of a guidebook for use by Caltrans employees who work with local transit agencies and jurisdictions in planning, designing, and operating Bus Rapid Transit (BRT) systems that involve state facilities. The guidebook was also to assist to transit operators, local governments, community residents, and other stakeholders dealing with the development of BRT systems. Several areas in the state have experienced such projects ( San Diego , Los Angeles , San Francisco , and Alameda County ) and DRI wished to use that experience to guide future efforts and identify needed changes in statutes, policies, and other state concerns. Caltrans convened a Task Team from the Divisions of Research and Innovation, Mass Transportation, and Operations, together with stakeholders representing many of those involved with the BRT activities around the state. Prior to MTI’s involvement, this group produced a white paper on the topic, a series of questions, and an outline of the guidebook that MTI was to write. The MTI team conducted case studies of the major efforts in California, along with less developed studies of some of the other BRT programs under development or in early implementation phases around the state. The purpose was to clarify those issues that need to be addressed in the guidebook, as well as to compile information that would identify items needing legislative or regulatory action and items that Caltrans will need to address through district directives or other internal measures. A literature scan was used to develop a bibliography for future reference. The MTI team also developed a draft Caltrans director’s policy document, which provides the basis for Caltrans’ actions. This ultimately developed to be a project within a project. MTI submitted a draft document to Caltrans as a final product from the Institute. Task team members and Caltrans staff and leadership provided extensive review of the draft Bus Rapid Transit: A Handbook for Partners. Caltrans adopted a new Director’s Policy and published the document, BRT Caltrans. The MTI “wraparound” report presented below discusses in more detail the process that was followed to produce the draft report. The process was in many ways as much a project as the report itself

    The repository-based software engineering program: Redefining AdaNET as a mainstream NASA source

    The Repository-based Software Engineering Program (RBSE) is described to inform and update senior NASA managers about the program. Background and historical perspective on software reuse and RBSE for NASA managers who may not be familiar with these topics are provided. The paper draws upon and updates information from the RBSE Concept Document, baselined by NASA Headquarters, Johnson Space Center, and the University of Houston - Clear Lake in April 1992. Several of NASA's software problems and what RBSE is now doing to address those problems are described. Also, next steps to be taken to derive greater benefit from this Congressionally-mandated program are provided. The section on next steps describes the need to work closely with other NASA software quality, technology transfer, and reuse activities and focuses on goals and objectives relative to this need. RBSE's role within NASA is addressed; however, there is also the potential for systematic transfer of technology outside of NASA in later stages of the RBSE program. This technology transfer is discussed briefly
