The State of Adaptation in the United States: An Overview
Over the past two decades the adaptation landscape has changed dramatically. From its early days as a vague theoretical concept, which was often viewed as a threat to advocating for the reduction of greenhouse gas emissions, it has developed into a widely, albeit not universally, recognized governmental mandate to reduce societal vulnerability to climate change. While it is important to appreciate the progress that we are making on this issue, it is impossible to ignore the urgent need to do more. Smart investment can be made by reflecting on what is already underway in order to determine where to build on existing efforts and where to innovate new approaches to fill the gaps in the path forward. In this report we provide illustrative examples of the variety of work on climate change adaptation that is underway in the United States. This is by no means an exhaustive survey of the field; however it does provide insight into the dominant focus of work to date, the resultant gaps, and the opportunities available for advancing this essential aspect of sustainability. We focus on four areas of activity -- agriculture, natural resources, human communities, and policy. The general trends relevant to these sectors can be applied more broadly to other sectors and countries. Adaptation can be thought of as a cycle of activities that ultimately -- if successful -- reduces vulnerability to climate change. This process starts with identifying the impacts of climate change to determine the types of problems climate change might pose. This includes all of the research on the causes and the global, regional, and local manifestations of climate change, often referred to as impacts assessments
Conservation science in NOAA’s National Marine Sanctuaries: description and recent accomplishments
This report describes cases relating to the management of national marine sanctuaries in which certain scientific information was required so managers could make decisions that effectively protected trust resources. The cases presented represent only a fraction of difficult issues that marine sanctuary managers deal with daily. They include, among others, problems related to wildlife disturbance, vessel routing, marine reserve placement, watershed management, oil spill response, and habitat restoration. Scientific approaches to address these problems vary significantly, and include literature surveys, data mining, field studies (monitoring, mapping, observations, and measurement), geospatial and biogeographic analysis, and modeling. In most cases there is also an element of expert consultation and collaboration among multiple partners, agencies with resource protection responsibilities, and other users and stakeholders. The resulting management responses may involve direct intervention (e.g., for spill response or habitat restoration issues), proposal of boundary alternatives for marine sanctuaries or reserves, changes in agency policy or regulations, making recommendations to other agencies with resource protection responsibilities, proposing changes to international or domestic shipping rules, or development of new education or outreach programs. Seafloor characterization using airborne hyperspectral co-registration procedures independent from attitude and positioning sensors
The advance of remote-sensing technology and data-storage capabilities has progressed in the last decade to commercial multi-sensor data collection. There is a constant need to characterize, quantify and monitor the coastal areas for habitat research and coastal management. In this paper, we present work on seafloor characterization that uses hyperspectral imagery (HSI). The HSI data allows the operator to extend seafloor characterization from multibeam backscatter towards land and thus creates a seamless ocean-to-land characterization of the littoral zone
Program on State Agency Remote Sensing Data Management (SARSDM)
A planning study for developing a Missouri natural resources information system (NRIS) that combines satellite-derived data and other information to assist in carrying out key state tasks was conducted. Four focal applications -- dam safety, ground water supply monitoring, municipal water supply monitoring, and Missouri River basin modeling were identified. Major contributions of the study are: (1) a systematic choice and analysis of a high priority application (water resources) for a Missouri, LANDSAT-based information system; (2) a system design and implementation plan, based on Missouri, but useful for many other states; (3) an analysis of system costs, component and personnel requirements, and scheduling; and (4) an assessment of deterrents to successful technological innovation of this type in state government, and a system management plan, based on this assessment, for overcoming these obstacles in Missouri

Adapting Urban Water Systems to Manage Scarcity in the 21st Century: The Case of Los Angeles.
