    The potential of a GIS-based scoping system: An Israeli proposal and case study

    In the environmental impact assessment (EIA) lifecycle, scoping is regarded as the most important stage for the quality of the entire process. Even though many EIA methods exist, only a few of them are specifically suited for scoping. Despite the well-acknowledged potential of geographical information systems (CIS) for EIA and their seemingly widespread use, the applicability of GIS for scoping has not been analyzed sufficiently. This article advances a GIS-based scoping method and discusses the conditions necessary for its utilization. Two specific issues are addressed: the ability of a GIS-based system to identify the pertinent environmental effects on the basis of readily available information under stringent time and budget constraints, and the institutional infrastructure needed for such a system to operate effectively. These issues are analyzed in a case study conducted in Israel. In this case study, the proposed GIS-based scoping system identified all the main effects found independently in a comprehensive environmental impact statement (EIS), as well as issues not analyzed in the EIS. A centralized institutional scoping structure, whereby EIS guidelines are issued by a single entity, is found to be important for the operation of such a system, because it can enjoy the economies of scale and scope involved in setting up and operating a GIS system for scoping purposes

    A knowledge-based system for the elucidation of electrode reaction mechanisms based on chronopotentiometric experiments is described. The system runs the diagnostic experiments and uses the results in the reasoning process. New mechanistic knowledge can be added directly to its knowledge base in the form of production rules. The system is fully modular and its domain- specific modules can easily be changed for application to other electrochemical techniques. Correct operation of the system is demonstrated with the familiar reduction mechanisms of cadmium (II), zinc (II), cystamine and cinnamaldehyde

    Various alternatives to direct NASA support of the program are considered ranging from no support at one end of the spectrum to subsidizing a non profit user's group at the other. Of all the alternatives that are developed, the user group appears to be most viable. NASA's past and future roles in the development of computerized technology are also considered. The need for an institute for computational analysis is identified and NASA's possible involvement is described. The goals of the proposed institute and research funds to support an activity that has the potential of a much larger impact on the technical community are identified

    Navigating Independent Double Checks for Safer Care: A Nursing Perspective

    Abstract The purpose of this study was to explore registered nurses’ understanding and practice of “independent double-checks” prior to administration of high-alert medications. The study used a qualitative descriptive design for data collection and data analysis. It included thirteen participants from a hospital located in southern New Hampshire. Results of the study revealed a core theme of navigating independent double checks (IDC) for safer care. Two major themes stemming from the core theme were also uncovered. Navigating IDC through knowing and navigating IDC through nurse partnership both focused on the perception and practice on IDC prior to administration of high alert medications. IDC was accepted and promoted as best practice, but the definition and process is still unclear. Having a universal definition will assist in clarity of the process and in turn, promote ensuring safe administration of high alert medications to patients.     Introducing Electronic Information Services to First-Year Composition Students: Pedagogical and Practical Concerns

    More and more of the college and university library\u27s resources are becoming computerized. As first year students enter the library, they are often confronted with an overwhelming array of computer terminals and workstations. While some students are avid computer users, others are fearful or intimidated. Regardless of one\u27s proclivity towards electronic resources and services, the first year student must learn how to evaluate the relevancy of each of the various systems to their own research needs and make a selection that is best suited to their particular tasks. This presentation will review general considerations and guidelines for including electronic library resources into the research component of first year composition classes. Introducing computerized databases into the research process presents numerous challenges to the composition instructor. Parting from the traditional research strategies often presented in the published research guides may lead the instructor into uncharted territories. Yet, the availability of electronic sources has become so prolific that ignoring them or minimizing their use would be an extreme disservice to the students. CD-ROM technology and locally mounted databases have brought sophisticated searching capabilities into the hands of the entire university community, including first year undergraduates. A strong research component in the first year writing course can provide a firm foundation on which advanced thinking and writing skills can develop. While the vast array of electronic resources may present exciting or intriguing possibilities, instructors must be careful not to overwhelm the students with too much or to present online systems as the best answer for every research need. Putting these electronic resources into an appropriate context for the beginning researcher is paramount to teaching their effective utilization. A thorough presentation of the research process, with its conceptual underpinnings and strategies, provides the broad framework within which these resources may be most effectively utilized. In this presentation I will discuss selecting databases and using electronic resources in the introductory level composition course. A close working relationship with the instruction librarian will help to ensure adequate coverage of electronic services for the novice researcher and maintain an appropriate balance with print sources as well. While taking advantage of the improved access to information through electronic means, educators must integrate critical thinking and evaluative skills throughout the students\u27 research and writing processes. The many options available in our information-rich society force us to make choices, and we must help the first year students realize that computer, though it may provide opportunity, does not always mean best

