    Social cost considerations and legal constraints in implementing modular integrated utility systems

    Workload Equity in Vehicle Routing Problems: A Survey and Analysis

    Over the past two decades, equity aspects have been considered in a growing number of models and methods for vehicle routing problems (VRPs). Equity concerns most often relate to fairly allocating workloads and to balancing the utilization of resources, and many practical applications have been reported in the literature. However, there has been only limited discussion about how workload equity should be modeled in VRPs, and various measures for optimizing such objectives have been proposed and implemented without a critical evaluation of their respective merits and consequences. This article addresses this gap with an analysis of classical and alternative equity functions for biobjective VRP models. In our survey, we review and categorize the existing literature on equitable VRPs. In the analysis, we identify a set of axiomatic properties that an ideal equity measure should satisfy, collect six common measures, and point out important connections between their properties and those of the resulting Pareto-optimal solutions. To gauge the extent of these implications, we also conduct a numerical study on small biobjective VRP instances solvable to optimality. Our study reveals two undesirable consequences when optimizing equity with nonmonotonic functions: Pareto-optimal solutions can consist of non-TSP-optimal tours, and even if all tours are TSP optimal, Pareto-optimal solutions can be workload inconsistent, i.e. composed of tours whose workloads are all equal to or longer than those of other Pareto-optimal solutions. We show that the extent of these phenomena should not be underestimated. The results of our biobjective analysis are valid also for weighted sum, constraint-based, or single-objective models. Based on this analysis, we conclude that monotonic equity functions are more appropriate for certain types of VRP models, and suggest promising avenues for further research.Comment: Accepted Manuscrip

    Identification and Mapping of Readiness of Micro and Small Coffee Industry Cluster Development

    Cluster development of micro and small-scaled coffee industry is an effortto improve the economy of community by utilizing local resources. This studywas aimed to identify phase of cluster growth through determinant factors ofindustrial cluster growth; to assess a linkage between economy players in theindustrial cluster; and to identify strength, weakness, opportunity, and threat incoffee industry development. This research was carried out in Sumberwringin,Bondowoso District, East Java. Survey method through direct observation andinterviews were conducted in this study. Data collected included primary andsecondary data. Number of respondents were 25 industry players selected byjudgement sampling method. The data were analyzed by exploratory descriptivewith content analysis method. This research concluded that industrial clusterstudied was still in phase of formation and initiative (embryo) and its growthpattern followed Pattern III. Interrelationship between core industries has notbeen established, while linkage between core industries and supporting industrieshad already well-established. Strength and opportunity in coffee industrydevelopment included raw materials availability, market segment growth. Smalland micro enterprises credit facility, supporting facility, and labor availability.Constraints and threat faced by coffee industry included limited market access,in adequate machineries, limited working capital, raw materials quality, inconsistentproduct quality, credit claim, and competitors

    Engineering Feasibility Study of Fire Island as a Location for a Future Correctional Facility: Final Report

    The "Legal Factors" section appearing on page 38–50 of this report was prepared by Stephen Conn of the UAA Justice Center, School of Justice. / This report is part of the Fire Island Prison Feasibility Study, a project conducted jointly by the School of Justice and School of Engineering at University of Alaska, Anchorage under contract to the Alaska Department of Corrections. The project undertook to assess the feasibility of locating a correctional facility on a 4,240 acre tract of land on Fire Island, which lies in Upper Cook Inlet about three miles off Point Campbell within the Municipality of Anchorage. The project was divided into three major phases: (1) an assessment of future bed space needs of the Alaska Department of Corrections; (2) an evaluation of the physical site and cost estimates for prison construction and operation; and (3) a public opinion survey and open discussion.This report provides the final results of an engineering assessment and evaluation of a 4,240 acre tract of land on Fire Island for a proposed correctional facility. Fire Island is an island in Upper Cook Inlet about three miles off Point Campbell within the Municipality of Anchorage. The report describes climatic and geophysical factors on the island including temperature, precipitation, wind, topography, geology and soils, seismicity, slide potential, and coastal erosion; facility site evaluation including suitability of soils for building foundations, transportation and site access, utility availability (water, wastewater and solid waste disposal, electricity, and communications), and legal factors (constitutional issues, prison security, and access to prisons); and estimated construction costs. Comparisons with alternative prison sites at Palmer and Goose Bay, both located within the Matanuska-Susitna Borough, are provided.     Manufacturing in Scotland