Acute water shortages for large metropolitan regions are likely to become more frequent as climate changes impact historic precipitation levels and urban population grows. California and Los Angeles County have just experienced a severe four year drought followed by a year of high precipitation, and likely drought conditions again in Southern California. We show how the embedded preferences for distant sources, and their local manifestations, have created and/or exacerbated fluctuations in local water availability and suboptimal management. As a socio technical system, water management in the Los Angeles metropolitan region has created a kind of scarcity lock-in in years of low rainfall. We come to this through a decade of coupled research examining landscapes and water use, the development of the complex institutional water management infrastructure, hydrology and a systems network model. Such integrated research is a model for other regions to unpack and understand the actual water resources of a metropolitan region, how it is managed and potential ability to become more water self reliant if the institutions collaborate and manage the resource both parsimoniously, but also in an integrated and conjunctive manner. The Los Angeles County metropolitan region, we find, could transition to a nearly water self sufficient system
Fresh Water and Smarter Growth: Restoring Healthy Land-water Connections
The paper describes water resources in the United States, discusses the principles of the land-water connection, outlines the current regulatory framework, and explains the impact of climate change. Multi-Sectoral Uses of Water & Approaches to DSS in Water Management in the NOSTRUM Partner Countries of the Mediterranean
Agriculture contributes an average of about 10% to the GDP of the partner countries of the Mediterranean involved in the project NOSTRUM. On the other hand, industry contributes an average of about 30% in these countries. It is to remark that in almost all countries the weight of industry accounts between 20% and 30% of the national economy, with the exception of Algeria, where this weight is at about 60%, mainly imputable to the great development of oil extraction and energy sector. In the majority of participating countries, agriculture sector is the greatest consumer of water (more than 65% of total water consumption). Although the case from France where agriculture water use is only about 10% of total water consumption and Italy with around 45%, but this may be due to the fact that most countries reporting for their agricultural water consumption do not include the amount of rain-fed to cultivated lands as a part of their agriculture water use. Most agriculture water use is limited to irrigation water from streams/rivers and groundwater. Rain-fed cultivated-lands in France is almost 90% of its total cultivated area. For Croatia, data given in National Report indicate a 0% of water use for agriculture. The average of water use for agriculture for all the basin is of 62.3% but with a great scatter expressed by a high standard deviation (26.8%) that reflects a wide variation range of water use for agriculture among different countries. The average of water use for agriculture is weakly less on northern countries (52.7%) than on southern countries (75.2) but the twice values are still on the range of the average of the all basin and cannot be taken as indication of difference between north and south. Integrated Water Resources Management (IWRM) plans are currently developed and implemented by various countries to organize the multi-sectoral water uses. On the other hand, the need for Decision Support System (DSS) as a tool in developing and implementing Integrated Water Resources Management (IWRM) is in growing demand. In spite of the great potential for the research and the development of DSS, the utilization of DSS in water management is not widely spread in the partner countries. In some countries, DSS was planned and developed at the scale of territorial integrated water management. Integration of DSS application to the existing IWRM systems at the partner countries would assist in satisfying the water related Millennium Development Goals (MDGs).Integrated Water Resources Management, Decision Support Systems, Mediterranean Basin
Strengthening America's Best Idea: An Independent Review of the National Park Service's Natural Resource Stewardship and Science Directorate
NRSS requested that an independent panel of the National Academy conduct a review of its effectiveness in five core functions, its relationships with key internal stakeholders, and its performance measurement system. Among other things, the National Park Service's Natural Resource Stewardship and Science Directorate (NRSS) is responsible for providing usable natural and social science information throughout the National Park Service (NPS). NRSS leadership requested this review of the directorate's performance on five core functions, its relationships with key internal NPS stakeholders, and its performance measurement system.Main FindingsThe panel determined that NRSS is a highly regarded organization that provides independent, credible scientific expertise and technical information. The panel also found that NRSS and NPS have additional opportunities to advance natural resource stewardship throughout the Service. If implemented, the panel's eight major recommendations will: (1) help the Service respond to the parks' environmental challenges while raising public awareness about the condition of these special places; (2) strengthen NRSS as an organization; (3) promote scientifically based decision-making at the national, regional, and park levels; and (4) improve the existing performance measurement system
