    Implementation Action Plan for organic food and farming research

    The Implementation Action Plan completes TP Organics’ trilogy of key documents of the Research Vision to 2025 (Niggli et al 2008) and the Strategic Research Agenda (Schmid et al 2009). The Implementation Action Plan addresses important areas for a successful implementation of the Strategic Research Agenda. It explores the strength of Europe’s organic sector on the world stage with about one quarter of the world’s organic agricultural land in 2008 and accounting for more than half of the global organic market. The aims and objectives of organic farming reflect a broad range of societal demands on the multiple roles of agriculture and food production of not only producing commodities but also ecosystem services. These are important for Europe’s economic success, the resilience of its farms and prosperity in its rural areas. The organic sector is a leading market for quality and authenticity: values at the heart of European food culture. Innovation is important across the EU economy, and no less so within the organic sector. The Implementation Action Plan devotes its third chapter to considering how innovation can be stimulated through organic food and farming research and, crucially, translated into changes in business and agricultural practice. TP Organics argues for a broad understanding of innovation that includes technology, know-how and social/organisational innovations. Accordingly, innovation can involve different actors throughout the food sector. Many examples illustrate innovations in the organic sector includign and beyond technology. The various restrictions imposed by organic standards have driven change and turned organic farms and food businesses into creative living laboratories for smart and green innovations and the sector will continue to generate new examples. The research topics proposed by TP Organics in the Strategic Research Agenda can drive innovation in areas as wide ranging as production practices for crops, technologies for livestock, food processing, quality management, on-farm renewable energy or insights into the effects of consumption of organic products on disease and wellbeing and life style of citizens. Importantly, many approaches developed within the sector are relevant and useful beyond the specific sector. The fourth chapter addresses knowledge management in organic agriculture, focusing on the further development of participatory research methods. Participatory (or trans-disciplinary) models recognise the worth and importance of different forms of knowledge and reduced boundaries between the generators and the users of knowledge, while respecting and benefitting from transparent division of tasks. The emphasis on joint creation and exchange of knowledge makes them valuable as part of a knowledge management toolkit as they have the capacity to enhance the translation of research outcomes into practical changes and lead to real-world progress. The Implementation Action Plan argues for the wider application of participatory methods in publicly-funded research and also proposes some criteria for evaluating participatory research, such as the involvement and satisfaction of stakeholders as well as real improvements in sustainability and delivery of public goods/services. European agriculture faces specific challenges but at the same time Europe has a unique potential for the development of agro-ecology based solutions that must be supported through well focused research. TP Organics believes that the most effective approaches in agriculture and food research will be systems-based, multi- and trans-disciplinary, and that in the development of research priorities, the interconnections between biodiversity, dietary diversity, functional diversity and health must be taken into account. Chapter five of the action plan identifies six themes which could be used to organise research and innovation activities in agriculture under Europe’s 8th Framework Programme on Research Cooperation: • Eco-functional intensification – A new area of agricultural research which aims to harness beneficial activities of the ecosystem to increase productivity in agriculture. • The economics of high output / low input farming Developing reliable economic and environmental assessments of new recycling, renewable-based and efficiency-boosting technologies for agriculture. • Health care schemes for livestock Shifting from therapeutics to livestock health care schemes based on good husbandry and disease prevention. • Resilience and “sustainagility” Dealing with a more rapidly changing environment by focusing on ‘adaptive capacity’ to help build resilience of farmers, farms and production methods. • From farm diversity to food diversity and health and wellbeing of citizens Building on existing initiatives to reconnect consumers and producers, use a ‘whole food chain’ approach to improve availability of natural and authentic foods. • Creating centres of innovation in farming communities A network of centres in Europe applying and developing trans-disciplinary and participatory scientific approaches to support innovation among farmers and SMEs and improving research capacities across Europe

    Evaluating megaprojects: from the “iron triangle” to network mapping

    Evaluation literature has paid relatively little attention to the specific needs of evaluating large, complex industrial and infrastructure projects, often called ‘megaprojects’. The abundant megaproject governance literature, in turn, has largely focused on the so-called ‘megaproject pathologies’, i.e. the chronic budget overruns, and failure of such projects to keep to timetables and deliver the expected social and economic benefits. This article draws on these two strands of literature, identifies shortcomings, and suggests potential pathways towards an improved evaluation of megaprojects. To counterbalance the current overemphasis on relatively narrowly defined accountability as the main function of megaproject evaluation, and the narrow definition of project success in megaproject evaluation, the article argues that conceptualizing megaprojects as dynamic and evolving networks would provide a useful basis for the design of an evaluation approach better able to promote learning and to address the socio economic aspects of megaprojects. A modified version of ‘network mapping’ is suggested as a possible framework for megaproject evaluation, with the exploration of the multiple accountability relationships as a central evaluation task, designed to reconcile learning and accountability as the central evaluation functions. The article highlights the role of evaluation as an ‘emergent’ property of spontaneous megaproject ‘governing’, and explores the challenges that this poses to the role of the evaluator