    A broad range of topics is dealt with in this volume: from combining the psychometric generalizability and item response theories to the ideas for an integrated formative use of data-driven decision making, assessment for learning and diagnostic testing. A number of chapters pay attention to computerized (adaptive) and classification testing. Other chapters treat the quality of testing in a general sense, but for topics like maintaining standards or the testing of writing ability, the quality of testing is dealt with more specifically.\ud All authors are connected to RCEC as researchers. They present one of their current research topics and provide some insight into the focus of RCEC.     Quo vadimus: Coming to grips with the information world

    The new information-oriented culture in which we find ourselves has created new relationships, new stimulating and expanding opportunities, new methods of doing our work, and new environments in which we carry out our work. An integral part of the NASA aerospace research and development (R and D) process is the scientific and technical information (STI) associated with it; it is both a raw material (input) and a product (output) of this process. Within this process, the NASA STI Program is tasked to provide information management and services, to ensure that accurate and timely STI is generated and entered into an appropriate information service and made available in a usable form to those who have a need for it; in essence, a means to exploit both internal (NASA corporate) and pertinent external (other governmental/industrial/foreign) information to meet the requirements of the R and D community. To understand the STI Program management issues, it is critical to understand the role of the STI Program in the context of the R and D process. STI management must become part of the accepted culture of the R and D community, but it cannot become so unless adopted and accepted by it. A start should be made now to integrate the NASA STI Program into the R and D infrastructure, including funding and operational control. Within this infrastructure, we must obtain management commitment, review and produce policy reflecting the organizational status, allocate responsibilities, and set to work on implementing the true requirements of the R and D community

    Designing an automated clinical decision support system to match clinical practice guidelines for opioid therapy for chronic pain

    Abstract Background Opioid prescribing for chronic pain is common and controversial, but recommended clinical practices are followed inconsistently in many clinical settings. Strategies for increasing adherence to clinical practice guideline recommendations are needed to increase effectiveness and reduce negative consequences of opioid prescribing in chronic pain patients. Methods Here we describe the process and outcomes of a project to operationalize the 2003 VA/DOD Clinical Practice Guideline for Opioid Therapy for Chronic Non-Cancer Pain into a computerized decision support system (DSS) to encourage good opioid prescribing practices during primary care visits. We based the DSS on the existing ATHENA-DSS. We used an iterative process of design, testing, and revision of the DSS by a diverse team including guideline authors, medical informatics experts, clinical content experts, and end-users to convert the written clinical practice guideline into a computable algorithm to generate patient-specific recommendations for care based upon existing information in the electronic medical record (EMR), and a set of clinical tools. Results The iterative revision process identified numerous and varied problems with the initially designed system despite diverse expert participation in the design process. The process of operationalizing the guideline identified areas in which the guideline was vague, left decisions to clinical judgment, or required clarification of detail to insure safe clinical implementation. The revisions led to workable solutions to problems, defined the limits of the DSS and its utility in clinical practice, improved integration into clinical workflow, and improved the clarity and accuracy of system recommendations and tools. Conclusions Use of this iterative process led to development of a multifunctional DSS that met the approval of the clinical practice guideline authors, content experts, and clinicians involved in testing.
