    Medical equipment replacement prioritisation: A comparison between linear and fuzzy system models

    In hospital management, health technology assessment techniques are being increasingly developed. This paper presents a comparison of the results obtained using two models for replacement priority value calculation applied to the Galliera hospital in Genoa (Italy). One the models was developed at the Galliera Hospital along the lines of the model by Fennigkoh and addresses four primary replacement issues: equipment service and support, equipment function, cost benefits and clinical efficacy, by a "yes-no" scheme. This model is compared with a model based on fuzzy logic. The comparison between the two models shows a conservative behaviour by the Galliera model, according to which 77.4% of the analysed instrumentation is maintained, whereas the classification by the fuzzy model allows for a better discrimination among the devices

    Pesantren sebagai sebuah lembaga pendidikan tertua di Indonesia dituntut menerapkan sistem pengendalian mutu untuk menjamin ketercapaian kinerja dalam hal pelayanan jasa. Penelitian ini mengusulkan model yang menggabungkan pendekatan Total Quality Management (TQM) dan metode Fuzzy Service Quality(SERVQUAL) untuk menilai kualitas layanan pesantren. Penerapan TQM sebagai sistem manajemen mutu yang berorientasi pada kepuasan pelanggan dengan melibatkan seluruh pemangku kepentingan. Model SERVQUAL digunakan untuk mengukur kualitas layanan berdasarkan lima dimensi yaitu fasilitas, daya tanggap, jaminan, empati dan keandalan. Teori himpunan fuzzy digunakan untuk mengakomodasi subjektivitas dan ambiguitas penilaian kualitas yang berupa skala linguistik. Data masukan berupa data aspek penilaian mutu yang berbentuk sasaran mutu dan program kerja. Data masukan kemudian diolah menjadi kuesioner penilaian kualitas layanan pesantren. Data tersebut diproses dengan metode fuzzy untuk mendapatkan nilai kualitas layanan. Proses tersebut meliputi tahap: memasukkan data dimensi dan kuesioner ke dalam basis data sistem, kuesioner diisi melalui sistem, kemudian sistem menghitung fuzifikasi, defuzifikasi, kesenjangan antara kualitas yang diharapkan dan yang diterima oleh penerima layanan, dan menghitung kesenjangan masing-masing dimensi yang menunjukkan prioritas perbaikan kualitas. Hasil penelitian menunjukkan bahwa metode yang diusulkan dapat digunakan untuk mengevaluasi mutu pesantren. Dari sistem yang telah dibangun, diketahui bahwa dimensi fasilitas memiliki kesenjangan paling tinggi sebesar -0.511, sehingga perlu diprioritaskan untuk segera dilakukan tindakan evaluasi dan perbaikan. Pesantren as the oldest educational institution in Indonesia is required to apply quality control system to guarantee the achievement of performance in terms of service. This research proposes a model that combines the Total Quality Management (TQM) approach and the Fuzzy Service Quality (SERVQUAL) method to assess the quality of pesantren services. The application of TQM as aquality management system is oriented to customer satisfaction by involving all stakeholders. The SERVQUAL model is used to measure the quality of service based on the five dimensions, these are facilities, reliability, responsiveness, assurance, and emphaty. Fuzzy set theory is used to accommodate subjectivity and ambiguity of quality assessment in the form of linguistic scale. Data input is in the form of data quality aspect which are in quality target as well as in work program. The input data is then processed into a questionnaire on the quality of pesantren service quality. The data is processed by fuzzy method to get the value of service quality. The process involves the stage: entering dimension and questionnaire data into the system database, questionnaires are filled through the system, then the system calculates the fuzzification, defuzzification, the gap between the expected quality and received by the service recipient, and calculates the gap of each dimension indicating priority Quality improvement. From the research, it can be concluded that the proposed method can be used to evaluate the quality of pesantren. From the system that has been developed, it is known that the facility dimension has the highest gap of -0.511, so it needs to be prioritized for immediate evaluation and improvement action.     A multi criteria decision making in ranking the bus companies using fuzzy rule is proposed. The proposed method uses the application of fuzzy sets and approximate reasoning in deciding the ranking of the performance of several bus companies. The proposed method introduces data normalization using similarity function which dampens extreme values that exist in the data. The use of the model is suitable in evaluating situation that involves subjectivity, vagueness and imprecise information. Experimental results are comparable to several previous methods

There are many ISP in Indonesia recently, and they have almost the same product to offered. This problem makes internet service provider selection become a major issue. Decision support system can be used to recommend the best ISP company based on need. The aim of this research is to used Quality Function Deployment with Fuzzy TOPSIS sequentially to select the best ISP company as needed, and implemented in decision support system for internet service provider selection. Quality Function Deployment and Fuzzy TOPSIS methods used to evaluate, and then recommend the ISP company by ranked. Quality Function Deployment method used to find out customers requirements about internet network, the weighting of the criteria and the assessment of each ISP company. Fuzzy TOPSIS used to rank ISP company. These two methods produce consistent ratings when sensitivity analysis is performed for fuzzy and crisp value. These two methods make decision support system result can be trusted

