    Distribution automation applications of fiber optics

    Motivations for interest and research in distribution automation are discussed. The communication requirements of distribution automation are examined and shown to exceed the capabilities of power line carrier, radio, and telephone systems. A fiber optic based communication system is described that is co-located with the distribution system and that could satisfy the data rate and reliability requirements. A cost comparison shows that it could be constructed at a cost that is similar to that of a power line carrier system. The requirements for fiber optic sensors for distribution automation are discussed. The design of a data link suitable for optically-powered electronic sensing is presented. Empirical results are given. A modeling technique that was used to understand the reflections of guided light from a variety of surfaces is described. An optical position-indicator design is discussed. Systems aspects of distribution automation are discussed, in particular, the lack of interface, communications, and data standards.     Research & Development in the Telecommunication Industry in Prewar Japan -Automatic Telephone Switchboard-

    The telephone system was not sufficiently developed in prewar Japan. This study examines the technological development of automatic telephone switchboard (ATS) to clarify the problems of telephone system in prewar Japan. Ministry of Communication(MOC) introduced automatic telephone system in 1923. From the standpoint of the telephone exchange service, it was a very opportune decision; however, it was technologically premature. Although they had conducted research on the system before WW1, their only choice was the primitive S ~ S system. Further, the dependence on import technology caused different A-type and H-type ATS to coexist. Each local telephone exchange district independently introduced a different type. The MOC had to prepare the specifications and parts for repair for two different systems. These factors hampered the improvement of the telecommunication quality. Standardizing the system by using independent technology became the biggest issue for the MOC in the 1930s. In the 1930s, some joint researches were organized with private enterprises. They tried to develop a gT-typeh or gElectronic Tube-typeh ATS. However, the T-type ATS was merely an improvement over the outdated S ~ S system with respect to the circuit design. On the other hand, Matsumae aimed at a novel technology, an electronic common control system. However, a suitable electronic tube was not invented. As a result, the telecommunication industry was unable to resolve the coexistence problem in the prewar period. However, the engineers of MOC and ATS suppliers recognized their technological backwardness and shared an awareness of the importance of standardization by independent technology.     The evolution of retail banking services in United Kingdom: a retrospective analysis

    The purpose of this paper is to assess the sequence of technological changes occurred in the retail banking sector of the United Kingdom against the emergence of customer services by developing an evolutionary argument. The historical paradigm of Information Technology provides useful insights into the ‘learning opportunities’ that opened the way to endogenous changes in the banking activity such as the reconfiguration of its organizational structure and the diversification of the product line. The central idea of this paper is that innovation never occurs without simultaneous structural change. Thus, a defining property of the banking activity is the diachronic adaptation of formal and informal practices to an evolving technological dimension reflecting the extent to which the diffusion of innovation (re)generates variety of micro level processes and induces industry evolution.Information Technology; Retail Banking; History of Technology; Innovation Systems.

    INNOVATIVE CITY IN WEST CHINA CHONGQING

    This working paper offers insights on science and technology in China with supporting official and interview data. The paper, as evidenced from the title, is indicating the future role of Chongqing and its evolution primarily focusing on the period of rapid development of the Municipality after Chongqing became a political entity on the same level as provinces of China. This has coincided with the planning, construction and completion of the Three Gorges Dam Project involving the resettlement of 1,000,000 people – most them coming to the rural areas Chongqing Municipality. Three major sub-themes are highlighted. First, the city played important role during more than 2000 years of its history (in 1981, for example it became first inland port in China open for foreign commerce). In the XX century Chongqing was national capital during the Second World War and the Japanese invasion (Nationalists government). Since then it enjoyed higher political status and economic independence than any other city of the same size in whole western China. Second, the municipality’s geographical position and demographic condition makes it quite unique in West China. It has a population of 31 million, an area of 82 square km, a population density of 379 persons per km2 and a location at the upper reaches of Chang (Yangtze) River. This makes it the gate of Southwest China. Third, Chongqing has a strong basic multi-faced economy in the region. Central investment since the 1950s has assisted the development of a relatively strong modern industrial base in the city. Despite the post-Mao reform era’s impact on social and economic disparities as between the coastal areas and the west, Chongqing remains one of the China’s strongest city economies. Its industrial output value ranked 11th among the 35 biggest city economies in China in 2000, though it ranked behind the top ten most industrialized coastal cities, all of which had attracted much greater foreign investment during the reform era. The campaign to Open up the West provides Chongqing with the opportunity to act as the growth pole for a number of less industrialized provincial-level units in north-west and south-west China. Fourth, the initiatives by central authorities and the extraordinary task of Three Gorges Dam project required among other great tasks also relocation of over 1,2 million people, the rebuilding of two cities, eleven county towns and one hundred sixteen townships from the site of Three Gorges Dam water reservoir. Until 2005 there were already almost one million residents resettled.     This is the second interim report of the research project "Information Society, Work and the Generation of New Forms of Social Exclusion" (SOWING). It is based on a firm survey conducted in the eight regions participating in the research project — Flanders (Belgium), Lazio (Italy), Niederösterreich (Austria), Portugal, the Republic of Ireland, the Stuttgart area (Germany), the Tampere region (Finland) and the West London area (U.K.). The aim of this report is to present a broad overview of the collected data. In general, only simple statistical methods have been applied. The report focuses on a regional comparison; however, the data have also been analysed by firm size, measured by quantity of staff, and industrial sector. It should be seen as a first step in the data analysis; it may also give some hints for a more strategic analysis of the survey data.Information Society; Work;

    Open Source Integrated Library Systems in Public Libraries

    One of the most fundamental decisions a library makes is choosing an integrated library system, or ILS. A public library can remove unwanted outside influence and save money by switching their ILS to free and open source software, or FOSS. This article is an examination of the progress made by FOSS ILSs to become not only contenders against proprietary systems, but also an appropriate choice for financial, functional, and philosophical reasons. Included is a timeline of published evaluations, the milestone of 14% adoption, a summary of the current landscape, and example implementation cases. A functional analysis shows why a public library can now safely make the switch. A philosophical analysis shows why they should do so.
