    Digitizing grey portions of e-governance

    Purpose: The purpose of this research paper is to assess e-governance efficacy in various sectors of India. The paper develops on Grey System Theory (GST) methodology and enlightens grey portions of e-governance in select sectors. Research study identifies few grey criteria which affect implementation of information and communication technology (ICT) applications to support sustainable e-governance. Such criteria are related to information security breaches, information technology (IT) policy implementation, investments and strategic advantages for the various sector developments. Design/methodology/approach: Considering ā€œinformationā€ as a sensitive element to security for administration and part of dark portion to Indian economy, GST-based COmplex PRroportional ASsessment (COPRAS-G) method is adopted to assess the e-governance efficacy. The method provides flexible multicriteria decision-making (MCDM) approach to assess e-governance in prioritizing the sector alternatives of future strategic development. Priority order of select sectors is estimated, and COPRAS-G method is used in the research study to support decision-making on e-governance. Study compares ten major gross domestic product-dependent sectors based on few grey criteria. These criteria are chosen based on authorsā€™ perspective on this study and feedback received from government officials of district levels under the Digital India-training programme. To address the subjectivity that lies in e-governance grey areas of sector, criteria are also weighted using fuzzy scale. Later methodology-based results are presented to draw a strategic road map for strategic development of the country. Findings: On applying COPRAS-G method to predict pessimistic, optimistic and realistic scenarios of e-governance implementation across the ten sectors, high priory order in realistic scenario of results shows that implementation of ICT applications for e-governance should be in the sectors such as environment, climate change and in the railways. Industrial sector is also ranked as the preferred one over the other sectors on the basis of e-governance efficacy assessment. Research limitations/implications: Here COPRAS-G method is used as MCDM techniques. However, few other MCDM techniques such as GRA, DRSA, VIKOR, SMAA, SWARA and SAW can be also explored to outrank various Indian sectors to deal with subjectivity in decision-making. Practical implications: Implementation of ICT applications to support e-governance varies from sector to sector. ICT-based governance involves high degree of complexity in driving the operations for development of respective sectors. Therefore, government and policymakers need more flexibility to overcome present barriers of sector development. Such research can support decision-making where GST-based COPRAS-G method is able to capture and address the breaches of information security. Moreover, management concern for sector development has been presented on the basis of pessimistic, optimistic and realistic scenarios more precisely. Social implications: The results can provide guidance to the academicians, policymakers and public sectors highlighting various possible measures to handle the security breaches in multi-facet intention of sustainable development. The outcomes from MCDM framework can also help in drawing a rough trajectory of strategy, i.e. development of ICTs applications and e-governance process. Originality/value: This paper can supplement and act as the support for decision-making in conflicting situations on different flexible scenarios. Moreover, such work can synergize conflicting ideas of decision makers, academics and various other stakeholders of the Indian IT sector

    open58siThis paper presents major gaps and challenges for implementing the UN Decade of Ocean Science for Sustainable Development (2021-2030) in the Mediterranean region. The authors make recommendations on the scientific knowledge needs and co-design actions identified during two consultations, part of the Decade preparatory-phase, framing them in the Mediterranean Seaā€™s unique environmental and socio-economic perspectives. According to the ā€˜Mediterranean State of the Environment and Development Report 2020ā€™ by the United Nations Environment Programme Mediterranean Action Plan and despite notable progress, the Mediterranean region is not on track to achieve and fully implement the Sustainable Development Goals of Agenda 2030. Key factors are the cumulative effect of multiple human-induced pressures that threaten the ecosystem resources and services in the global change scenario. The basin, identified as a climate change vulnerability hotspot, is exposed to pollution and rising impacts of climate change. This affects mainly the coastal zones, at increasing risk of extreme events and their negative effects of unsustainable management of key economic assets. Transitioning to a sustainable blue economy is the key for the marine environmentā€™s health and the nourishment of future generations. This challenging context, offering the opportunity of enhancing the knowledge to define science-based measures as well as narrowing the gaps between the Northen and Southern shores, calls for a joint (re)action. The paper reviews the state of the art of Mediterranean Sea science knowledge, sets of trends, capacity development needs, specific challenges, and recommendations for each Decadeā€™s societal outcome. In the conclusions, the proposal for a Mediterranean regional programme in the framework of the Ocean Decade is addressed.     Talismans of digital literacy: a statistical overview

    The individuals living in the 21st century have become the consumers of digital innovations and have to adapt, adopt and adapt to the new norm of surviving and thriving in the digital society. Familiarity with the latest technologies is not the only requirement for survival. One also needs to have relevant digital competencies to complete tasks with optimized outputs and efficiently deal with the chain of digital changes. The current study introduces the South Pacific digital literacy framework (SPDLF) driven by 6 essential literacies and sixty attributes. The study intends to provide a three-stage statistical validation for the South Pacific digital literacy framework. The three stages of validation include;(1) evaluating the strongest predictors of digital literacy from the six literacies in the SPDLF, (2) evaluating the significant predictors of each of the six literacies and (3) evaluating the significant attributes from a total of sixty attributes in the SPDLF. The results show that all attributes in the SPDLF are statistically significant, therefore, all attributes are significant contributors to digital literacy in the South Pacific digital literacy framework

