    A taxonomy for emergency service station location problem

    The emergency service station (ESS) location problem has been widely studied in the literature since 1970s. There has been a growing interest in the subject especially after 1990s. Various models with different objective functions and constraints have been proposed in the academic literature and efficient solution techniques have been developed to provide good solutions in reasonable times. However, there is not any study that systematically classifies different problem types and methodologies to address them. This paper presents a taxonomic framework for the ESS location problem using an operations research perspective. In this framework, we basically consider the type of the emergency, the objective function, constraints, model assumptions, modeling, and solution techniques. We also analyze a variety of papers related to the literature in order to demonstrate the effectiveness of the taxonomy and to get insights for possible research directions

In this paper, we discuss our development of a mathematical model to aid IMM in determining these locations by using data retrieved from its fire incident records. We use a geographic information system to implement the model on Istanbul’s road network, and solve two location models—set-covering and maximal-covering—as what-if scenarios. We discuss 10 scenarios, including the situation that existed when we initiated the project and the scenario that IMM implemented. The scenario implemented increases the city’s fire station coverage from 58.6 percent to 85.9 percent, based on a five-minute response time, with an implementation plan that spans three years

    An information assistant system for the prevention of tunnel vision in crisis management

    In the crisis management environment, tunnel vision is a set of bias in decision makers’ cognitive process which often leads to incorrect understanding of the real crisis situation, biased perception of information, and improper decisions. The tunnel vision phenomenon is a consequence of both the challenges in the task and the natural limitation in a human being’s cognitive process. An information assistant system is proposed with the purpose of preventing tunnel vision. The system serves as a platform for monitoring the on-going crisis event. All information goes through the system before arrives at the user. The system enhances the data quality, reduces the data quantity and presents the crisis information in a manner that prevents or repairs the user’s cognitive overload. While working with such a system, the users (crisis managers) are expected to be more likely to stay aware of the actual situation, stay open minded to possibilities, and make proper decisions

    Planning UAV Activities for Efficient User Coverage in Disaster Areas

    Climate changes brought about by global warming as well as man-made environmental changes are often the cause of sever natural disasters. ICT, which is itself responsible for global warming due to its high carbon footprint, can play a role in alleviating the consequences of such hazards by providing reliable, resilient means of communication during a disaster crisis. In this paper, we explore the provision of wireless coverage through UAVs (Unmanned Aerial Vehicles) to complement, or replace, the traditional communication infrastructure. The use of UAVs is indeed crucial in emergency scenarios, as they allow for the quick and easy deployment of micro and pico cellular base stations where needed. We characterize the movements of UAVs and define an optimization problem to determine the best UAV coverage that maximizes the user throughput, while maintaining fairness across the different parts of the geographical area that has been affected by the disaster. To evaluate our strategy, we simulate a flooding in San Francisco and the car traffic resulting from people seeking safety on higher ground

    A Taxonomy for Management and Optimization of Multiple Resources in Edge Computing

    Edge computing is promoted to meet increasing performance needs of data-driven services using computational and storage resources close to the end devices, at the edge of the current network. To achieve higher performance in this new paradigm one has to consider how to combine the efficiency of resource usage at all three layers of architecture: end devices, edge devices, and the cloud. While cloud capacity is elastically extendable, end devices and edge devices are to various degrees resource-constrained. Hence, an efficient resource management is essential to make edge computing a reality. In this work, we first present terminology and architectures to characterize current works within the field of edge computing. Then, we review a wide range of recent articles and categorize relevant aspects in terms of 4 perspectives: resource type, resource management objective, resource location, and resource use. This taxonomy and the ensuing analysis is used to identify some gaps in the existing research. Among several research gaps, we found that research is less prevalent on data, storage, and energy as a resource, and less extensive towards the estimation, discovery and sharing objectives. As for resource types, the most well-studied resources are computation and communication resources. Our analysis shows that resource management at the edge requires a deeper understanding of how methods applied at different levels and geared towards different resource types interact. Specifically, the impact of mobility and collaboration schemes requiring incentives are expected to be different in edge architectures compared to the classic cloud solutions. Finally, we find that fewer works are dedicated to the study of non-functional properties or to quantifying the footprint of resource management techniques, including edge-specific means of migrating data and services.Comment: Accepted in the Special Issue Mobile Edge Computing of the Wireless Communications and Mobile Computing journa

    Physiology-Aware Rural Ambulance Routing

    In emergency patient transport from rural medical facility to center tertiary hospital, real-time monitoring of the patient in the ambulance by a physician expert at the tertiary center is crucial. While telemetry healthcare services using mobile networks may enable remote real-time monitoring of transported patients, physiologic measures and tracking are at least as important and requires the existence of high-fidelity communication coverage. However, the wireless networks along the roads especially in rural areas can range from 4G to low-speed 2G, some parts with communication breakage. From a patient care perspective, transport during critical illness can make route selection patient state dependent. Prompt decisions with the relative advantage of a longer more secure bandwidth route versus a shorter, more rapid transport route but with less secure bandwidth must be made. The trade-off between route selection and the quality of wireless communication is an important optimization problem which unfortunately has remained unaddressed by prior work. In this paper, we propose a novel physiology-aware route scheduling approach for emergency ambulance transport of rural patients with acute, high risk diseases in need of continuous remote monitoring. We mathematically model the problem into an NP-hard graph theory problem, and approximate a solution based on a trade-off between communication coverage and shortest path. We profile communication along two major routes in a large rural hospital settings in Illinois, and use the traces to manifest the concept. Further, we design our algorithms and run preliminary experiments for scalability analysis. We believe that our scheduling techniques can become a compelling aid that enables an always-connected remote monitoring system in emergency patient transfer scenarios aimed to prevent morbidity and mortality with early diagnosis treatment.Comment: 6 pages, The Fifth IEEE International Conference on Healthcare Informatics (ICHI 2017), Park City, Utah, 201
