    Constructing a no-reference H.264/AVC bitstream-based video quality metric using genetic programming-based symbolic regression

    In order to ensure optimal quality of experience toward end users during video streaming, automatic video quality assessment becomes an important field-of-interest to video service providers. Objective video quality metrics try to estimate perceived quality with high accuracy and in an automated manner. In traditional approaches, these metrics model the complex properties of the human visual system. More recently, however, it has been shown that machine learning approaches can also yield competitive results. In this paper, we present a novel no-reference bitstream-based objective video quality metric that is constructed by genetic programming-based symbolic regression. A key benefit of this approach is that it calculates reliable white-box models that allow us to determine the importance of the parameters. Additionally, these models can provide human insight into the underlying principles of subjective video quality assessment. Numerical results show that perceived quality can be modeled with high accuracy using only parameters extracted from the received video bitstream

    High definition H.264/AVC subjective video database for evaluating the influence of slice losses on quality perception

    Prior to the construction or validation of objective video quality metrics, ground-truth data must be collected by means of a subjective video database. This database consists of (impaired) video sequences and corresponding subjective quality ratings. However, creating this subjective database is a timeconsuming and expensive task. There is an ongoing effort towards publishing such subjective video databases into the public domain. This facilitates the development of new objective quality metrics. In this paper, we present a new subjective video database consisting of impaired High Definition H. 264/AVC encoded video sequences and associated quality ratings gathered from a subjective experiment. This database can be used freely to determine impairment visibility or estimate overall quality of a video in the case of lost slices due to network impairments

    Service Platform for Converged Interactive Broadband Broadcast and Cellular Wireless

    A converged broadcast and telecommunication service platform is presented that is able to create, deliver, and manage interactive, multimedia content and services for consumption on three different terminal types. The motivations of service providers for designing converged interactive multimedia services, which are crafted for their individual requirements, are investigated. The overall design of the system is presented with particular emphasis placed on the operational features of each of the sub-systems, the flows of media and metadata through the sub-systems and the formats and protocols required for inter-communication between them. The key features of tools required for creating converged interactive multimedia content for a range of different end-user terminal types are examined. Finally possible enhancements to this system are discussed. This study is of particular interest to those organizations currently conducting trials and commercial launches of DVB-H services because it provides them with an insight of the various additional functions required in the service provisioning platforms to provide fully interactive services to a range of different mobile terminal types

    How Design Plays Strategic Roles in Internet Service Innovation: Lessons from Korean Companies

    In order to survive in the highly competitive internet business, companies have to provide differentiated services that can satisfy the rapidly changing users’ tastes and needs. Designers have been increasingly committed to achieving user satisfaction by generating and visualizing innovative solutions in new internet service development. The roles of internet service design have expanded from a narrow focus on aesthetics into a more strategic aspect. This paper investigates the methods of managing design in order to enhance companies’ competitiveness in internet business. The main research processes are to: (1) explore the current state of internet service design in Korea through in-depth interviews with professional designers and survey questionnaires to 30 digital design agencies and 60 clients; (2) compare how design is managed between in-house design groups and digital design agencies though the case studies of five Korean companies; and (3) develop a taxonomy characterizing four roles of designers in conjunction with the levels of their strategic contributions to internet service innovation: visualist, solution provider, concept generator, and service initiator. In addition, we demonstrate the growing contributions of the strategic use of design for innovating internet services, building robust brand equity, and increasing business performance.     WTO Regulations and the Audio-visual Sector—An Analytical Framework for Pakistan

    Audio-visual services play a crucial and formative role in any society. These services are closely linked to the preservation of cultural identity and social values, and play a major role in shaping public opinion, safeguarding democratic system and developing creative potential. Due to these reasons, governments of both developed and developing countries not only provide direct and indirect incentives to their domestic industries but also strictly regulate the content of audio-visual media. During the Uruguay Round of WTO (World Trade Organisation) negotiations, audio-visual service sector witnessed limited liberalisation. Even major players such as the EU, Australia and Canada did not make any commitments to liberalise trade in these services. This was primarily to protect the domestic industries from foreign competition, promote their growth and to protect the cultural heritage of the nations from foreign influence. Many countries have repeatedly raised concerns about the capability of the GATS (General Agreement on Trade in Services) framework to take into account the democratic, cultural and social aspects. Others have explained that audio-visual sector is largely covered by domestic regulations and normal trade rules are not applicable to these services.
