    The 'Zero Draft' of the International Guidelines for Securing Sustainable Small-scale Fisheries(SSF Guidelines) has been prepared based on the outcomes of the extensive consultation process that has taken place during the last few years. This preliminary draft text draws in particular on the Discussion Document: Towards Voluntary Guidelines on Securing Sustainable Small-scale Fisheries–prepared as a stock-taking exercise by the FAO SSF Guidelines Secretariat in July 2011 and the contributions to and the outcomes of the FAO Workshop on International Guidelines for Securing Sustainable Small-scale Fisheries held on 7-10 February 2012 in FAO, Rome. It has been prepared to stimulate further consultations among all concerned parties. The outcomes of these additional consultations will provide guidance to the FAO Secretariat when preparing the text of the SSF Guidelines that will be submitted as a draft to the formal inter-governmental negotiation process tentatively scheduled for May 2013

    Tidal, land subsidence and flooding in Semarang City brought many consequences to the city's economic and social conditions. In the economic sector, the largest contributor to GDP derives from industries that are located in the coastal area. The environmental problems also affect the ability of social adaptation and vulnerability. This issue encourages the efforts of the public and the government. City conditions are constantly changing force people to adapt for survival, through endogenous. At the same time, the government is trying to help for the same goal, through a variety of urban development. Although it has the same goal, many found gaps, which, if not followed could increase the vulnerability of society and lead social dysfunction. According to of the phenomenon, this article is based on questionnaire surveys, observation, and previous studies in Semarang City. Quantitative data obtained from questionnaire surveys of 133 respondents of the household. The questionnaire distributed in 3 villages in Genuk sub-district, i.e. Terboyo Kulon, Terboyo Wetan, and Trimulyo. Industrialisation in the coastal area is main caused informal settlement hyper growth in the coastal area. For the present study sought to find out how the process of adaptation that naturally affects the vulnerability of communities using qualitative methods. The results showed the social, economic condition is strongly influenced adaptability of society

    This paper analyzes the concept of “transformation” that many allege has occurred recently in a wide variety of national industrial relations systems. After a summary of the debate, with particular reference to the contentious case of Germany, the authors attempt to develop a definition of industrial relations system transformation on the basis of biological analogies and, in particular, the “punctuated equilibrium” theory. They examine the cases of the United States, Sweden, South Africa, and New Zealand, and conclude that the application of the biological frameworks raises a set of fundamental questions that must be addressed in order for the debate over the existence of industrial relations transformation to move forward

Even if the dimensions were understood, the connection between learning (or lack thereof) and performance remains unclear. However, regardless of the disputed state of the art, a multilevel, practical but necessarily exploratory and simple framework of common and individual variables associated with learning and change follows. Here as elsewhere, experimentation has an important role to play. Individual and collective learning are not about finding out what others already know, even if that is a useful first stage—it is about solving problems by doing, reflecting, connecting, and testing until a solution forms part of organizational life. There is no stock answer nor is there a single best approach

    An evolutionary complex systems decision-support tool for the management of operations

    Purpose - The purpose of this is to add both to the development of complex systems thinking in the subject area of operations and production management and to the limited number of applications of computational models and simulations from the science of complex systems. The latter potentially offer helpful decision-support tools for operations and production managers. Design/methodology/approach - A mechanical engineering firm was used as a case study where a combined qualitative and quantitative methodological approach was employed to extract the required data from four senior managers. Company performance measures as well as firm technologies, practices and policies, and their relation and interaction with one another, were elicited. The data were subjected to an evolutionary complex systems (ECS) model resulting in a series of simulations. Findings - The findings highlighted the effects of the diversity in management decision making on the firm's evolutionary trajectory. The CEO appeared to have the most balanced view of the firm, closely followed by the marketing and research and development managers. The manufacturing manager's responses led to the most extreme evolutionary trajectory where the integrity of the entire firm came into question particularly when considering how employees were utilised. Research limitations/implications - By drawing directly from the opinions and views of managers, rather than from logical "if-then" rules and averaged mathematical representations of agents that characterise agent-based and other self-organisational models, this work builds on previous applications by capturing a micro-level description of diversity that has been problematical both in theory and application. Practical implications - This approach can be used as a decision-support tool for operations and other managers providing a forum with which to explore: the strengths, weaknesses and consequences of different decision-making capacities within the firm; the introduction of new manufacturing technologies, practices and policies; and the different evolutionary trajectories that a firm can take. Originality/value - With the inclusion of "micro-diversity", ECS modelling moves beyond the self-organisational models that populate the literature but has not as yet produced a great many practical simulation results. This work is a step in that direction