While there are many local factors affecting libraries, there are also issues that transcend regional boundaries and common questions; it was with these questions in mind that this report was created. The NMC Horizon Report: 2014 Library Edition was produced by the NMC in collaboration with University of Applied Sciences (HTW) Chur, Technische Informationsbibliothek (TIB) Hannover, and ETH-Bibliothek Zurich. To create the report, an international body of experts from library management, education, technology, and other fields was convened as a panel.     A digital literacy model to narrow the digital literacy skills gap

    The concept of digital literacy is increasingly prevalent in the 21st century. Growing demands from the work sector for individuals to be digitally literate has prompted targeted interventions and innovations from the education sector to instil digital skills into the future workforce. However, despite efforts the digital skills gap remains visible globally. This paper explores the prominent educational frameworks and models, their advantages and limitations in 21st-century learning and teaching. Furthermore, a new innovative digital literacy model has been proposed to be integrated into the existing and future education frameworks and models to assist educationists in narrowing the digital skills gaps and preparing graduates for the work sector. The digital literacy model consists of two components: (1) the digital literacy framework- South Pacific Digital Literacy Framework (SPDLF) and (2) the digital literacy tool. The SPDLF reflects six major literacies identified for the 21st-century while the digital literacy tool--digilitFJ consists of a digital literacy measuring scale and an online intervention program. The exploratory factor analysis showed that the SPDLF was valid. On the other hand, heuristics, student attitude, and satisfaction and effectiveness of the digital literacy tool were also evaluated from the student's perspective to reflect its usefulness. The survey results also showed a positive attitude and perception of the use of the tool. Additionally, Cohen's d value showed that the digital literacy tool was effective. Therefore, if the tool is implemented and adopted, it can narrow the existing digital skills gap in the South Pacific

    E-government iImplementation and adoption: the case study of Botswana Government

    ABSTRACT The advancements in the ICT and internet technologies challenge governments to engage in the electronic transformation of public services and information provision to citizens. The capability to reach citizens in the physical world via e-government platform and render a citizen-centric public sector has increasingly become vital. Thus, spending more resources to promote and ensure that all members of society are included in the entire spectrum of information society and more actively access government online is a critical aspect in establishing a successful e-government project. Every e-government programme requires a clear idea of the proposed benefits to citizens, the challenges to overcome and the level of institutional reform that has to take place for e- government to be a success in a given context. E-government strategy is fundamental to transforming and modernising the public sector through identification of key influential elements or strategy factors and ways of interacting with citizens. It is therefore apparent that governments must first understand variables that influence citizensā€™ adoption of e-government in order to take them into account when developing and delivering services online. Botswana has recently embarked on e-government implementation initiatives that started with the e-readiness assessment conducted in 2004, followed by enactment of the National ICT policy of 2007 and the approval of the e-government strategy approved in 2012 for dedicated implementation in the 2014 financial year. Significant developments have taken place around national and international connectivity including initiatives that offer connectivity to citizens such as the I- partnership, community run Nteletsa projects, post office run tele-centres and Sesigo projects that have been deployed on a wider Botswana. In spite of these remarkable initiatives there is no change management strategy in place and evidence to suggest that citizens cluster groups, government employees, key influential citizensā€™ stakeholders and other local government administrative governing structures at district levels have been appropriately informed, consulted, engaged and participated in the design, development and implementation initiatives. This position has contributed largely to low e-readiness indices for Botswana, low PC, Internet and broadband penetration levels, which do not commensurate with levels of connectivity initiatives already in place and operational. The strategy development, which is the viability business plan for the entire project has been initiated and concluded without the appropriate input of citizens, employees and local government structures at the districts. Considering that that e-government is new and narrowly researched in Botswana. There is non existing research on both the impact of strategy factors to e-government implementation success and citizensā€™ involvement and participation in the e-government design and implementation through to adoption and continual use. This study therefore explores and investigates empirically the key e-government strategy influential success elements and the how citizensā€™ involvement and participation in e-government development can be secured, supported and facilitated towards adoption and continual future use. This culminates in the proposal of both theoretically supported and empirically validated e-government strategy framework and citizen centric conceptual model. The study is crucial as it aims understand how can influences upon success in e-government project be better understood and citizensā€™ stakeholder adoption of e-government enhanced to facilitate successful development of e-government in Botswana and is also timely as it comes at the time when Botswana has not yet implemented her e-government strategy, hence factors identified are critical to both strategy re-alignment and design of the citizensā€™ involvement and participation change management strategy to support both implementation and citizensā€™ adoption of e-government in Botswana. The study utilises the mixed methods research, employing both qualitative and quantitative methods to address the research question and triangulated data collection approaches used to select survey sample for two questionnaire sets carried on opinion holders within government and non government structures and ordinary citizens, use of observations on operating tele-centres, interviews with key e-government strategic stakeholders and document analysis which included e-government policies and related documentations as well as extensive review of e-government published literature including applied implementation and citizens adoption experiences of developing and developed countries. In the analysis of data the multiple regression analysis has been utilised and multivariate analysis performed to ensure linearity, normality and collinearity. The linear regression has been used to test the hypothesis through the Analysis of variance (ANOVA) technique.
