    E-Governance: Strategy for Mitigating Non-Inclusion of Citizens in Policy Making in Nigeria

    The Nigerian federation that currently has 36 states structure adopted the Weberian Public Administrative system before now as an ideal way of running government, which was characterized with the traditional way of doing things without recourse to the deployment of Information Communication Technology (ICT). Today e-governance is seen as a paradigm shift from the previous way of governance. Research has shown that, the adoption and implementation of e-governance is more likely to bring about effective service delivery, mitigate corruption and ultimately enhance citizens’ participation in governmental affairs. However, it has been argued that infrastructure such as regular electricity power and access to the Internet, in addition to a society with high rate of literacy level are required to effectively implement and realize the potentials of e-governance for improved delivery of services. Due to the difficulties currently experienced, developing nations need to adequately prepare for the implementation of e-governance on the platform of Information Communication Technology (ICT). Hence, this study seeks to examine whether the adoption and implementation of e-governance in the context of Nigeria would mitigate the hitherto non-inclusion of citizens in the formulation and implementation of government policies aimed at enhanced development. To achieve the objective of the study, data were sourced and analyzed majorly by examining government websites of 20 states in the Nigerian federation to ascertain if there are venues for citizens to interact with government in the area of policy making and feedback on government actions, as a way of promoting participatory governance. The study revealed that the adoption and implementation of e-governance in the country is yet to fully take place. This is due to lack of infrastructure, low level of literacy rate and government inability to provide the necessary infrastructure for e-governance to materialize. The paper therefore, recommends among others the need for the Federal Government to involve a sound and clear policy on how to go about the adoption and implementation of egovernance through deliberate effort at increasing budgetary allocation towards infrastructural development and mass education of citizens

    The Impact of e-Democracy in Political Stability of Nigeria

    The history of the Nigerian electoral process has been hitherto characterized by violence stemming from disputes in election outcomes. For instance, violence erupted across some states in Northern Nigeria when results indicated that a candidate who was popular in that part of the country was losing the election leading to avoidable loss of lives. Beside, this dispute in election outcome lingers for a long time in litigation at the electoral tribunals which distracts effective governance. However, the increasing penetrating use of ICTs in Nigeria is evident in the electoral processes with consequent shift in the behavior of actors in the democratic processes, thus changing the ways Nigerians react to election outcomes. This paper examines the trend in the use ICT in the Nigerian political system and its impact on the stability of the polity. It assesses the role of ICT in recent electoral processes and compares its impact on the outcome of the process in lieu of previous experiences in the Nigeria. Furthermore, the paper also examines the challenges and risks of implementing e-Democracy in Nigeria and its relationship to the economy in the light of the socio-economic situation of the country. The paper adopted qualitative approach in data gathering and analysis. From the findings, the paper observed that e-democracy is largely dependent on the level of ICT adoption, which is still at its lowest ebb in the country. It recognizes the challenges in the provision of ICT infrastructure and argues that appropriate low-cost infrastructure applicable to the Nigerian condition can be made available to implement e-democracy and thus arouse the interest of the populace in governance, increase the number of voters, and enhance transparency, probity and accountability, and participation in governance as well as help stabilize the nascent democrac