    Fuzzy subjective evaluation of Asia Pacific airport services

    This paper presents a fuzzy decision-making model to determine the ranking of fourteen Asia Pacific airports based on the services provided to passengers. Airport services were represented by six attributes namely comfort, processing time, convenience, courtesy of staff, information visibility and security. Data for the attributes given by travel experts are in the triangular fuzzy number form. Based on fuzzy set and approximate reasoning, the model allows decision makers to make the best choice in accordance with human thinking and reasoning processes.The use of fuzzy rules which are extracted directly from the input data in making evaluation, contributes to a better decision and is less dependent on experts.Experimental results show that the proposed model is comparable to previous studies.The model is suitable for various fuzzy environments

    Evaluation of e-learning web sites using fuzzy axiomatic design based approach

    High quality web site has been generally recognized as a critical enabler to conduct online business. Numerous studies exist in the literature to measure the business performance in relation to web site quality. In this paper, an axiomatic design based approach for fuzzy group decision making is adopted to evaluate the quality of e-learning web sites. Another multi-criteria decision making technique, namely fuzzy TOPSIS, is applied in order to validate the outcome. The methodology proposed in this paper has the advantage of incorporating requirements and enabling reductions in the problem size, as compared to fuzzy TOPSIS. A case study focusing on Turkish e-learning websites is presented, and based on the empirical findings, managerial implications and recommendations for future research are offered

    Port choice by intra-regional container service operators : an application of decision-making techniques to liner services between Malaysian and other Asian ports

    Intra-regional container service operators are challenged to design regular and reliable liner services connecting regional ports at the lowest cost and shortest transit time while considering customer demand. This paper focuses on the selection of ports of call in regular intra-regional container services, an under-researched part of the container shipping market. A combination of decision-making techniques (i.e. Analytical Hierarchy Process, fuzzy link-based and Evidential Reasoning) are presented to assist intra-regional container service operators in selecting ports of call. The proposed methodology is empirically applied to container services between Malaysian and other nearby Asian ports. While Port Klang is the main gateway to Malaysia, the results show that other Malaysian ports should play a more prominent role in accommodating intra-Asian container services. This research can assist maritime stakeholders in evaluating intra-regional port-to-port liner service configurations. Furthermore, the novel mix of decision-making techniques complements and enriches existing academic literature on port choice and liner service configuration

    A network mobility indicator using a fuzzy logic approach

    This paper introduces a methodology to assess the mobility of a road transport network from the 3 network perspective. In this research, the mobility of the road transport network is defined as the 4 ability of the road transport network to connect all the origin-destination pairs within the network with 5 an acceptable level of service. Two mobility attributes are therefore introduced to assess the physical 6 connectivity and the road transport network level of service. Furthermore, a simple technique based 7 on a fuzzy logic approach is used to combine mobility attributes into a single mobility indicator in 8 order to measure the impact of disruptive events on road transport network functionality. 9 The application of the proposed methodology on a hypothetical Delft city network shows the ability of the technique to estimate variation in the level of mobility under different scenarios. The method allows the study of demand and supply side variations on overall network mobility, providing a new tool for decision makers in understanding the dynamic nature of mobility under various events. The method can also be used as an evaluation tool to gauge the highway network mobility level, and to highlight weaknesses in the network

    Time Series on Functional Service Life of Buildings using Fuzzy Delphi Method

    The functional service life of heritage buildings, defined as the time period during which the building fulfils the requirements for which it was designed, is a complex system that has still not been fully resolved and continues to be the object of research regarding its social, economic and cultural importance. This paper presents an application for analysing time series that reflect the state of building performance over time. To this end, historical time records are used that provided data that could be interpreted by experts in the field. The latter can then evaluate the input variables (vulnerability and risk) using the expert system for predicting the service life of buildings, Fuzzy Building Service Life (FBSL), this methodology put together the fuzzy logic tools and Delphi method. This model provides output data on the state of functionality or performance of each buildings at each moment in time whenever information records are available. The Delphi Method is used to eliminate expert subjectivity, establishing an FDM-type assessment methodology that effectively quantifies the service life of buildings over time. The application is able to provide significant data when generating future preventive maintenance programmes in architectural-cultural heritage buildings. It can also be used to optimise the resources invested in the conservation of heritage buildings.     A fuzzy-QFD approach for the enhancement of work equipment safety: a case study in the agriculture sector

    The paper proposes a design for safety methodology based on the use of the Quality Function Deployment (QFD) method, focusing on the need to identify and analyse risks related to a working task in an effective manner, i.e. considering the specific work activities related to such a task. To reduce the drawbacks of subjectivity while augmenting the consistency of judgements, the QFD was augmented by both the Delphi method and the fuzzy logic approach. To verify such an approach, it was implemented through a case study in the agricultural sector. While the proposed approach needs to be validated through further studies in different contexts, its positive results in performing hazard analysis and risk assessment in a comprehensive and thorough manner can contribute practically to the scientific knowledge on the application of QFD in design for safety activities
