An intelligent-agent approach for managing congestion in W-CDMA networks
PhDResource Management is a crucial aspect in the next generation cellular networks
since the use of W-CDMA technology gives an inherent flexibility in managing the
system capacity. The concept of a “Service Level Agreement” (SLA) also plays a
very important role as it is the means to guarantee the quality of service provided to
the customers in response to the level of service to which they have subscribed.
Hence there is a need to introduce effective SLA-based policies as part of the radio
resource management.
This work proposes the application of intelligent agents in SLA-based control in
resource management, especially when congestion occurs. The work demonstrates the
ability of intelligent agents in improving and maintaining the quality of service to
meet the required SLA as the congestion occurs.
A particularly novel aspect of this work is the use of learning (here Case Based
Reasoning) to predict the control strategies to be imposed. As the system environment
changes, the most suitable policy will be implemented. When congestion occurs, the
system either proposes the solution by recalling from experience (if the event is
similar to what has been previously solved) or recalculates the solution from its
knowledge (if the event is new). With this approach, the system performance will be
monitored at all times and a suitable policy can be immediately applied as the system
environment changes, resulting in maintaining the system quality of service
Auctioning Bulk Mobile Messages
The search for enablers of continued growth of SMS traffic, as well asthe take-off of the more diversified MMS message contents, open up forenterprises the potential of bulk use of mobile messaging , instead ofessentially one-by-one use. In parallel, such enterprises or valueadded services needing mobile messaging in bulk - for spot use or foruse over a prescribed period of time - want to minimize totalacquisition costs, from a set of technically approved providers ofmessaging capacity.This leads naturally to the evaluation of auctioning for bulk SMS orMMS messaging capacity, with the intrinsic advantages therein such asreduction in acquisition costs, allocation efficiency, and optimality.The paper shows, with extensive results as evidence from simulationscarried out in the Rotterdam School of Management e-Auction room, howmulti-attribute reverse auctions perform for the enterprise-buyer, aswell as for the messaging capacity-sellers. We compare 1- and 5-roundauctions, to show the learning effect and the benefits thereof to thevarious parties. The sensitivity will be reported to changes in theenterprise's and the capacity providers utilities and prioritiesbetween message attributes (such as price, size, security, anddelivery delay). At the organizational level, the paper also considersalternate organizational deployment schemes and properties for anoff-line or spot bulk messaging capacity market, subject to technicaland regulatory constraints.MMS;EMS;Mobile commerce;SMS;multi-attribute auctions

Monitoring and analysis of low-voltage network with smart grid architecture model by developing use cases
The objective of this paper is to show the characteristics of smart meters enabling to monitor and analyze the low-voltage (LV) network. This is achieved by developing use cases, where power quality and outage data are transferred from smart meters through distribution network to the control center. To visualize the monitoring process of LV network, the use cases are mapped into smart grid architecture model. The paper proposes a solution to analyze the LV network interruption and power quality problems (over-voltage, under-voltage, voltage sags, and swells). Thus, this paper provides a smart platform for monitoring LV network.© 2021 Authors. A framework to provide charging for third party composite services
Includes synopsis.Includes bibliographical references (leaves 81-87).Over the past few years the trend in the telecommunications industry has been geared towards offering new and innovative services to end users. A decade ago network operators were content with offering simple services such as voice and text messaging. However, they began to notice that these services were generating lower revenues even while the number of subscribers increased. This was a direct result of the market saturation and network operators were forced to rapidly deploy services with minimum capital investment and while maximising revenue from service usage by end users. Network operators can achieve this by exposing the network to external content and service providers. They would create interfaces that would allow these 3rd party service and content providers to offer their applications and services to users. Composing and bundling of these services will essentially create new services for the user and achieve rapid deployment of enhanced services. The concept of offering a wide range of services that are coordinated in such a way that they deliver a unique experience has sparked interest and numerous research on Service Delivery Platforms (SDP). SDP‟s will enable network operators to be able to develop and offer a wide-variety service set. Given this interest on SDP standardisation bodies such as International Telecommunications Union – Telecommunications (ITU-T), Telecoms and Internet converged Servicers and Protocols for Advanced Networks) (TISPAN), 3rd Generations Partnership Project (3GPP) and Open Mobile Alliance (OMA) are leading efforts into standardising functions and protocols to enhance service delivery by network operators. Obtaining revenue from these services requires effective accounting of service usage and requires mechanisms for billing and charging of these services. The IP Multimedia subsystem(IMS) is a Next Generation Network (NGN) architecture that provides a platform for which multimedia services can be developed and deployed by network operators. The IMS provides network operators, both fixed or mobile, with a control layer that allows them to offer services that will enable them to remain key role players within the industry. Achieving this in an environment where the network operator interacts directly with the 3rd party service providers may become complicated