    A framework for m-voting implementation in South Africa

    Voting enables certain formal decisions to be made through the participation of a given population; and it is the vital part of a democratic process. The method of voting used in South Africa (SA) today is derived from the Australian ballot system. This paper-based voting system, however, is slow, convoluted and inaccurate because of human errors; it is costly and largely inefficient. In the early 1900s, election officials overwhelmingly decided to use electronic voting (E-voting) systems to solve some of the problematic issues of paper-based voting systems. Mobile voting (M-voting) is a subset of E-voting; and it allows citizens to use their mobile phones to cast their votes. Very few countries have endeavoured to implement M-voting, in order to improve mobility and simplify the election procedures. Despite several M-voting initiatives reported worldwide; insufficient attention has been devoted to understanding the factors that influence the success or failure of M-voting implementation. It is also important to note that the implementation of M-voting may be very difficult; if the different modalities that aid successful M-voting implementation are not in place. This study seeks to develop a framework that has the potential to enable the successful implementation of M-voting in SA. The proposed framework is an IT artefact that endeavors to improve human experiences for voting. This study followed a Design-Science approach; and it made use of a case study to collect the data via a literature review, observations, questionnaires, focus groups and expert reviews. The study revealed that there is no institutional, legal and regulatory framework for the proliferation of M-voting in SA. Successful M-voting implementation depends on a compendium of factors, which may be unique in the local context where it is implemented. The framework that resulted from the above was assessed for validity and applicability; after which a modified framework was presented.     The cornerstone of secure electronic voting protocols lies in the principle of individual verifiability. This thesis delves into the intricate task of harmonizing this principle with two other crucial aspects: ballot privacy and coercion-resistance. In the realm of electronic voting, individual verifiability serves as a critical safeguard. It empowers each voter with the ability to confirm that their vote has been accurately recorded and counted in the final tally. This thesis explores the intricate balance between this pivotal aspect of electronic voting and the equally important facets of ballot privacy and coercion-resistance. Ballot privacy, or the assurance that a voter's choice remains confidential, is a fundamental right in democratic processes. It ensures that voters can express their political preferences without fear of retribution or discrimination. On the other hand, coercion-resistance refers to the system's resilience against attempts to influence or manipulate a voter's choice. Furthermore, this thesis also ventures into an empirical analysis of the effectiveness of individual voter checks in ensuring a correct election outcome. It considers a scenario where an adversary possesses additional knowledge about the individual voters and can strategically decide which voters to target. The study aims to estimate the degree to which these checks can still guarantee the accuracy of the election results under such circumstances. In essence, this thesis embarks on a comprehensive exploration of the dynamics between individual verifiability, ballot privacy, and coercion-resistance in secure electronic voting protocols. It also seeks to quantify the effectiveness of individual voter checks in maintaining the integrity of election outcomes, particularly when faced with a knowledgeable and capable adversary. The first contribution of this thesis is revisiting the seminal coercion-resistant e-voting protocol by Juels, Catalano, and Jakobsson (JCJ), examining its usability and practicality. It discusses the credential handling system proposed by Neumann et al., which uses a smart card to unlock or fake credentials via a PIN code. The thesis identifies several security concerns with the JCJ protocol, including an attack on coercion-resistance due to information leakage from the removal of duplicate ballots. It also addresses the issues of PIN errors and the single point of failure associated with the smart card. To mitigate these vulnerabilities, we propose hardware-flexible protocols that allow credentials to be stored by ordinary means while still being PIN-based and providing PIN error resilience. One of these protocols features a linear tally complexity, ensuring efficiency and scalability for large-scale electronic voting systems. The second contribution of this thesis pertains to the exploration and validation of the ballot privacy definition proposed by Cortier et. al., particularly in the context of an adversarial presence. Our exploration involves both the Selene and the MiniVoting abstract scheme. We apply Cortier's definition of ballot privacy to this scheme, investigating how it holds up under this framework. To ensure the validity of our findings, we employ the use of tools for machine-checked proof. This method provides a rigorous and reliable means of verifying our results, ensuring that our conclusions are both accurate and trustworthy. The final contribution of this thesis is a detailed examination and analysis of the Estonian election results. This analysis is conducted in several phases, each contributing to a comprehensive understanding of the election process. The first phase involves a comprehensive marginal analysis of the Estonian election results. We compute upper bounds for several margins, providing a detailed statistical overview of the election outcome. This analysis allows us to identify key trends and patterns in the voting data, laying the groundwork for the subsequent phase of our research. We then train multiple binary classifiers to predict whether a voter is likely to verify their vote. This predictive modeling enables an adversary to gain insights into voter behavior and the factors that may influence their decision to verify their vote. With the insights gained from the previous phases, an adversarial classification algorithm for verifying voters is trained. The likelihood of such an adversary is calculated using various machine learning models, providing a more robust assessment of potential threats to the election process

    Digital Technologies for Deliberative Democracies: Models and Applications for Continuous Civic Engagement

    In the last fifty years, scholars have widely studied Deliberative Democracy and Deliberative Systems and proposed them as an alternative or integration to Rep- resentative and Participatory Democracy. The latter can on one side deal with communication challenges of diverse and pluralist modern Societies by opening Democratic procedures to Citizens and engaging them in Democratic decision- making procedures. On the other side, as like as Representative Democracies, Participatory Democracies do not promote deliberations to foster Citizens to reach a consensus on Societal issues. Indeed, Participatory Democracies are based on intrinsic mechanisms of aggregation of votes, not optimized to fulfil the diverse cog- nitive characteristics of Citizens, and are usually stand-alone processes that can not be interconnected. Gamified Online Deliberative Systems can fill these gaps. The first research goal of this work is to analyze Democracies, expose different models of them, and investigate from different perspectives the causes of the current crisis of Representative Democracies and the lack of Participatory Democracies models. The second research goal is to analyze the literature on Deliberative Democracies and Deliberative Systems in order to delineate a framework of requirements to im- plement the features needed for legitimated Deliberative Systems. The framework is then used to analyze a set of online tools for deliberation and cover the third research question: understand if these tools implement legitimacy features of on- line deliberation and can be connected to Deliberative Systems. The last research goal of this work is to investigate the cognitive characteristics of Citizens involved in deliberations and the motivations that may keep them continuously engaged in Deliberative Systems. After having exposed Gamification theories, this work proposes a fully gamified model for Online Deliberative Systems and describes a practical implementation of the model

    A process model for e-voting in South Africa

    An election is a core part of any global democracy. Elections provide citizens with the opportunity to voice their opinions. South Africa achieved democracy for the first time in 1994 and has had four successful national elections since then. All of these elections have been declared “free and fair” according to the Independent Electoral Commission (IEC). However, there have been various challenges facing the current South African electoral process. This research, therefore examines alternative methods to improve the current South African electoral process. This research firstly identifies the various challenges and characteristics associated with the current electoral process in South Africa. This research study proposes, to incorporate Information and Communication Technology (ICT) into the South African electoral process. Thus, arguing that utilizing ICT could potentially improve the process. Various countries worldwide have investigated different methods to improve their electoral processes. Countries such as India, Brazil, Estonia and the USA have incorporated ICT into their electoral processes, known as electronic voting (e-voting). Therefore, this research study investigates countries such as India, Brazil, Estonia and the USA which opted to implement e-voting into their electoral process. In addition, various e-voting technologies and their capabilities are explored in detail in this research study. The conclusions drawn from the examination of the electoral processes of countries that utilize e-voting, contributed to the achievement of the primary objective in this research. As a result, to address the various challenges facing the current electoral process in South Africa, a process model was developed called an E-voting Process Model, which depicts two electoral processes namely, an optical scan polling station voting process and an online voting process. This research argues that the E-voting Process Model could potentially improve the current electoral process in South Africa
