An improved negative selection algorithm based on the hybridization of cuckoo search and differential evolution for anomaly detection
The biological immune system (BIS) is characterized by networks of cells, tissues, and
organs communicating and working in synchronization. It also has the ability to learn,
recognize, and remember, thus providing the solid foundation for the development
of Artificial Immune System (AIS). Since the emergence of AIS, it has proved itself
as an area of computational intelligence. Real-Valued Negative Selection Algorithm
with Variable-Sized Detectors (V-Detectors) is an offspring of AIS and demonstrated
its potentials in the field of anomaly detection. The V-Detectors algorithm depends
greatly on the random detectors generated in monitoring the status of a system.
These randomly generated detectors suffer from not been able to adequately cover
the non-self space, which diminishes the detection performance of the V-Detectors
algorithm. This research therefore proposed CSDE-V-Detectors which entail the
use of the hybridization of Cuckoo Search (CS) and Differential Evolution (DE) in
optimizing the random detectors of the V-Detectors. The DE is integrated with CS
at the population initialization by distributing the population linearly. This linear
distribution gives the population a unique, stable, and progressive distribution process.
Thus, each individual detector is characteristically different from the other detectors.
CSDE capabilities of global search, and use of L´evy flight facilitates the effectiveness
of the detector set in the search space. In comparison with V-Detectors, cuckoo search,
differential evolution, support vector machine, artificial neural network, na¨ıve bayes,
and k-NN, experimental results demonstrates that CSDE-V-Detectors outperforms
other algorithms with an average detection rate of 95:30% on all the datasets. This
signifies that CSDE-V-Detectors can efficiently attain highest detection rates and
lowest false alarm rates for anomaly detection. Thus, the optimization of the randomly
detectors of V-Detectors algorithm with CSDE is proficient and suitable for anomaly
detection tasks
Innovative public governance through cloud computing: Information privacy, business models and performance measurement challenges
Purpose: The purpose of this paper is to identify and analyze challenges and to discuss proposed solutions for innovative public governance through cloud computing. Innovative technologies, such as federation of services and cloud computing, can greatly contribute to the provision of e-government services, through scaleable and flexible systems. Furthermore, they can facilitate in reducing costs and overcoming public information segmentation. Nonetheless, when public agencies use these technologies, they encounter several associated organizational and technical changes, as well as significant challenges. Design/methodology/approach: We followed a multidisciplinary perspective (social, behavioral, business and technical) and conducted a conceptual analysis for analyzing the associated challenges. We conducted focus group interviews in two countries for evaluating the performance models that resulted from the conceptual analysis. Findings: This study identifies and analyzes several challenges that may emerge while adopting innovative technologies for public governance and e-government services. Furthermore, it presents suggested solutions deriving from the experience of designing a related platform for public governance, including issues of privacy requirements, proposed business models and key performance indicators for public services on cloud computing. Research limitations/implications: The challenges and solutions discussed are based on the experience gained by designing one platform. However, we rely on issues and challenges collected from four countries. Practical implications: The identification of challenges for innovative design of e-government services through a central portal in Europe and using service federation is expected to inform practitioners in different roles about significant changes across multiple levels that are implied and may accelerate the challenges' resolution. Originality/value: This is the first study that discusses from multiple perspectives and through empirical investigation the challenges to realize public governance through innovative technologies. The results emerge from an actual portal that will function at a European level. © Emerald Group Publishing Limited
Towards an integrated model for citizen adoption of E-government services in developing countries: A Saudi Arabia case study
This paper considers the challenges that face the widespread adoption of E-government in developing countries, using Saudi Arabian our case study. E-government can be defined based on an existing set of requirements. In this paper we define E-government as a matrix of stakeholders; governments to governments, governments to business and governments to citizens using information and communications technology to deliver and consume services. E-government has been implemented for a considerable time in developed countries. However E-government services still faces many challenges their implemented and general adoption in developing countries. Therefore, this paper presents an integrated model for ascertaining the intention to adopt E-government services and thereby aid governments in accessing what is required to increase adoption
e-Consumer Behaviour
Purpose – The primary purpose of this article is to bring together apparently disparate and yet
interconnected strands of research and present an integrated model of e-consumer behaviour. It
has a secondary objective of stimulating more research in areas identified as still being underexplored.
Design/methodology/approach – The paper is discursive, based on analysis and synthesis of econsumer
literature.
Findings – Despite a broad spectrum of disciplines that investigate e-consumer behaviour and
despite this special issue in the area of marketing, there are still areas open for research into econsumer
behaviour in marketing, for example the role of image, trust and e-interactivity. The
paper develops a model to explain e-consumer behaviour.
