    Europe’s labour markets and the world of work in general are being transformed by the megatrends of globalisation, the fragmentation of the production and value chain, demographic ageing, new societal aspirations and the digitalisation of the economy. This Issue Paper presents the findings and policy recommendations of “The future of work – Towards a progressive agenda for all”, a European Policy Centre research project. Its main objectives were to expand public knowledge about these profound changes and to reverse the negative narrative often associated with this topic. It aimed to show how human decisions and the right policies can mitigate upcoming disruptions and provide European and national policymakers with a comprehensive toolkit for a progressive agenda for the new world of work

    Management Staff by International Comparison: Most of the Women on Supervisory Boards in Germany are Works Council Representatives

    In June 2004 only about one tenth of all the seats on the boards of the 200 biggest companies worldwide were held by women. In 22 of these companies women held at least 25% of the seats on the board. Three of the companies were German. Here the percentage is made up entirely of women who represent the workforce. In 72 of the 100 biggest companies in Germany at least one member of the supervisory board is a woman (7.5% of the total number of seats); more than 80% of these women acquired their seat through the works council. This sobering figure on corporate management is largely a result of the low number of women in top management jobs compared with men. According to information from companies women currently account for about one tenth of the management jobs in Germany. And although progress has been made in some areas in the past decade, an equal distribution of top jobs between men and women is still a distant prospect. In view of the considerable social and demographic changes now underway, it is essential to make better use of the potential of highly qualified women to ensure that the German economy remains competitive. Hence it is proposed to set up a high-ranking 'Glass Ceiling Commission', similar to the one in the United States. It should work out the economic and social consequences of this problem with the cooperation of the private sector, and develop recommendations on the measures and binding framework conditions that may be necessary. That could help to overcome the barriers to the promotion of women into management and decision-making positions.

    for Business, a new UK-wide network of employer-led Sector Skills Councils (SSCs), supported and directed by the Sector Skills Development Agency (SSDA). The purpose of Skills for Business is to bring employers more centre stage in articulating their skill needs and delivering skills-based productivity improvements that can enhance UK competitiveness and the effectiveness of public services. The remit of the SSDA includes establishing and progressing the network of SSCs, supporting the SSCs in the development of their own capacity and providing a range of core services. Additionally the SSDA has responsibility for representing sectors not covered by a SSC and co-ordinating action on cross cutting and generic skills issues. Research, and developing a sound evidence base, are central to the SSDA and to Skills for Business as a whole. It is crucial in: analysing productivity and skill needs; identifying priorities for action; and improving the evolving policy and skills agenda.     Race has undeniably shaped the city's landscape, giving rise to two very different Atlantas that underscore the fact that the place where children grow up affects their opportunities in life. This report examines the city through its 25 neighborhood planning units (NPUs) -- the resident advisory councils that make zoning and other planning recommendations -- to explore how race and community of residence erect persistent barriers that keep kids from reaching their potential. They also keep the city from fully harnessing its economic power: Metro Atlanta's economy stands to gain an additional $78.6 million annually by promoting racial equity, according to a recent study.This report explores how race and community of residence continue to create barriers that keep the city's kids, particularly those of color, from reaching their full potential. The report highlights three key areas that support or thwart children's healthy development: (1) the community where they grow up; (2) school experiences; and (3) family access to economic opportunities.     The research focus is on personal and other factors that pre-dispose, motivate and enable people to have longer working lives, drawing on both primary research and secondary sources. After a statistical overview of the European situation, most of the data used is from the United Kingdom, where substantial research has been carried out. Unless otherwise stated, research data are British. Surveys have shown a range of predictive factors, and that financial necessity and job satisfaction are two of the most important reasons for working after normal retirement age. These are illustrated by selected biographies drawn from two research projects, followed by an analysis of enabling factors, including qualifications, the availability of jobs, attitudes and policies of employers, health, government policy and vocational guidance and mentoring. The chapterpaper concludes that working after retirement age ought to be a matter of individual choice
