Introduction to \u3ci\u3eDoctoral Education and the Faculty of the Future\u3c/i\u3e
[Excerpt] Concern has been expressed, however, that the growing enrollment of foreign students in American PhD programs crowds out potential American citizen PhD holders and discourages them from pursuing PhD study. On the other hand, the aftermath of 9/11, the growth of research infrastructure and research support in other nations, and the growth of other nations\u27 higher education systems all cast doubt on the ability of the United States to continue to rely on foreign PhD holders to meet our nation\u27s need for scientific researchers and to fill future faculty positions.
Given all of these issues, in October 2006 the Cornell Higher Education Research Institute brought together a group of researchers from a wide number of science and social science fields, academic administrators, and policymakers for the conference Doctoral Education and the Faculty of the Future. The sessions at the conference focused on efforts to increase and improve the supply of future faculty, and covered topics ranging from increasing undergraduate interest in doctoral study to improving the doctoral experience and the representation of underrepresented groups in doctoral education. The chapters in this book are revisions of the papers presented at that conference
Multinational perspectives on information technology from academia and industry
As the term \u27information technology\u27 has many meanings for various stakeholders and continues to evolve, this work presents a comprehensive approach for developing curriculum guidelines for rigorous, high quality, bachelor\u27s degree programs in information technology (IT) to prepare successful graduates for a future global technological society. The aim is to address three research questions in the context of IT concerning (1) the educational frameworks relevant for academics and students of IT, (2) the pathways into IT programs, and (3) graduates\u27 preparation for meeting future technologies. The analysis of current trends comes from survey data of IT faculty members and professional IT industry leaders. With these analyses, the IT Model Curricula of CC2005, IT2008, IT2017, extensive literature review, and the multinational insights of the authors into the status of IT, this paper presents a comprehensive overview and discussion of future directions of global IT education toward 2025
Higher Education on Buildings: Case Study in the North Dakota Region
Because of the growing demand for local skilled professionals to improve the health, energy efficiency, and sustainability of residential and commercial buildings in North Dakota, this case study reports the current situation of higher education relating to buildings in the state’s vicinity, including Minnesota, Montana, North Dakota, and South Dakota. In this region, 116 programs relating to buildings were found in 41 postsecondary institutions, and both their majors and courses were then studied with frequency lists. The frequency information was analyzed over nine sets of curriculum areas at both graduate and undergraduate levels for the four states. After the current state of buildings in North Dakota was investigated, strategies were then proposed to rectify current issues regarding higher education on buildings, including but not limited to forming a comprehensive and interdisciplinary program on buildings (e.g., architectural engineering), providing more graduate programs, developing more courses in areas that lack adequate coursework, and increasing student enrollment. These strategies will greatly promote the health, energy efficiency, and sustainability for new and existing buildings in the four-state region of Minnesota, Montana, North Dakota, and South Dakota
Representative Names of Computing Degree Programs Worldwide
Through the auspices of ACM and with support from the IEEE Computer Society, a task group charged to prepare the IT2017 report conducted an online international survey of computing faculty members about their undergraduate degree programs in computing. The purpose of this survey was to clarify the breadth of and disparities in nomenclature used by diverse communities in the computing field, where a word or phrase can mean different things in different computing communities. This paper examines the English-language words and phrases used to name the computing programs of almost six hundred survey respondents, and the countries in which those names are used. Over eight hundred program names analysed in this paper reveal six program names that together account for more than half of all program names. The paper goes on to consider possible correspondence between reported program names and the five areas of computing identified by the ACM. Names such as computer science and information technology appear to dominate, but with different meanings, while the names of other computing disciplines show clear geographic preferences. Convergence towards a very small number of highly representative program names in computing education worldwide might be deceptive. The paper calls for further examination and international collaborations to align program names with program curriculum content
Latin American perspectives to internationalize undergraduate information technology education
