    A Balanced Memory-Based Collaborative Filtering Similarity Measure.

    Collaborative filtering recommender systems contribute to alleviating the problem of information overload that exists on the Internet as a result of the mass use of Web 2.0 applications. The use of an adequate similarity measure becomes a determining factor in the quality of the prediction and recommendation results of the recommender system, as well as in its performance. In this paper, we present a memory-based collaborative filtering similarity measure that provides extremely high-quality and balanced results; these results are complemented with a low processing time (high performance), similar to the one required to execute traditional similarity metrics. The experiments have been carried out on the MovieLens and Netflix databases, using a representative set of information retrieval quality measures

    Facilitating Technology Transfer by Patent Knowledge Graph

    Technologies are one of the most important driving forces of our societal development and realizing the value of technologies heavily depends on the transfer of technologies. Given the importance of technologies and technology transfer, an increasingly large amount of money has been invested to encourage technological innovation and technology transfer worldwide. However, while numerous innovative technologies are invented, most of them remain latent and un-transferred. The comprehension of technical documents and the identification of appropriate technologies for given needs are challenging problems in technology transfer due to information asymmetry and information overload problems. There is a lack of common knowledge base that can reveal the technical details of technical documents and assist with the identification of suitable technologies. To bridge this gap, this research proposes to construct knowledge graph for facilitating technology transfer. A case study is conducted to show the construction of a patent knowledge graph and to illustrate its benefit to finding relevant patents, the most common and important form of technologies

    Hybrid of Boyer Moore and rule based system for mobile library book information

    In this paper, a hybrid of Boyer Moore and Rule Based System are introduced for library book information on mobile application. A hybrid approach is employed as solution to replace the Digital Resource, Web based Software System and Catalogue. Quick Response (QR) Code is an improvement to replace the barcode and it can access any sensor on mobile application. The methodology of this paper is to develop Library Book Information to be more effective and by combining Boyer Moore String Matching and Rule Based System. From the phase of Boyer Moore and Rule Based System, these are greatly simplified this system by using QR Code to get data in a real time. The result in Boyer Moore and Rule Based System shows with highest priority or threshold (maximum) to minimum. It can be concluded that the hybrid of Boyer Moore and Rule Based System can effectively support the library information system

    Linking Research and Policy: Assessing a Framework for Organic Agricultural Support in Ireland

    This paper links social science research and agricultural policy through an analysis of support for organic agriculture and food. Globally, sales of organic food have experienced 20% annual increases for the past two decades, and represent the fastest growing segment of the grocery market. Although consumer interest has increased, farmers are not keeping up with demand. This is partly due to a lack of political support provided to farmers in their transition from conventional to organic production. Support policies vary by country and in some nations, such as the US, vary by state/province. There have been few attempts to document the types of support currently in place. This research draws on an existing Framework tool to investigate regionally specific and relevant policy support available to organic farmers in Ireland. This exploratory study develops a case study of Ireland within the framework of ten key categories of organic agricultural support: leadership, policy, research, technical support, financial support, marketing and promotion, education and information, consumer issues, inter-agency activities, and future developments. Data from the Irish Department of Agriculture, Fisheries and Food, the Irish Agriculture and Food Development Authority (Teagasc), and other governmental and semi-governmental agencies provide the basis for an assessment of support in each category. Assessments are based on the number of activities, availability of information to farmers, and attention from governmental personnel for each of the ten categories. This policy framework is a valuable tool for farmers, researchers, state agencies, and citizen groups seeking to document existing types of organic agricultural support and discover policy areas which deserve more attention

    Hybrid Recommender Systems: A Systematic Literature Review

    Recommender systems are software tools used to generate and provide suggestions for items and other entities to the users by exploiting various strategies. Hybrid recommender systems combine two or more recommendation strategies in different ways to benefit from their complementary advantages. This systematic literature review presents the state of the art in hybrid recommender systems of the last decade. It is the first quantitative review work completely focused in hybrid recommenders. We address the most relevant problems considered and present the associated data mining and recommendation techniques used to overcome them. We also explore the hybridization classes each hybrid recommender belongs to, the application domains, the evaluation process and proposed future research directions. Based on our findings, most of the studies combine collaborative filtering with another technique often in a weighted way. Also cold-start and data sparsity are the two traditional and top problems being addressed in 23 and 22 studies each, while movies and movie datasets are still widely used by most of the authors. As most of the studies are evaluated by comparisons with similar methods using accuracy metrics, providing more credible and user oriented evaluations remains a typical challenge. Besides this, newer challenges were also identified such as responding to the variation of user context, evolving user tastes or providing cross-domain recommendations. Being a hot topic, hybrid recommenders represent a good basis with which to respond accordingly by exploring newer opportunities such as contextualizing recommendations, involving parallel hybrid algorithms, processing larger datasets, etc