    On the right track? : evaluation as a tool to guide spatial transitions

    Spatial developments are becoming more and more non-linear, dynamic and complex with a wide range of possible actors. The awareness of uncertainty in spatial planning is growing and therefore, projects need to integrate a high level of flexibility. But at the same time, a growing demand for taking more informed and well-argued decisions is noticeable. Predictions out of the ‘best estimated model’ are no longer credible and no longer accepted, because they are too fragile and uncertain. How can we keep these long-lasting, multi-actor projects in permanent transition on the right track? This article presents an evaluation methodology that goes beyond the traditional, rational evaluation attitudes with a low level of flexibility being too linear to match the current spatial developments. There is a need for more interrelated, alert and flexible means of evaluation, co-evolving with the processes and current dynamics in spatial planning. Therefore, different evaluation approaches are introduced, depending on the specific interdependencies of the object of evaluation and its context. Subsequently, the theoretical framework is translated towards a more practical level. A case study conducted in Flanders illustrates the current spatial developments and a possible evaluation approach, incorporated from the beginning of the process, to guide this kind of projects

    Forms of Participatory Democracy: An Analytical Framework Based on the Experiences of Bolivia, Brazil and Colombia

    Based on the experiences of Colombia, Brazil and Bolivia, the paper proposes a general analytical framework for participatory mechanisms. The analysis is oriented to detect the incentives in each system and the ethics and behavior sustaining them. It investigates about the sustainability of participatory democracy, in the face of tensions with representative democracy. The article presents a theoretical framework built from these experiences of institutional design and political practice, and confronts it against the theoretical conceptualizations of participatory democracy in Bobbio, Sartori, Elster and Nino, among others.     Decentralisation continues to be well received as a strategy for improving the governance of countries and delivering more responsive and efficient services. Cheerleaders include multilateral agencies like the World Bank and developed countries, like England, which seek to reverse years of centralisation. Evaluating the effectiveness of decentralised models raises the question of what it means to be ‘decentralised’, and how decentralisation itself is measured. This article describes the World Bank’s diagnostic framework for assessing decentralisation and applies the framework to the New Zealand local government system.&nbsp

    Location Privacy in Spatial Crowdsourcing

    Spatial crowdsourcing (SC) is a new platform that engages individuals in collecting and analyzing environmental, social and other spatiotemporal information. With SC, requesters outsource their spatiotemporal tasks to a set of workers, who will perform the tasks by physically traveling to the tasks' locations. This chapter identifies privacy threats toward both workers and requesters during the two main phases of spatial crowdsourcing, tasking and reporting. Tasking is the process of identifying which tasks should be assigned to which workers. This process is handled by a spatial crowdsourcing server (SC-server). The latter phase is reporting, in which workers travel to the tasks' locations, complete the tasks and upload their reports to the SC-server. The challenge is to enable effective and efficient tasking as well as reporting in SC without disclosing the actual locations of workers (at least until they agree to perform a task) and the tasks themselves (at least to workers who are not assigned to those tasks). This chapter aims to provide an overview of the state-of-the-art in protecting users' location privacy in spatial crowdsourcing. We provide a comparative study of a diverse set of solutions in terms of task publishing modes (push vs. pull), problem focuses (tasking and reporting), threats (server, requester and worker), and underlying technical approaches (from pseudonymity, cloaking, and perturbation to exchange-based and encryption-based techniques). The strengths and drawbacks of the techniques are highlighted, leading to a discussion of open problems and future work

    BUDGETARY PARTICIPATION, LOCUS OF CONTROL AND JOB SATISFACTION IN TUNISIA

    The relation between budgetary participation and job satisfaction has been examined in several accounting studies with conflicting results. The conflicting evidence may reflect the influence of contingency variables. The purpose of the present study is to examine the relationship between budgetary participation and job satisfaction, moderated by the personality variable, locus of control. In this study, Tunisian managers were selected because Tunisia provides an interesting cultural contrast to the U.S. on three dimensions identified by Hofstede (1980) which are considered relevant to participative budgeting issues. In contrast to the "Anglo" Cluster, the Arabic Cluster of which Tunisia is a unit differs on the dimensions of "uncertainty avoidance" and "power distance." The results of this study suggest that budgetary participation affects negatively job satisfaction. It supports, also, the moderator effect of the personality variable locus of control. Internals appear more job-satisfied under conditions of high participation. By contrast, Externals are more job-satisfied under conditions of low participation.Budgetary participation, job satisfaction and locus of control.

    Harmonised Principles for Public Participation in Quality Assurance of Integrated Water Resources Modelling

    The main purpose of public participation in integrated water resources modelling is to improve decision-making by ensuring that decisions are soundly based on shared knowledge, experience and scientific evidence. The present paper describes stakeholder involvement in the modelling process. The point of departure is the guidelines for quality assurance for `scientific` water resources modelling developed under the EU research project HarmoniQuA, which has developed a computer based Modelling Support Tool (MoST) to provide a user-friendly guidance and a quality assurance framework that aim for enhancing the credibility of river basin modelling. MoST prescribes interaction, which is a form of participation above consultation but below engagement of stakeholders and the public in the early phases of the modelling cycle and under review tasks throughout the process. MoST is a flexible tool which supports different types of users and facilitates interaction between modeller, manager and stakeholders.
