ERAWATCH country reports 2011 : Malta

This work was made available with the help of the Publications Office of the European Union, Copyright and Legal Issues Section.The main objective of the ERAWATCH Annual Country Reports is to characterise and assess the performance of national research systems and related policies in a structured manner that is comparable across countries. EW Country Reports 2011 identify the structural challenges faced by national innovation systems. They further analyse and assess the ability of the policy mix in place to consistently and efficiently tackle these challenges. The annex of the reports gives an overview of the latest national policy efforts towards the enhancement of European Research Area and further assess their efficiency to achieve the targets. These reports were originally produced in November - December 2011, focusing on policy developments over the previous twelve months. The reports were produced by the ERAWATCH Network under contract to JRC-IPTS. The analytical framework and the structure of the reports have been developed by the Institute for Prospective Technological Studies of the Joint Research Centre (JRC-IPTS) and Directorate General for Research and Innovation with contributions from ERAWATCH Network Asblpeer-reviewe

Effectiveness of HRD for developing SMEs in South Asia

Today South Asia is host to a large youth bulge which is entering the labor market every year posing challenging questions for the national governments in the context of employable skills, space for entrepreneurship, innovation and economic freedom. SME sector provides an opportunity for the young to exercise their ideas and ideals. However a prerequisite for the young to be innovate is the how countries produce and retain a high end human capital. Exploring inter-departmental barriers between production and quality

Purpose – The purpose of this paper is to demonstrate the value of adopting an organizational ecological perspective to explore behavioural barriers in a UK operations & production management (OPM) setting. Design/methodology/approach – An ethnographic case study approach was adopted with a narrative ecological stance to deconstruct the perceived realities and the origins of the inter‐departmental barriers applying Scott‐Morgan's unwritten rules methodology. Findings – Despite an improvement in the physical proximity of the production and quality control departments, the qualitative approach revealed that latent, socially constructed drivers around management, interaction and communication reinforced inter‐departmental barriers. Conflicting enablers were ultimately responsible derived from the organizational structure, which impacted the firm's production resources. Research limitations/implications – As a case study approach, the specificity of the findings to this OPM setting should be explored further. Practical implications – The paper demonstrates the use of theoretical frameworks in a production and manufacturing organization to provide insights for maximising process effectiveness. Using the organizational ecological perspective to uncover the socially constructed unwritten rules of the OPM setting beneficially impacted on operational effectiveness. Originality/value – The paper contributes to organization ethnography literature by providing a detailed empirical analysis of manufacturing and services behaviour using an organizational ecology perspective. The example demonstrates that “qualitative” research can have real world impact in an advanced operational context. It also contributes to an ecological or complex adaptive systems view of organizations and, inter alia, their supply chains

Gender Equality in the Labor Market in the Philippines

This report on gender equality in the labor market in the Philippines is drawn from studies by a team of international consultants selected by the Asian Development Bank (ADB) for a technical assistance project on promoting gender equality in Asian labor markets for inclusive growth, implemented in cooperation with the International Labour Office (ILO), Bangkok. This report comprises a gendered analysis of the Philippines’ labor market, policies, and legislation, and provides recommendations for policies and legislation that have the potential to expand or improve employment and work opportunities for women in specific sectors in the Philippines. The report provides a summary of findings and recommendations that are specifically relevant for the Philippines from an analysis of gender equality and the labor markets in Cambodia, Kazakhstan, and the Philippines, and two global good practice reviews: one on social and economic policy and the other on legislation (ADB 2013a; ADB and ILO 2013a; ADB and ILO 2013b)

A Micro Financing Framework for Rural Water and Sanitation Provisioning in Sub-Saharan Africa

This paper investigates potential issues with regard to water and sanitation. It argues that technological fixes alone are not enough and need to be complemented by other forms of innovation such as local community organization and financial innovation. It provides a micro financing framework that is founded on the Rotating Savings and Credit Associations (RoSCA) arrangements at the village level
