The EU Climate Policy after the Climate Package and Copenhagen - Promises and Limits. Egmont Paper No. 38, September 2010
This paper aims to provide a global assessment of the European Union’s climate change policy after the Climate Package and Copenhagen. In order to do so, the paper firstly describes the climate threats for Europe as well as the birth and objectives of the EU climate and energy package adopted in 2009. Then, the different components of this package are highlighted: the EU Emissions Trading Scheme (ETS), the obligations of the non-ETS sectors, the 20% renewable energy objective, the promotion of carbon capture and storage and the framework on environmental subsidies. Thirdly, the other EU climate policy legislations are examined, comprising: energy efficiency, the GHG emissions of cars, the GHG emissions of fuels, and the Strategic Energy Technology Plan (SET-Plan). Next, adaptation to climate change is discussed, before examining the international aspects of the EU actions after Copenhagen. As a way of conclusion, the paper assesses the EU climate policy throughout four main questions: What has the EU achieved until now? What will be the costs? What will be the impact on the European Union? And, is the EU action sufficient

MCA4climate: A Practical Framework for Planning Pro-Development Climate Policy
MCA4climate is a major new UNEP initiative providing 1 Introduction practical assistance to governments in preparing their climate change mitigation and adaptation plans and strategies. It aims to help governments, particularly in developing countries, identify policies and measures that are low cost, environmentally effective and consistent with national development goals. It does this by providing a structured approach to assessing and prioritizing climate-policy options, while taking into consideration associated social, economic, environmental and institutional costs and benefits. In doing so, it seeks to counter the widely held perception that tackling climate change is costly, highlight the potential developmental benefits of addressing climate change and encourage action to that end
How to lead world society towards sustainable development?
In political terms it all started with the World Commission on Environment and Development which in its 1987 report Our Common Future stated that ...humanity has the ability to make development sustainable - to ensure that it meets the needs of the present without compromising the ability of future generations to meet their own needs (WCED, p. 8). The Commission defined sustainable development as ... a process of change in which the exploitation of resources, the direction of investment, the orientation of technological development, and institutional change are made consistent with future as well as present needs (WCED, p. 9; italics added), Sustainable development thus deals with two fundamental issues, i.e. inter-generational equity and comprehensive structural adjustment. --
Enhanced financial mechanisms for post 2012 mitigation
Despite the many calls to reform the CDM, its conceptual underpinnings are strong and it will most likely survive in the post-2012 climate regime. Some modifications may be considered in the short term to strengthen the effectiveness and transparency of the mechanism without modifying the Marrakesh Accords. In the medium term substantially increased mitigation efforts in developing countries may require a combination of three possible financial mechanisms: the current activity-based CDM albeit improved, a second market mechanism that would seek to improve the long term emission trends of developing countries by promoting broad based emission reduction programs primarily in the private sector, and a third financial mechanism outside of the market which would be an incentive for the adoption of policy changes leading to a low carbon path, but where emission reductions would not be used as international offsets.Environmental Economics&Policies,Carbon Policy and Trading,Montreal Protocol,Energy and Environment,Environment and Energy Efficiency

Responding to Climate Change: The Economy and Economics - Part of the Problem and Solution
The Climate Change Starter’s Guide provides an introduction and overview for education planners and practitioners on the wide range of issues relating to climate change and climate change education, including causes, impacts, mitigation and adaptation strategies, as well as some broad political and economic principles.
The aim of this guide is to serve as a starting point for mainstreaming climate change education into school curricula. It has been created to enable education planners and practitioners to understand the issues at hand, to review and analyse their relevance to particular national and local contexts, and to facilitate the development of education policies, curricula, programmes and lesson plans.
The guide covers four major thematic areas:
1. the science of climate change, which explains the causes and observed changes;
2. the social and human aspects of climate change including gender, health, migration, poverty and ethics;
3. policy responses to climate change including measures for mitigation and adaptation; and
4. education approaches including education for sustainable development, disaster reduction and sustainable lifestyles.
A selection of key resources in the form of publication titles or websites for further reading is provided after each of the thematic sections
Climate Mitigation in the Least Carbon Emitting Countries – Dilemmas of Co-benefits in Cambodian and Laos
Development has entered a time where it cannot be thought of without reference to climate change. While historically development in the industrialized countries has to a great extent been driven by a fossil fuel based economy, this option is no longer seen as viable for developing countries, which are expected to pursue different pathways of development. At the same time, the impacts of a changing climate affect the poorest countries and populations disproportionately, and multilateral policy declarations signed by most countries underline that there must be an effort to prevent and mitigate this. The effects of climate change onto development policies and practice is also reflected in donor countries’ change in perception. Donor countries have begun increasingly integrating climate change objectives into development cooperation programmes and official development assistance (ODA). While significant in terms of discontinuing support to fossil fuels and attempting to increase resilience, this trend also brings into the fore new dilemmas. The main dilemma which emerges – and is explored further in this book – is when development cooperation finance is used in the least developed countries for projects and policies which are principally oriented towards climate change mitigation.</span
Is small beautiful? A multicriteria assessment of small-scale energy technology applications in local governments
In its 2003 White Paper the UK government set ambitious renewable energy targets. Local governments and households have an increasing role in the overall energy system as consumers, suppliers of smaller-scale applications and citizens discussing energy projects. In this paper, we consider if small-scale or large-scale approaches to renewable energy provision can achieve energy targets in the most socially, economically and environmentally (SEE) effective way. We take a local case study of renewable energy provision in the Metropolitan Borough of Kirklees in Yorkshire, UK, and apply a multi-criteria decision analysis methodology to compare the small-scale schemes implemented in Kirklees with large-scale alternatives. The results indicate that small-scale schemes are the most SEE effective, despite large-scale schemes being more financially viable. The selection of the criteria on which the alternatives are assessed and the assigned weights for each criterion are of crucial importance. It is thus very important to include the relevant stakeholders to elicit this information
