    Public research and industrial innovations in Germany

    This paper deals with the effects of publicly funded research at universities, polytechnics and federal research labs on industrial innovations in Germany. We discuss the characteristics of companies that benefit from the findings of public research institutions. In questioning 2,300 companies we found that less than one tenth of product or process innovating firms introduced innovations between 1993 and 1995 that would not have been developed without public research. These new products amount to approximately 5 percent of all new product sales. Regressions show that firms? own R&D support the ability to absorb the findings of public research and turn them into innovations. Contrary to the widely held opinion that proximity to public research institutions does promote collaboration between firms and public research and increase the amount of received knowledge spillovers, we found no higher probability of publicly supported innovations for firms in Germany that are located near universities or polytechnics. -- Wie viele industrielle Innovationen bringt die öffentliche Forschung hervor? Die vorliegende Untersuchung versucht, diese Frage zu beantworten und damit die wirtschaftliche Rechtfertigung für Finanzierung und Durchführung von natur- und ingenieurwissenschaftlicher Forschung in öffentlichen Forschungseinrichtungen empirisch zu überprüfen. Hierfür wurden rund 2.300 Unternehmen in der vierten Innovationserhebung von ZEW und infas im Jahr 1996 gefragt, ob sich unter ihren zwischen 1993 und 1995 eingeführten Innovationen neue Produkte und Prozesse befanden, die ohne die neueren Forschungsergebnisse von Hochschulen und anderen öffentlichen finanzierten Forschungseinrichtungen nicht oder nur mit zeitlicher Verzögerung von mehr als einem Jahr aufgenommen worden wären. Knapp 9 % der Unternehmen mit Innovationen in dem betrachteten Zeitraum bejahten diese Frage. Mit den Produkten, die nur mit Hilfe der öffentlichen Forschung zustande kamen, wurden 1995 allerdings weniger als 5 % des gesamten Umsatzes mit neuen Produkten gemacht. Der Technologietransfer von den öffentlichen Forschungseinrichtungen wird dabei entscheidend von den eigenen FuE-Aktivitäten der Unternehmen begünstigt. Sie sind nötig um die wissenschaftlichen Ergebnisse im Unternehmen in marktgerechte Innovationen umzusetzen.     Survey of Employers in two LGAs in Southwestern Sydney 2013-2014

    This is a report on the responses of 82 employers in Campbelltown, Fairfield, Narellan, Camden and Smeaton Grange, to a 2013-2014 survey designed to gather employers’ views of their skilled labour needs, in order to remain competitive and grow through innovation. Overall recommendation A lighthouse Regional Manufacturing Innovation and Workforce Development Partnership be piloted, to pioneer a regional program of information exchange and shared workforce development accessible to small and medium businesses. This Government-funded model would be supported by creating seconded or earmarked cross-organisational staff positions and roles, with the brief of working across employer groups, key training organisations and the three tiers of government. Their brief would be to provide a focus for gathering, exchanging and disseminating information that is timely, targeted, well- integrated and readily digestible. This information would cover: - Case study approaches to setting up local innovation initiatives - Environmental scanning of technological developments and locally-relevant market opportunities in Australian and global markets - Best- practice tools such as strategies and resources for induction and advice about accessing customised delivery of accredited workplace, online and off-site learning to building workplace expertise - Regional Manufacturing occupational labour market data, and a regional job-matching website specifically for use by local employers and jobseekers. The Partnership would also provide funding and practical support for the creation of recognized workplace development programs and resource materials supporting small manufacturing businesses in training novices and in upskilling staff. The Partnership would have initial funding for five years, and be tasked with the specific mission of embedding into ongoing practice the structures and approaches it develops. Development of the Badgerys Creek Precinct provides a unique catalyst, with significant multiplier effects, for the creation of such a South Western Sydney Advanced Manufacturing Initiative, one of whose focal points might be an Advanced Manufacturing and Aircraft Maintenance hub

    China's Competition Policy Reforms: The Antimonopoly Law and Beyond

    More than twelve years have elapsed since China began its efforts to enact a comprehensive antitrust law. Today, drafts of the law are still being debated. Such a protracted legislative process is highly unusual in China, and can only be explained by the controversy the draft law generates. After a brief review of China’s current competition policy, this paper discusses the fundamental issues in China’s economy that give rise to the challenges facing China’s antitrust policymakers in enacting the new antitrust law. These issues include the role of state-owned enterprises, perceived excessive competition in China’s economy, mergers and acquisitions by foreign companies, the treatment of administrative monopolies, and the enforcement of the antitrust law. While those controversies create significant policy issues for China, they do not constitute valid objections to the enactment of the new antitrust law. Meanwhile, it will be important for China to recognize that the new antitrust law alone will not be sufficient to fully realize its goal of promoting competition in its economy; other reforms will be necessary as well. China will be better off by moving swiftly to enact the new antitrust law, while keeping the momentum to engage in those other reforms.China, antitrust, law,

    Integer Programming Formulations for Approximate Packing Circles in a Rectangular Container

    A problem of packing a limited number of unequal circles in a fixed size rectangular container is considered. The aim is to maximize the (weighted) number of circles placed into the container or minimize the waste. This problem has numerous applications in logistics, including production and packing for the textile, apparel, naval, automobile, aerospace, and food industries. Frequently the problem is formulated as a nonconvex continuous optimization problem which is solved by heuristic techniques combined with local search procedures. New formulations are proposed for approximate solution of packing problem. The container is approximated by a regular grid and the nodes of the grid are considered as potential positions for assigning centers of the circles. The packing problem is then stated as a large scale linear 0-1 optimization problem. The binary variables represent the assignment of centers to the nodes of the grid. Nesting circles inside one another is also considered. The resulting binary problem is then solved by commercial software. Numerical results are presented to demonstrate the efficiency of the proposed approach and compared with known results

    This thesis discusses the philosophy and techniques of the Japanese Just-in-Time manufacturing system and its applicability in South Africa. The Japanese system consists of two types of procedures and techniques. They pertain to: 1) productivity; (2) quality. The aspect of the system dealing most directly with productivity is known as the just-in-time system. Just-in-Time addresses the material cost component of productivity. The diverse indirect effects are even more pronounced. Just-in-Time partially covers Japanese quality improvements but there are a host of other Japanese quality improvement concepts and procedures. Total quality control describes the set of Japanese quality improvement procedures which in turn encompasses some of the Just-in-Time techniques and improves productivity through the avoidance of waste.     Recent advances in directional statistics

    Mainstream statistical methodology is generally applicable to data observed in Euclidean space. There are, however, numerous contexts of considerable scientific interest in which the natural supports for the data under consideration are Riemannian manifolds like the unit circle, torus, sphere and their extensions. Typically, such data can be represented using one or more directions, and directional statistics is the branch of statistics that deals with their analysis. In this paper we provide a review of the many recent developments in the field since the publication of Mardia and Jupp (1999), still the most comprehensive text on directional statistics. Many of those developments have been stimulated by interesting applications in fields as diverse as astronomy, medicine, genetics, neurology, aeronautics, acoustics, image analysis, text mining, environmetrics, and machine learning. We begin by considering developments for the exploratory analysis of directional data before progressing to distributional models, general approaches to inference, hypothesis testing, regression, nonparametric curve estimation, methods for dimension reduction, classification and clustering, and the modelling of time series, spatial and spatio-temporal data. An overview of currently available software for analysing directional data is also provided, and potential future developments discussed.Comment: 61 page
