    Public-private partnerships in agricultural research: an analysis of challenges facing industry and the Consultative Group on International Agricultural Research

    "Public-private partnerships offer potentially important opportunities for pro-poor agricultural research in developing countries. Yet in the international agricultural research community-and with regard to the Consultative Group on International Agricultural Research (CGIAR) itself-we see few examples of successful public-private partnerships, and fewer examples where such collaborations have contributed to food security, poverty reduction and economic growth. This study assesses the opportunities for, and challenges to, creating and sustaining public-private partnerships between the international agricultural research centers of the CGIAR and leading multinational, research-based agribusiness companies. The study hypothesizes that the willingness and ability of public agencies and private firms to enter into partnerships are constrained by fundamentally different incentive structures; by insufficient minimization of the costs and risks of collaboration; by an inability to overcome mutually negative perceptions; by limited use of creative organizational mechanisms that reduce competition over key assets and resources; and by insufficient access to information on successful partnership models. The study methodology is based on interviews and discussions with key stakeholders and a wide review of the literature on public-private partnership. Tentative findings suggest that while incentives and perceptions do differ between sectors, sufficient common space exists or can be created through incentive structuring to facilitate greater partnership. However, both public- and private-sector partners inadequately account for and minimize the costs and risks of partnership. Similarly, partners discount the need for brokers and third-party actors to manage research collaborations and reduce competition between sectors.     Open Data, Grey Data, and Stewardship: Universities at the Privacy Frontier

    As universities recognize the inherent value in the data they collect and hold, they encounter unforeseen challenges in stewarding those data in ways that balance accountability, transparency, and protection of privacy, academic freedom, and intellectual property. Two parallel developments in academic data collection are converging: (1) open access requirements, whereby researchers must provide access to their data as a condition of obtaining grant funding or publishing results in journals; and (2) the vast accumulation of 'grey data' about individuals in their daily activities of research, teaching, learning, services, and administration. The boundaries between research and grey data are blurring, making it more difficult to assess the risks and responsibilities associated with any data collection. Many sets of data, both research and grey, fall outside privacy regulations such as HIPAA, FERPA, and PII. Universities are exploiting these data for research, learning analytics, faculty evaluation, strategic decisions, and other sensitive matters. Commercial entities are besieging universities with requests for access to data or for partnerships to mine them. The privacy frontier facing research universities spans open access practices, uses and misuses of data, public records requests, cyber risk, and curating data for privacy protection. This paper explores the competing values inherent in data stewardship and makes recommendations for practice, drawing on the pioneering work of the University of California in privacy and information security, data governance, and cyber risk.Comment: Final published version, Sept 30, 201

    On Constructing Persistent Identifiers with Persistent Resolution Targets

    Persistent Identifiers (PID) are the foundation referencing digital assets in scientific publications, books, and digital repositories. In its realization, PIDs contain metadata and resolving targets in form of URLs that point to data sets located on the network. In contrast to PIDs, the target URLs are typically changing over time; thus, PIDs need continuous maintenance -- an effort that is increasing tremendously with the advancement of e-Science and the advent of the Internet-of-Things (IoT). Nowadays, billions of sensors and data sets are subject of PID assignment. This paper presents a new approach of embedding location independent targets into PIDs that allows the creation of maintenance-free PIDs using content-centric network technology and overlay networks. For proving the validity of the presented approach, the Handle PID System is used in conjunction with Magnet Link access information encoding, state-of-the-art decentralized data distribution with BitTorrent, and Named Data Networking (NDN) as location-independent data access technology for networks. Contrasting existing approaches, no green-field implementation of PID or major modifications of the Handle System is required to enable location-independent data dissemination with maintenance-free PIDs.Comment: Published IEEE paper of the FedCSIS 2016 (SoFAST-WS'16) conference, 11.-14.     SEEA Revision: Accounting for Sustainability?

    The 1993 United Nations System for integrated Environmental and Economic Accounting (SEEA) aimed at measuring the - environmental - sustainability of economic performance and growth in terms of produced and natural capital maintenance. To this end it advanced "greened" economic indicators, notably Environmentally-adjusted net Domestic Product (EDP) and Capital Formation (ECF). A revised (draft) version of the 1993 handbook, entitled "Integrated Environmental and Economic Accounting 2003" (IEEA), is now available on the web site of the United Nations Statistics Division. Despite its extensive discussion of sustainable development, the IEEA 2003 fails in measuring overall sustainability as it shuns monetary valuation of environmental impacts in a modular framework for physical, hybrid and - selective - monetary accounts. The revision thus missed an opportunity to bridge the persisting dichotomy between ecological and economic sustainability analysis. Future work should explore and test the capability of material flow and environmentally adjusted economic indicators to capture the elusive notions of strong and weak sustainability of economic activity.environmental accounting, sustainability, capital maintenance, dematerialization, green GDP, valuation
