Software Acquisition Improvement in the Aeronautical Systems Center

In the past 20 years, over 150 recommendations have been made to improve software systems development by organizations such as the Defense Science Board, National Research Council and the U.S. General Accountability Office. It has been discovered that many of these recommendation have remained unimplemented. This research had the purpose of confirming the application of these previous recommendations to improve software acquisition in the Aeronautical Systems Center. This was accomplished through interviews with 20 software practitioners in the acquisition community and the review of relevant literature. Through the analysis of the interviews and literature, this research was able to confirm that many of the recommendations have been applied in programs throughout ASC

Market Structure and Energy Efficiency: The Case of New Commercial Buildings

This is a report on why commercial office buildings aren’t more energy efficient. Several decades of energy efficiency programs have resulted in some gains, but overall increases in the energy efficiency of buildings have fallen far short of the 30 to 50 percent improvement that many efficiency advocates believe is possible. The purpose of this study is to consider the “why” question by empirically examining the dynamics of new commercial building markets. To do so, the authors used multiple research techniques, including qualitative field observation and interview methods that allow for a more in-depth understanding of complicated market processes. Their research focused primarily on new office buildings and centered in four regional markets: Sacramento, San Francisco, Seattle, and Portland. The authors identify key dynamics of commercial office building markets, describe how change and innovation occurs in commercial development, discuss the implications for energy efficiency, and suggest next steps

Global Pressures: Multinational Corporations, International Unionism, and NGOs

[Excerpt] The globalization of product, financial, and labor markets has made it easier for companies to produce many of the goods and services they sell wherever in the world the right skills can be found at the lowest cost. The desire to sell products worldwide has also created incentives for firms to have a presence in multiple countries. Together these facts have made labor relations in many industries global in scope. Globalization is of particular importance to emerging countries. Nearly 50 percent of the world’s manufacturing employment is now located in emerging countries. Globalization poses significant challenges to labor relations practices. Historically the laws, markets, institutions, norms, and practices of labor relations have developed on a national basis. Globalization has weakened, though not eliminated, the role of national systems of labor relations and given rise to a number of new institutions, structures, and processes for dealing with all of the labor relations functions discussed in previous chapters. In this chapter we will discuss these new arrangements and the challenges globalization poses to labor relations. To do so we will use the framework laid out in chapter 1 for analyzing labor relations

After release of this Report, the Commission plans a series of hearings and conferences with representatives of business organizations, labor organizations, other organizations that have presented testimony or statements, and the interested public to receive comments, reactions and suggestions as to the statement of facts and its implications for private and public policies and for the recommendations of the Commission.Within a period of six months of the presentation of this Report, the Commission plans to present a final report with recommendations to the two Secretaries