    Set against the backdrop of current thinking that UK manufacturing needs to move into higher value, this report, commissioned on behalf of the Scottish Manufacturing Advisory Service (SMAS) Board, set out to: Give an account of the current status of manufacturing SME’s in Scotland including current activities, aspirations, strategies and challenges facing them; Assess the progress Scotland has made towards high value manufacturing; Make recommendations as to the type of support needed to enable Scottish manufacturing SMEs invest in their long-term future. The resulting report is based on findings of a survey that delivered responses from 435 Scottish manufacturing companies and in-depth interviews with directors of 45 companies. This research was carried out during the period April to September 2008. Our research suggests that there have been significant shifts within manufacturing SMEs in Scotland. The most notable shifts include: A shift in the basis of competition. Our research suggests that the primary basis of competition for Scottish manufacturing SMEs is not price. Increasingly Scottish SMEs are adding value through quality and customer service. A shift in the nature and scope of operations. Whilst the primary business function of manufacturing companies remains production, there is evidence of increasing levels of design and service activity taking place. Companies reported they expected this trend to continue as the shift in the basis of competition away from price towards innovation and customer service gains pace. These changes suggest a move towards high value manufacturing. However there are major challenges facing Scottish SMEs if they are to compete on new value propositions. Of particular concern are: Lack of strategic vision and understanding of the capabilities and competencies needed to compete on the new value propositions. Whilst companies largely recognise the need to improve manufacturing efficiency, many have not embraced the need to develop and improve processes that deliver value to the customer (eg. Customer service processes, new product development processes etc). If customer service, innovation and quality are key differentiators and the way they add value, then companies need to ensure they have sustainable processes to deliver this value. Changes in operational activity have tended to be the result of evolution and opportunity rather than coherent operational strategy. Many companies need help in generating and enacting strategic change There is a lack of appreciation of the potential value of innovation in delivering value (and indeed the understanding of innovation in its many guises). Almost all companies interviewed reported some problems finding and retaining staff. Whilst in some cases labour shortages were due to specific skills and knowledge, there was also a general problem recruiting people with basic employability who had a desire to work in manufacturing. The poor image of manufacturing was a worry to the vast majority of interviewees. Many companies recognised the potential to exploit opportunities overseas. Some alluded to the fact that it might not be enough to market and export overseas, but that a manufacturing presence may be needed to fully exploit the opportunity. In terms of the support needed, companies stated that they would be looking increasingly for help and support in the areas of manufacturing efficiency and sales and marketing. Supply chain was also an area where companies reported they would be looking for help and support. Companies also suggested that they would like to see improvements in terms of “community”, with a number of interviewees looking for help in accessing not just help and support, but also introductions to other organisations. The research team believe that whilst not always recognised by the companies, support is also needed in the areas of strategy (and linked to this leadership) and in developing and improving processes that add value. Finally, the research suggests worryingly low levels of manufacturing entrepreneurship in Scotland, with only 3% of companies surveyed established within the past 5 years. This is worthy of further investigation. 4 Key findings and recommendations are expanded upon in Table 1. However the key recommendations can be summarised as: Manufacturing SMEs continue to require support in manufacturing efficiency, sales and marketing and supply chain. As companies move away from price as the main basis for competition and towards alternative value propositions, they also need support in developing and enacting strategy. Of particular urgency, companies need help in developing and improving the processes and capabilities that deliver value (beyond traditional manufacturing) Establishing processes that support innovation and product development will be central to the sustainability of many Scottish SMEs Further work needs to be done to investigate the apparent low levels of manufacturing start-ups Further work is needed to understand the areas where Scottish SMEs can actually compete on high volume /low complexity – often due to “localisation” factors Consideration should be given to supporting companies who wish to establish manufacturing overseas to exploit global opportunitiesA skills strategy must be created in line with the needs of manufacturing industry The poor image of manufacturing in Scotland needs to be addresse

    empathi: An ontology for Emergency Managing and Planning about Hazard Crisis

    In the domain of emergency management during hazard crises, having sufficient situational awareness information is critical. It requires capturing and integrating information from sources such as satellite images, local sensors and social media content generated by local people. A bold obstacle to capturing, representing and integrating such heterogeneous and diverse information is lack of a proper ontology which properly conceptualizes this domain, aggregates and unifies datasets. Thus, in this paper, we introduce empathi ontology which conceptualizes the core concepts concerning with the domain of emergency managing and planning of hazard crises.     WHY FUZZY ANALYTIC HIERARCHY PROCESS APPROACH FOR TRANSPORT PROBLEMS?

    The evaluation of transport projects has become increasingly complex. Different aspects have to be taken into account and the consequences of the problems are usually far reaching and the different policy alternatives are numerous and difficult to predict. Several pressure or action groups have also emerged causing an even more complex decision making process. The use of multi criteria analysis for the evaluation of transport projects has increased due to this increasing complexity of the problem situation. At the same time, the importance of stakeholders within this evaluation process should have been recognized. Researches on transport projects are generally carried out to provide information to policymakers that have to operate within restrictive parameters (political, economical, social, etc…). Researchers should therefore take greater account of the different priorities of stakeholders such as policymakers, private enterprises and households. These stakeholders should be incorporated explicitly in the evaluation process. The Analytic Hierarchy Process is one of the Fuzzy Multiple Criteria Decision Making methods. It can be applied in a very broad range of applications of decision problems. Logistics, urban planning, public politics, marketing, finance, education, economics are a part of this wide application area. In transport subjects it can be used for the evaluation of transport policy measures or decision making problems. Due to its wide range application area, it has been an exciting research subject for many different field researchers. The aim of this paper is to introduce AHP method and to offer how to benefit it for the preference of urban planners in transport problems. This paper is composed of two main parts. First part consists of the literature survey regarding with the AHP and its application areas. The advantage of methods had been mentioned. Second part focuses on a sample application of AHP technique. The study uses AHP technique to determine the selection criteria in the transhipment port selection decision-making process.
