    Changes in motor synergies for tracking movement and responses to perturbations depend on task-irrelevant dimension constraints

    We investigated the changes in the motor synergies of target-tracking movements of hands and the responses to perturbation when the dimensionalities of target positions were changed. We used uncontrolled manifold (UCM) analyses to quantify the motor synergies. The target was changed from one to two dimensions, and the direction orthogonal to the movement direction was switched from task-irrelevant directions to task-relevant directions. The movement direction was task-relevant in both task conditions. Hence, we evaluated the effects of constraints on the redundant dimensions on movement tracking. Moreover, we could compare the two types of responses to the same directional perturbations in one- and two-dimensional target tasks. In the one-dimensional target task, the perturbation along the movement direction and the orthogonal direction were task-relevant and -irrelevant perturbations, respectively. In the two-dimensional target task, the both perturbations were task-relevant perturbations. The results of the experiments showed that the variabilities of the hand positions in the two-dimensional target-tracking task decreased, but the variances of the joint angles did not significantly change. For the task-irrelevant perturbations, the variances of the joint angles within the UCM that did not affect hand position (UCM component) increased. For the task-relevant perturbations, the UCM component tended to increase when the available UCM was large. These results suggest that humans discriminate whether the perturbations were task-relevant or -irrelevant and then adjust the responses of the joints by utilizing the available UCM

    To understand the appropriate regulatory response to the crisis, we start from the basic market failures that justify regulation in financial markets. Neglecting these first principles contributed to the market and regulatory failures. Regulation that induces better outcomes through creating correct incentives for market participants is the key to reform. A combination of micro and macro prudential regulation can moderate procyclicality, information failure and market power. Better national and global coordination of regulators is also required. Global prudential standards can push financial firms to choose safe over risky strategies, by removing the moral hazard from bailouts, and assuring that a competitor is not adopting risky strategies either. Universal application of basic standards prevents regulatory arbitrage. A pure principles-based regulatory approach maybe too flexible, but principle-based rules retain sufficient operational flexibility and universality.     During the first half of the XX century, both in Europe and North America, a profound dissatisfaction with the numerous different social insurance, unemployment, health and old age insurance systems began to make itself felt. The essay deals with the attitudes of the Western world, and in particular with the Italian one. As regards the United States, debate has spread since the second half of the XIX century on the so-called welfare work, and on welfare capitalism. In Europe social security systems began with their establishment by Bismarck’s German government. In the second half of the 19th century the role played by local administrations augmented in several countries. Unfair distribution was considered to be the condition of the system that made it impossible to abolish need. In Italy assistance indicates a vast system of coordinated activities aimed at reforms that may contextualize arising social questions and define policies to solve them. The Italian regime basically followed the German model of welfare state, implementing social insurance in order to integrate and control the country. The solutions sprang from philanthropy and religious motivations, and also from the fear of the poor as potential criminals or rebels. After World War I legislation was issued predominantly on assistance to the disabled and on accident insurance. In the interwar period the solutions were strictly linked to the corporativistic-authoritarian formulation of the Fascist political system.     Grid computing is concerned with the sharing and coordinated use of diverse resources in distributed "virtual organizations." The dynamic and multi-institutional nature of these environments introduces challenging security issues that demand new technical approaches. In particular, one must deal with diverse local mechanisms, support dynamic creation of services, and enable dynamic creation of trust domains. We describe how these issues are addressed in two generations of the Globus Toolkit. First, we review the Globus Toolkit version 2 (GT2) approach; then, we describe new approaches developed to support the Globus Toolkit version 3 (GT3) implementation of the Open Grid Services Architecture, an initiative that is recasting Grid concepts within a service oriented framework based on Web services. GT3's security implementation uses Web services security mechanisms for credential exchange and other purposes, and introduces a tight least-privilege model that avoids the need for any privileged network service.Comment: 10 pages; 4 figure

    Human security as ‘Ethnic Security’ in Kosovo

    In Kosovo, the concept of human security is invoked in a three-fold manner. First of all, the international community has applied human security for the purpose of maintaining a fragile peace and stability in Kosovo. For the international community, maintaining the fragile peace meant tolerating the establishment and operationalization of Serbian parallel institutions. This leads to the second application of human security: the parallel institutions claim that their existence is necessary to provide human security for the Serbian community in Kosovo. Consequently, this undermines the capacity of Kosovo’s public institutions to exercise legal authority in the north of Kosovo and in other territorial enclaves. Parallel to this, Kosovo’s institutions have viewed the human security approach as a means to prove the institutional capacity of independent self-government to provide inclusive security, welfare, and integration policies for all people in Kosovo, with a special emphasis on ethnic minorities. Accordingly, human security is used by different actors in Kosovo to pursue different political agendas, which have not resulted in achieving the primary goal of furthering human welfare and fulfilment beyond mere physical security.     In 2001, the International Commission on Intervention and State Sovereignty (ICISS) released a report arguing that states and the international community have a responsibility to protect (R2P) citizens from major human rights violations and war crimes. The coming years saw much discussion of the concept and supportive votes at the U.N., but there was little practical implementation. In 2011, world events and U.N. action breathed new life into R2P. Libya was the first case of the U.N. using R2P to authorize the use of force against an existing state to protect civilians. Debates over Libya before the authorization of force, and discussions of the mission both as it continued and afterward show that there remain deep divisions within the international community over key issues in authorizing and implementing R2P intervention. For an emerging norm, perhaps the only thing worse than being ignored is being implemented in a way that reinforces old fears and raises new controversies. The Libyan case already has shaped discussions of possible action in Syria. R2P has been dealt a severe setback, so it will not emerge as a meaningful new norm, will not serve as the justification of new interventions, and may in some cases actually delay the adoption of less coercive responses to human rights violations
