    Using The "Return on Investment" Strategy to Sustain Logistic Supply Provider Toward Indonesia's Logistic Policy

    The purpose of this paper is to analyze the strategies carried out by Supply Logistics in the supply chain using supply chain management analysis also to facilitate the logistics chain in Indonesia. SCM previous research did not have a studio that discussed supply chain by manager logistics strategies and what methods they used to maintain logistics inventory. The research methodologists carried out using qualitative adopted an exploratory data analysis (EDA) approach to qualitative research that defines and explains the issues obtained. Open coding was applied to find issues the most dominant and was used to classify the number of issues related to the data and visualized into word cloud obtained using NVIVO 12 Plus. Data were collected from Indonesia logistic supply chain sites. The findings of this article is ROI (Return on Investments) is a logistics strategy will support for reducing the investment costs by logistics provider company. Analysis of supply chain management can develop better emphasizes logistic chains in Indonesia.Dalam artikel ini memiliki tujuan untuk menganalisis strategi dalam tantangan penyaluran logistic yang merata. Dengan menggunakan analisis sistem Supply Chain Management (SCM) yang akan memetakan strategi apa yang dilakukan Indonesia dalam tantang penyaluran logistik. Studi SCM terdahulu telah banyak adanya, namun tidak berfokus pada penyaluran logistik dalam strateginya untuk menjaga keseimbangan rantai pasokan logistik. Penelitian ini menggunakan metode kualitatif yang mengadopisi pendekatan Exploratory Data Ananlysis (EDA) untuk menjelaskan dan mendefinisikan temuan masalah. Open Coding dikukan untuk menemukan topik dan mengklasifikasikan yang dominan dan memvisualisasikannya menjadi word cloud dengan NVIVO 12 Plus.     Cross-collaborative supply chains. How logistics services contribute to social responsibility.

    Abstract Purpose - The collaboration between profit and nonprofit entities has become a burning topic in supply chain management studies and corporate strategies. The world’s largest logistics service providers (LSPs) have been developing several practices improving social responsibility while collaborating with nonprofit actors. In particular, their core competences and offered services become extremely relevant in the context of humanitarian logistics initiatives. A key purpose of this article is to examine the projects currently undertaken by LSPs in humanitarian logistics. Methodology/Approach - This research follows a qualitative approach based on multiple case studies. Findings - The paper provides an overview of the leading LSPs’ involvement in humanitarian logistics and presents an analysis of their current “best practices” services in disaster relief with high impact in terms of social responsibility. Research Limitations/implications - There has been increased interest on the part of international academic and professional communities in humanitarian logistics. This study constitutes a platform for benchmarking analysis of logistics services to assure effective implementation of social responsibility principles. Originality/Value of paper - Humanitarian logistics is a rather new field in logistics management.     Developing a warehouse optimization model for humanitarian logistics : A study with United Nations High Commissioner for Refugees (UNHCR)

    In humanitarian logistics today there is a gap between the practical and theoretical methods used for facility localization. The consequence is that ad-hoc methods are frequently used, leading to non-optimal localization of facilities which in turn leads to long lead times and costs. This study aims to fill that gap by identifying the factors affecting facility localization in the humanitarian sector and constructing a model thereafter. UNHCR is an organization that is going through major changes in its supply chain management and has been used as a working example of a humanitarian organization and will be a future user of the model. To reach the conclusion, literature has been studied and interviews have been held. A field trip was conducted to gather live observations and conduct interviews. The findings are a number of quantitative factors that should be taken into consideration in facility localization such as demand size, facility cost, and facility capacity, and a number of qualitative factors such as infrastructure, political stability, climate, and security. The developed model will take these qualitative and quantitative factors into consideration and determine the most cost or lead time optimal network. The developed tool fits well in with the needs of humanitarian organizations and can be used as a support tool when making facility localization decisions. The model bridges the gap by adjusting and connecting existing research to the special needs of humanitarian organizations

    Supply Chain Management in Humanitarian Relief Logistics

    Hundreds of millions of people are affected by disasters each year. This thesis explores the use of supply chain management techniques to overcome the barriers encountered by logistics managers during humanitarian relief operations. Using grounded theory methodology, barriers were analyzed based on academic, organizational, and contemporary literature. Possible solutions to these barriers were selected from available supply chain management literature. This work is different from others in that it marries supply chain principles from different disciplines (including private, nonprofit, and military sectors) to benefit humanitarian operations. It also serves to advance the body of knowledge on this subject so that future logistics managers can build upon the concept. The result of the study is a simple framework of supply chain management solutions for overcoming logistics difficulties during humanitarian relief operations. (3 tables, 66 refs.

