On the evolution of hyperlinking
Across time, the hyperlink object has supported different applications and studies. This is one perspective on the evolution of the hyperlinking concept, its context and related behaviors. Through a spectrum of hyperlinking applications and practices, the article contrasts the status quo with its related, broader, conceptual roots; it also bridges to some theorized and prototyped hyperlink variations, namely "stigmergic hyperlinks", to make the case that the ubiquitousness of some objects and certain usage patterns can obfuscate opportunities to (re)think them. With the increasingly global nature of our everyday interactions, the need for multilingual technologies to support efficient and efective information access and communication cannot be overemphasized. Computational modeling of language has been the focus of
Natural Language Processing, a subdiscipline of Artificial Intelligence. One of the current challenges for this discipline is to design methodologies and algorithms that are cross-language in order to create multilingual technologies rapidly. The goal of this JAIR special
issue on Cross-Language Algorithms and Applications (CLAA) is to present leading research in this area, with emphasis on developing unifying themes that could lead to the development of the science of multi- and cross-lingualism. In this introduction, we provide the reader with the motivation for this special issue and summarize the contributions of the papers that have been included. The selected papers cover a broad range of cross-lingual technologies including machine translation, domain and language adaptation for sentiment
analysis, cross-language lexical resources, dependency parsing, information retrieval and knowledge representation. The Dilemma of Delegating Search: Budgeting in Public Employment Services
The poor performance often attributed to many public employment services may be explained in part by a delegation problem between the central office and local job centers. In markets characterized by frictions, job centers function as match-makers, linking job seekers with relevant vacancies. Because their search intensity in contacting employers and collecting data is not verifiable by the central authority, a typical moral hazard problem can arise. Minimally supervised induction of morphology through bitexts
textA knowledge of morphology can be useful for many natural language processing systems. Thus, much effort has been expended in developing accurate computational tools for morphology that lemmatize, segment and generate new forms. The most powerful and accurate of these have been manually encoded, such endeavors being without exception expensive and time-consuming. There have been consequently many attempts to reduce this cost in the development of morphological systems through the development of unsupervised or minimally supervised algorithms and learning methods for acquisition of morphology. These efforts have yet to produce a tool that approaches the performance of manually encoded systems.
Here, I present a strategy for dealing with morphological clustering and segmentation in a minimally supervised manner but one that will be more linguistically informed than previous unsupervised approaches. That is, this study will attempt to induce clusters of words from an unannotated text that are inflectional variants of each other. Then a set of inflectional suffixes by part-of-speech will be induced from these clusters. This level of detail is made possible by a method known as alignment and transfer (AT), among other names, an approach that uses aligned bitexts to transfer linguistic resources developed for one language–the source language–to another language–the target. This approach has a further advantage in that it allows a reduction in the amount of training data without a significant degradation in performance making it useful in applications targeted at data collected from endangered languages. In the current study, however, I use English as the source and German as the target for ease of evaluation and for certain typlogical properties of German. The two main tasks, that of clustering and segmentation, are approached as sequential tasks with the clustering informing the segmentation to allow for greater accuracy in morphological analysis.
While the performance of these methods does not exceed the current roster of unsupervised or minimally supervised approaches to morphology acquisition, it attempts to integrate more learning methods than previous studies. Furthermore, it attempts to learn inflectional morphology as opposed to derivational morphology, which is a crucial distinction in linguistics.Linguistic
New Data and Output Concepts for Understanding Productivity Trends
The present study is the second is a series of three papers devoted to issues in the measurement of productivity and productivity growth. The contributions of the present paper are three. First, it introduces a new approach to measuring industrial productivity based on income-side data that are published by the Bureau of Economic Analysis (BEA). The data are internally consistent in that both inputs and outputs are income-side measures of value added, whereas the usual productivity measures combine expenditure-side output measures with income-side input measures. Second, because of interest in the "new economy," we have also constructed a set of new- economy accounts. For the purpose of this study, we define the new economy as machinery, electric equipment, telephone and telegraph, and software. Finally, because of concerns about poor deflation in the current output measures, this study constructs a new output concept called "well-measured output," which includes only those sectors for which output is relatively well measured. Temporal Model Adaptation for Person Re-Identification
Person re-identification is an open and challenging problem in computer
vision. Majority of the efforts have been spent either to design the best
feature representation or to learn the optimal matching metric. Most approaches
have neglected the problem of adapting the selected features or the learned
model over time. To address such a problem, we propose a temporal model
adaptation scheme with human in the loop. We first introduce a
similarity-dissimilarity learning method which can be trained in an incremental
fashion by means of a stochastic alternating directions methods of multipliers
optimization procedure. Then, to achieve temporal adaptation with limited human
effort, we exploit a graph-based approach to present the user only the most
informative probe-gallery matches that should be used to update the model.
Results on three datasets have shown that our approach performs on par or even
better than state-of-the-art approaches while reducing the manual pairwise
labeling effort by about 80%

Bargaining and Negotiations What should experimentalists explore more thoroughly?
A long time ago most economists would have limited themselves to stating that agreements should be individually rational and efficient and that selecting a specific agreement from that set depends on bargaining and negotiation power whatever that may be. Nowadays hardly any economist will argue that way. The change has been brought about by the strategic approach to bargaining and cooperation and the parallel experimental studies of bargaining and negotiation. When arguing what should be explored more thoroughly, we will point out directions where previous efforts may have been misdirected, where importing new methods may be helpful or even needed, and where new research questions need to be asked and answered.(un)bounded rationality, (non-)cooperative game theory, bargaining and negotiation (theory and experiments)
