    This report analyses the very broad issue of technology development, demonstration and diffusion with a view to identifying the key elements of a complementary global technology track in the post-2012 framework. It identifies a number of immediate and concrete steps that can be taken to provide content and a structure for such a track. The report features three sections dealing with innovation and technology, investment in developing countries and investment and finance, followed by an analysis of the various initiatives being taken on technology both within and outside the United Nations Framework Convention on Climate Change (UNFCCC). A final section presents ideas for the way forward followed by brief concluding remarks

    The radio spectrum : opportunities and challenges for the developing world

    The radio spectrum is a major component of the telecommunications infrastructure that underpins the information society. Spectrum management, however, has not kept up with major changes in technology, business practice, and economic policy during the past two decades. Traditional spectrum management practice is predicated on the spectrum being a limited resource that must be apportioned among uses and users by government administration. For many years this model worked well, but more recently the spectrum has come under pressure from rapid demand growth for wireless services and changing patterns of use. This has led to growing technical and economic inefficiencies, as well as obstacles to technological innovation. Two alternative approaches are being tried, one driven by the market (spectrum property rights) and another driven by technology innovation (commons). Practical solutions are evolving that combine some features of both. Wholesale replacement of current practice is unlikely, but the balance between administration, property rights, and commons is clearly shifting.     The Price of Progress: Funding and Financing Alzheimer\u27s Disease Drug Development

    Introduction Advancing research and treatment for Alzheimer\u27s disease (AD) and the search for effective treatments depend on a complex financial ecosystem involving federal, state, industry, advocacy, venture capital, and philanthropy funding approaches. Methods We conducted an expert review of the literature pertaining to funding and financing of translational research and drug development for AD. Results The federal government is the largest public funder of research in AD. The National Institute on Aging, National Institute of Mental Health, National Institute of General Medical Sciences, and National Center for Advancing Translational Science all fund aspects of research in AD drug development. Non-National Institutes of Health federal funding comes from the National Science Foundation, Veterans Administration, Food and Drug Administration, and the Center for Medicare and Medicaid Services. Academic Medical Centers host much of the federally funded basic science research and are increasingly involved in drug development. Funding of the “Valley of Death” involves philanthropy and federal funding through small business programs and private equity from seed capital, angel investors, and venture capital companies. Advocacy groups fund both basic science and clinical trials. The Alzheimer Association is the advocacy organization with the largest research support portfolio relevant to AD drug development. Pharmaceutical companies are the largest supporters of biomedical research worldwide; companies are most interested in late stage de-risked drugs. Drugs progressing into phase II and III are candidates for pharmaceutical industry support through licensing, mergers and acquisitions, and co-development collaborations. Discussion Together, the funding and financing entities involved in supporting AD drug development comprise a complex, interactive, dynamic financial ecosystem. Funding source interaction is largely unstructured and available funding is insufficient to meet all demands for new therapies. Novel approaches to funding such as mega-funds have been proposed and more integration of component parts would assist in accelerating drug development

    The growth of the Indian economy after Independence has had little impact on the food security of the country. The paper analyses the development of advanced crop varieties through the use of agricultural technologies (hereinafter agbiotech ) within the technology transfer system, a framework which comprises of the interactions of intellectual property rights law and agricultural research and development in India. Through this, the author argues that agricultural innovation in India is failing due to the absence of connections within the technology transfer system and advocates for the creation of a national program aimed at advancing IP and tech-transfer capacity in agbiotech

    US development and commercialization of a North American mobile satellite service

    U.S. policies promoting applications and commercialization of space technology for the 'benefit of mankind,' and emphasis on international competitiveness, formed the basis of NASA's Mobile Satellite (MSAT) R&D and user experiments program to develop a commercial U.S. Mobile Satellite Service. Exemplifying this philosophy, the MSAT program targets the reduction of technical, regulatory, market, and financial risks that inhibit commercialization. The program strategy includes industry and user involvement in developing and demonstrating advanced technologies, regulatory advocacy, and financial incentives to industry. Approximately two decades of NASA's satellite communications development and demonstrations have contributed to the emergence of a new multi-billion dollar industry for land, aeronautical, and maritime mobile communications via satellite. NASA's R&D efforts are now evolving from the development of 'enabling' ground technologies for VHF, UHF, and L-Band mobile terminals, to Ka-Band terminals offering additional mobility and user convenience

    Collaboration for Small-Scale Fisheries Reform. Lessons in Collective Impact for Systemic Change

    As a worldwide collaboration of NGOs, businesses, funders, and governments, 50in10 aimed to help its partners take promising tools and approaches in small-scale fisheries restoration to the next level by testing, strengthening, and replicating them. In January 2016, 50in10 brought together three dozen 50in10 network members and stakeholders in Belize City to learn from one another, explore financing models, innovate new approaches, and discuss how network members could continue to replicate successes. The framework of the 50in10 Theory of Change—a collective impact approach in which community empowerment, policy reform, credible science, and market demand work together—as well as collaborative learning guided the convening. Participants prioritized sustainable financing, community engagement, scientific data, and enforcement and compliance as key areas in which innovation is needed to overcome obstacles to reform, and developed ideas for how to address these challenges