The computing education community expects modern curricular guidelines for information technology (IT) undergraduate degree programs by 2017. The authors of this work focus on eliciting and analyzing Latin American academic and industry perspectives on IT undergraduate education. The objective is to ensure that the IT curricular framework in the IT2017 report articulates the relationship between academic preparation and the work environment of IT graduates in light of current technological and educational trends in Latin America and elsewhere. Activities focus on soliciting and analyzing survey data collected from institutions and consortia in IT education and IT professional and educational societies in Latin America; these activities also include garnering the expertise of the authors. Findings show that IT degree programs are making progress in bridging the academic-industry gap, but more work remains

Foreign Students in the United States: Policies and Legislation
[Excerpt] Five years after the September 11, 2001, terrorist attacks by foreign nationals — including several terrorists on students visas — the security concerns over foreign student visas are being supplanted by competitiveness concerns. Potential foreign students, as well as all aliens, must satisfy Department of State (DOS) consular officers abroad and immigration inspectors upon entry to the United States that they are not ineligible for visas under the so-called “grounds for inadmissibility” of the Immigration and Nationality Act, which include security and terrorist concerns. The consular officers who process visa applicants are required to check the National Counterterrorism Center’s (NCTC) automated lookout systems before issuing any visa. In part because of these security measures, student visa debates have shifted from security to market-based discussions
Estimating Workforce Development Needs for High-Speed Rail in California, Research Report 11-16
This study provides an assessment of the job creation and attendant education and training needs associated with the creation of the California High-Speed Rail (CHSR) network, scheduled to begin construction in September 2012. Given the high profile of national and state commitment to the project, a comprehensive analysis that discusses the education, training, and related needs created during the build out of the CHSR network is necessary. This needs assessment is achieved by means of: 1) analyzing current high-speed rail specific challenges pertaining to 220mph trains; 2) using a more accurate and robust “bottom-up” approach to estimate the labor, education, skills, and knowledge needed to complete the CHSR network; and 3) assessing the current capacity of railroad-specific training and education in the state of California and the nation. Through these analyses, the study identifies the magnitude and attributes of the workforce development needs and challenges that lie ahead for California.
The results of this research offer new insight into the training and education levels likely to be needed for the emergent high-speed rail workforce, including which types of workers and professionals are needed over the life of the project (by project phase), and their anticipated educational level. Results indicates that although the education attained by the design engineers of the system signifies the most advanced levels of education in the workforce, this group is comparatively small over the life of the project. Secondly, this report identifies vast training needs for the construction workforce and higher education needs for a managerial construction workforce. Finally, the report identifies an extremely limited existing capacity for training and educating the high-speed rail workforce in both California and in the U.S. generally
A Historical Perspective on Runtime Assertion Checking in Software Development
This report presents initial results in the area of software testing and analysis produced as part of the Software Engineering Impact Project. The report describes the historical development of runtime assertion checking, including a description of the origins of and significant features associated with assertion checking mechanisms, and initial findings about current industrial use. A future report will provide a more comprehensive assessment of development practice, for which we invite readers of this report to contribute information

Arizona’s Rising STEM Occupational Demands and Declining Participation in the Scientific Workforce: An Examination of Attitudes among African Americans toward STEM College Majors and Careers
According to the Bureau of Labor Statistics (2008), science, technology, engineering, and math (STEM) occupations constitute a growing sector of Arizona’s economy. However, the number of African Americans earning degrees related to these occupations has not kept pace with this growth. Increasing the participation of African Americans in STEM education fields and subsequent related occupations in Arizona is vital to growing and maintaining the state’s economic stature. This objective is made even more compelling given that each year, from 2008– 2018, there are 3,671 projected job openings in STEM fields in Arizona. This study explores the extent to which the attitudes held by African Americans in Arizona toward STEM related majors and careers influence their likelihood of joining the state’s scientific workforce. Our analyses reveal the importance of career consideration, confidence in one’s ability to be successful in a STEM related field, and family support of the pursuit of STEM education and careers.Educatio
