Furthermore, the new systems must be inherently safe and environmentally benign. These realities of today's world are among the reasons that lead to serious interest in deploying nuclear power as a sustainable energy source. Today's nuclear reactors are safe and highly efficient energy systems that offer electricity and a multitude of co-generation energy products ranging from potable water to heat for industrial applications.     Critical Infrastructures Preparedness and Resilience is a major societal security issue in modern society. Critical Infrastructures (CIs) provide vital services to modern societies. Some CIs’ disruptions may endanger the security of the citizen, the safety of the strategic assets and even the governance continuity. The European Safety, Reliability and Data Association (ESReDA) as one of the most active EU networks in the field has initiated a project group on the “Critical Infrastructure/Modelling, Simulation and Analysis – Data”. The main focus of the project group is to report on the state of progress in MS&A of the CIs preparedness & resilience with a specific focus on the corresponding data availability and relevance. In order to report on the most recent developments in the field of the CIs preparedness & resilience MS&A and the availability of the relevant data, ESReDA held its 52nd Seminar on the following thematic: “Critical Infrastructures: Enhancing Preparedness & Resilience for the security of citizens and services supply continuity”.     This technical report was generated as a product of the Supervisory Control for Multi-Modular SMR Plants project within the Instrumentation, Control and Human-Machine Interface technology area under the Advanced Small Modular Reactor (SMR) Research and Development Program of the U.S. Department of Energy. The report documents the definition of strategies, functional elements, and the structural architecture of a supervisory control system for multi-modular advanced SMR (AdvSMR) plants. This research activity advances the state-of-the art by incorporating decision making into the supervisory control system architectural layers through the introduction of a tiered-plant system approach. The report provides a brief history of hierarchical functional architectures and the current state-of-the-art, describes a reference AdvSMR to show the dependencies between systems, presents a hierarchical structure for supervisory control, indicates the importance of understanding trip setpoints, applies a new theoretic approach for comparing architectures, identifies cyber security controls that should be addressed early in system design, and describes ongoing work to develop system requirements and hardware/software configurations

    Accident investigation and learning from events are fundamental processes in safety management, involving technical, human, organisational and societal dimensions. The European Safety, Reliability and Data Association, ESReDA, has a long tradition in gathering together experts in the field to work together, and to share and explore experiences of using various paradigms, approaches, methods databased and implementation of safety systems across different industries. The 55th ESReDA seminar on “Accident Investigation and Learning to Improve Safety Management in Complex System: Remaining Challenges” attracted more than 80 participants from industry, authorities, operators, research centres and academia.     National Nuclear Power Plant Safety Research 2019–2022 – SAFIR2022 Framework Plan

    The public nuclear safety research programmes provide the necessary conditions for maintaining the knowledge needed for ensuring the continuance of safe and economical use of nuclear power, for the development of new know-how and for participation in international cooperation. The Finnish organisations engaged in research in this sector have been an important resource that the various ministries, the Radiation and Nuclear Safety Authority (STUK) and the power companies have had at their disposal. The Ministry of Economic Affairs and Employment (MEAE) appointed in November 2017 a group to write the Framework Plan for the new programme. This report contains a proposal for the general outline of the programme, entitled SAFIR2022 (SAfety of Nuclear Power Plants – FInnish National Research Programme). The plan has been prepared for the period 2019–2022, but it is based on safety challenges identified for a longer time span as well. The research programme is strongly based on Chapter 7a of the Finnish Nuclear Energy Act. The construction and planning of new power plant units have increased the need for experts. At the same time, the retirement of existing experts has taken place and retirements are continuing. Active long-term research still plays a key role in the education and training of new experts. The Framework Plan aims to define the important research needs related to safety challenges. The programme also aims to maintain and increase know-how in those areas where no significant changes occur but in which research activities are the precondition for the safe use of nuclear power

    The Influence of Organization and Management on the Safety of NPPS and Other Complex Industrial Systems (Report of an IAEA/IIASA consultants meeting in Laxenburg and Vienna, 18-22 March 1991)

    An analysis of causes for human errors reveals that deficiencies in organization and management often provide an environment making errors more likely. There is also a considerable difference between the operational performance of similar industrial plants. A closer analysis often reveals that the differences can be attributed to the managing practices. Accepting organization and management as one important precursor for operational safety, the aim is to identify good managerial structures and practices as well as characteristics of unsafe operational practices. Such information can provide guidance for the operators of the installations and also support regulatory agencies. The ultimate aim should be to detect and correct organizational deficiencies before an incident or accident brings them into the open. It is therefore not sufficient to blame individuals nor training, because management and organization establishes priorities, structures, and practices that enable tasks to be accomplished. A consultants' meeting organized jointly by the International Atomic Energy Agency (IAEA) and the International Institute for Applied Systems Analysis (IIASA) was held in Laxenburg and Vienna, Austria on 18-22 March 1991. The objective of the meeting was to assess the extent to which research within the management sciences -can provide guidance for the practical problems of managing organizations, where safety is the major concern. The influence of organization and management on the safety of complex industrial installations was discussed during the meeting and the exchange of ideas and experience between different industrial sectors and the academia proved fruitful. In spite of the difference among national and company practices it is still expected that there are many possibilities for an exchange of good managerial knowledge, experience, and practices. The report collects both the contributions offered by members of the Expert Task Force and the findings of the discussions that took place during the meeting. Specific reference is in the following text made to the nuclear industry with the understanding that the issues have a wider application to chemical plants, off-shore installations or more generally to industries where safety is a major concern

    Mapping innovation in the European transport sector : An assessment of R&D efforts and priorities, institutional capacities, drivers and barriers to innovation

    The present document provides an overview of the innovation capacity of the European transport sectors. The analysis addresses transport-related innovation from three different angles. It identifies the drivers and barriers to innovation for the main transport sub-sectors; it assesses quantitative indicators through the detailed analysis of the main industrial R&D investors and public R&D priorities in transport; and it identifies the key actors for transport research and knowledge flows between them in order to detect shortcomings in the current institutional set-up of transport innovation. The analysis finds that despite the significant on-going research efforts in transport, largely driven by the automotive industry, the potential for systemic innovations that go beyond modal boundaries and leave the currently pre-dominant design are under-exploited due to prominent lock-in effects caused by infrastructure and the institutional set-up of the innovation systemsJRC.J.1-Economics of Climate Change, Energy and Transpor