Research limitations/implications – As a conceptual paper, this study is limited to literature and
prior empirical research. It offers the benefit of new research directions for e-retailers in
understanding and satisfying e-consumers. The paper provides researchers with a proposed
integrated model of e-consumer behaviour.
Originality/value – The value of the paper lies in linking a significant body of literature within a
unifying theoretical framework and the identification of under-researched areas of e-consumer
behaviour in a marketing context
Exploration of location-based services adoption
As mobile technologies become more ubiquitous in the general population, it is reasonable to assume that individuals will consume services and software to enhance their aspirations and entertainment desires. This paper discusses a controlled experiment to explore aspects of user perceptions of their use of location-based services. This study examines a location-based service prototype experiment and analysis based on the UTAUT model. The results show significant indicators that suggest behavior patterns of early adopters of location-based services are being observed. We discuss these influences and attempt to explain their significance. Moreover, more curiously we discuss why some of our model was unsupported and postulate why
Regional tourist destinations - the role of information and communications technology (ICT) in collaboration amongst tourism providers
The tourism industry can be seen as one of the first business sectors where business functions are almost exclusively using information and communications technologies (ICT). This has impacted on the way in which regional tourism destinations are promoted. The method of promoting regions via the development of regional tourist destination websites or portals using Internet technologies is increasingly being adopted both in Australia and around the world.
This paper investigates whether this approach is the most effective to achieve increased awareness and subsequent visitation of a region. Are there other ways to achieve a similar outcome? One such alternative is via a bottom up approach achieved through co-opetition or collaboration established within the group of local tourism industry operators. This cooperative networking is made possible via the use of ICT to facilitate the establishment of virtual business networks amongst tourism operators in a local community, cascading into an informal secondary tourism network within that region.
In many Australian regional areas the tourism bureau has been the key node for local tourism, but this structure has been fraught with many problems. Little is known about their effectiveness in delivering services to local small and medium tourism enterprises (SMTEs). The role of tourism bureaus in local tourism networks is changing and a study of this dynamic is provided here as an example of the interaction between top down and bottom up approaches.
Published case studies from around the world are considered demonstrating alternative approaches to using ICT to promote a region and communicate with potential visitors. Future empirical research is required to more fully understand the effectiveness of the different approaches
E-government adoption: A cultural comparison

This study compares e-government adoption in the U.K. to adoption in the U.S. In particular, this study seeks to determine if the same factors are salient in both countries. Several studies have explored citizen acceptance of e-government services in the U.S. However, few studies have explored this phenomenon in the U.K. To identify the similarities and differences between the U.K. and the U.S. a survey is conducted in the U.K. and the findings are compared to the literature that investigates diffusion in the U.S. This study proposes a model of e-government adoption in the U.K. based on salient factors in the U.S. A survey is administered to 260 citizens in London to assess the importance of relative advantage, trust and the digital divide on intention to use e-government. The results of binary logistic regression indicate that there are cultural differences in e-government adoption in the U.K. and the U.S. The results indicate that of the prevailing adoption constructs, relative advantage and trust are pertinent in both the U.S. and the U.K., while ICT adoption barriers such as access and skill may vary by culture. Implications for research and practice are discussed

Mobility has become one of the main priorities for users and this has impacted on cellular networks and telecommunication operators (CNTOs). However, entrants into the cellular industry have been confounded primarily by inexistent or weak Business Models (BMs). Designing a BM for a CNTO is
complex and requires multiple actors to balance different and often conflicting design requirements. Less attention has been given to
the business model of CNTOs. Hence, there is a need to enhance our ability to determine what
constitutes the optimal and most viable business model to meet the various strategic objectives and
goals for these CNTOs. In this paper an overview of research into the cellular business model and the main issues to be resolved is provided. In particular, the authors propose guidelines as a basis on which to develop a more comprehensive definition which may lead to a consensus. Cultivating Systems Leadership in Cross-Sector Partnerships: Lessons from the Linked Learning Regional Hubs of Excellence
Investments in the social sector have become increasingly complex, with many foundations shifting from supports for single organizations toward more systemic strategies focused on improving outcomes for entire communities. As a result, the field has become awash in regional, or place-based, investments that rely on cross-sector partnerships and networks to drive change. These efforts require coordination among stakeholders across all levels of the practice and policy continuum – from direct service providers, to nonprofit intermediaries, funders, advocacy organizations, and policymakers.It is in this context, and in the spirit of continuous learning, that The James Irvine Foundation's Linked Learning Regional Hubs of Excellence investment serves as a systems change experiment, offering insights and critical lessons that can inform others undertaking similar work.