    Sourcing in humanitarian logistics: local, regional, and global approaches

    Sourcing and procurement of materials and services is a vital part of humanitarian logistics. Humanitarian organisations tend to combine local sourcing and international approaches, resulting in considerable complexity. This paper establishes a better understanding of the factors that influence sourcing decisions in humanitarian supply chains. 38 semi-structured interviews were conducted with individuals involved in both developmental and emergency humanitarian responses. Findings show that the philosophy of a particular humanitarian organisation has a considerable effect on their sourcing strategy, in addition to more practical issues such as local availability of goods and services, and quality control

    Aligning Performance Management Systems for Lasting Outcomes in Humanitarian Operations

    Logistics is dynamic, expansive, and critical to organizational success. While it is generally believed that effective logistics management is associated with positive performance outcomes, the links between organizational practice and performance are understudied. This dissertation leverages resource-based theory and organizational learning theory to examine organizational practice and performance in non-traditional logistics settings, with particular focus on military organizations and humanitarian operational settings. First, a meta-analytical study establishes generalizable associations between various operations management practices and performance outcomes. Then, this is applied to dynamic humanitarian logistics settings, exploring how practitioners perceive practice and performance, and how this is reported and documented for organizational performance improvement. A cumulative case study provides actionable recommendations for humanitarian practitioners and insights into an understudied area of performance management and organizational learning, which are then examined in-depth in a humanitarian field exercise. This dissertation demonstrates the importance of deliberate resource alignment, collaboration and learning for lasting logistics operations management success

    Supply Chain Integration and Performance of Humanitarian Aid Organizations in Kenya

    Humanitarian organizations are struggling to obtain the highest possible performance from their supply chains by utilizing and adopting various supply chain designs. This is upon realization that despite the huge chunks of money pumped into humanitarian sector, stringent oversight by donors and expectations from vulnerable populations, humanitarian supply chains still respond in a sluggish, inefficient and poorly coordinated manner to emergencies. The purpose of this study was to establish the influence of supply chain integration on performance of humanitarian aid organizations in Kenya. The study was anchored on the Relational View Theory and the Theory of Performance. Survey research design was employed for this study as it enabled the combination of both qualitative and quantitative research approaches. The study entailed a census survey of all the 330 humanitarian aid organizations carrying out their operations in Kenya with supply chain managers as the unit of observation. Objectively developed questionnaires were used to collect primary data. Descriptive statistics and inferential statistics was used aided by SPSS version 24 to facilitate data analysis. The data was presented using a combination of statistical and graphical techniques. The study findings revealed that supply chain integration was positively associated with performance of humanitarian aid organizations. The study recommends that humanitarian aid organizations should improve the use of information technology and computerized structures to integrate supply chain processes and ensure distinguishability of internal activities and procedures. Additionally, humanitarian aid organizations are recommended to boost their supply chain integration by exploring and embracing advanced and emerging technologies such as big data analytics, internet of things, cloud computing, machine learning, artificial intelligence and block chain. A multi-stakeholder approach that involves representatives from public sector, private sector, humanitarian sector, academia, military, beneficiaries and the media should be involved in drafting disaster management legislations and push for disaster preparedness to be enshrined in it. Further, humanitarian aid organizations have and will always play a crucial part in complex emergencies. This study proposed that all humanitarian supply chain actors come together and formulate a common response to complex emergencies, making use of the different competences of different players

    Mission impossible: operations management in complex, extreme, and hostile environments

    This PhD thesis seeks to advance knowledge on operations management (OM) challenges and strategies for crisis management in general and humanitarian relief in particular. Although knotty crisis situations are increasing in frequency, duration, and impact, their implications for OM remain ill-understood. I use the humanitarian context as a research setting because its features inherently render it challenging. Through comprehensive empirical studies, I explore the implications of complexity, extremity, and hostility for the operations of international humanitarian organisations (IHOs). The most crucial insights concern how contextual features impact IHOs’ decision space and outcomes. In studying complex emergencies as an exemplar phenomenon that induces complexity because of its politically charged nature, I find that inherent tensions between host government and IHOs interests lead to logistical inefficiencies for IHOs. Host government regulation and enforcement capabilities determine their nature and severity. My exploration of extremity caused by overlapping disasters leads to the curious finding that humanitarian supply networks exhibit resilience to overcome, and benefit from, unprecedented crises. Nonetheless, resilience capabilities and considerations become unsuitable as crises become long-drawn out. To explore the implications of hostility, I study operations in armed conflicts. Results show that when strategizing, the main trade-offs are cross-cutting between Humanitarian Action (HA) principles and OM performance objectives. Interestingly, the same IHO strategy leads to different results across conflicts. Overall, this thesis demonstrates that alternatives to conventional OM strategy and practices are needed in knotty contexts. The findings will be of interest to researchers and practitioners in OM, HA, and crisis management
