    Heritage and Resilience: Issues and Opportunities for Reducing Disaster Risks

    This paper examines the unique role of cultural heritage in disaster risk reduction. Itintroduces various approaches to protect heritage from irreplaceable loss and considers ways to draw upon heritage as an asset in building the resilience of communities and nations to disasters. The paper proposes ways forward and builds on the current momentum provided by the Hyogo Framework for Action 2005-2015: Building the Resilience of Nations and Communities to Disasters” (HFA) and the advancement of a post-2015 framework for disaster risk reduction (HFA2) and the post-2015 development agenda. Cultural heritage is often associated with grandiose monuments and iconic archaeological sites that can hold us in awe of their beauty, history and sheer scale. However, the understanding of cultural heritage has undergone a marked shift during the last few decades in terms of what it is, why it is important, why it is at risk and what can be done to protect it. Cultural heritage today encompasses a broader array of places such as historic cities, living cultural landscapes, gardens or sacred forests and mountains, technological or industrial achievements in the recent past and even sites associated with painful memories and war. Collections of movable and immoveable items within sites, museums, historic properties and archives have also increased significantly in scope, testifying not only to the lifestyles of royalty and the achievements of great artists, but also to the everyday lives of ordinary people. At the same time intangibles such as knowledge, beliefs and value systems are fundamental aspects of heritage that have a powerful influence on people’s daily choices and behaviors. Heritage is at risk due to disasters, conflict, climate change and a host of other factors.At the same time, cultural heritage is increasingly recognized as a driver of resilience that can support efforts to reduce disaster risks more broadly. Recent years have seen greater emphasis and commitment to protecting heritage and leveraging it for resilience;but initiatives, such as the few examples that are presented here, need to be encouraged and brought more fully into the mainstream of both disaster risk reduction and heritage management. These are issues that can be productively addressed in a post-2015 framework for disaster risk reduction and, likewise, in the post-2015 development agenda

    The Background to the Research: Cultural, Theoretical and Methodological Issues

    The disastrous earthquake of 12 May, 2008 had its greatest impact on the Qiang people, an ethnic minority living in the mountainous regions of Sichuan at the earthquake’s epicentre. Over 80,000 people died, over a million were injured or missing, most buildings collapsed and most homes were demolished under the avalanches. Thousands of children were evacuated to safety, some moved to far distant locations. The research team from the University of Newcastle responded to the plea of the Qiang leaders to help the children. In cooperation with the China-Australia Centre for Cross-Cultural Studies, a three stage psycho-cultural research program was devised, comprising a survey of children’s current caregivers, interviews with the children, and development of a culturally appropriate rehabilitation scheme. Shuguang Wang was appointed to coordinate the project. This paper discusses the research issues involved. Of paramount importance was the collectivist nature of the Qiang culture and the traditional ways of dealing with disasters. Theoretical issues related to the relevance of western individualistic psychological and psychiatric approaches to therapy in the Qiang collectivist environment. Methodological problems related to developing appropriate measuring instruments, and preparing guidelines and training programs for local Qiang interviewers and volunteers

    The need obliged us : culture as capacity during the Hurricane Stan emergency response. A case study from Tectitan, Huehuetenango, Guatemala

    A major deficiency in disaster management plans is the assumption that pre-disaster civil-society does not have the capacity to respond effectively during crises. Following from this assumption a dominant emergency management strategy is to replace weak civil-society organizations with specialized disaster organizations that are often either military or Para-military and seek to centralize decision-making. Many criticisms have been made of this approach, but few specifically addresses disasters in the developing world. Disasters in the developing world present unique problems not seen in the developed world because they often occur in the context of compromised governments, and marginalized populations. In this context it is often community members themselves who possess the greatest capacity to respond to disasters. This paper focuses on the capacity of community groups to respond to disaster in a small town in rural Guatemala. Key informant interviews and ethnographic observations are used to reconstruct the community response to the disaster instigated by Hurricane Stan (2005) in the municipality of Tectitán in the Huehuetenango department. The interviews were analyzed using techniques adapted from grounded theory to construct a narrative of the events, and identify themes in the community’s disaster behavior. These themes are used to critique the emergency management plans advocated by the Guatemalan National Coordination for the Reduction of Disasters (CONRED). This paper argues that CONRED uncritically adopts emergency management strategies that do not account for the local realities in communities throughout Guatemala. The response in Tectitán was characterized by the formation of new organizations, whose actions and leadership structure were derived from “normal” or routine life. It was found that pre-existing social networks were resilient and easily re-oriented meet the novel needs of a crisis. New or emergent groups that formed during the disaster utilized social capital accrued by routine collective behavior, and employed organizational strategies derived from “normal” community relations. Based on the effectiveness of this response CONRED could improve its emergency planning on the local-level by utilizing the pre-existing community organizations rather than insisting that new disaster-specific organizations be formed

    Building Disaster Risk Management in Nepal: The Role of the National Society for Earthquake Technology (NSET)

    The April 25th, 2015 earthquake and its aftershocks in Nepal significantly shaped many aspects of life in impacted communities. Three years later, many individuals are still working to rebuild their homes; at the same time, Nepal has a high likelihood of future earthquakes. In this context, disaster risk management (DRM)– including preparation, response, and reconstruction– remains a crucial component of Nepali society. This thesis examines the work of the National Society for Earthquake Technology (NSET), a Nepali non-governmental organization (NGO) founded in 1993 and a leading organization in DRM in Nepal. Through an analysis of the organization itself, and its relationship with the Government of Nepal (at both the national and local level), other NGOs, development agencies, and local communities, I argue that NSET is able to reach across different perceptions of risk to implement effective DRM programming due to its diverse programming, its social mobilizer position, and the relationships it has established with the aforementioned entities. However, it faces limitations in its ability to affect lasting change within some communities in Nepal due to its focus on scientifically conceived methods of risk at the expense of other culturally shaped perceptions

    Disaster and disadvantage: social vulnerability in emergency management

    This report describes who is most at risk of being socially vulnerable in an emergency or disaster and what needs to be done to better protect them and improve their recovery Executive summary: While they can be devastating for all affected individuals and communities and cause great physical, financial and psychological hardship, for people who are already facing disadvantage, the impacts can be overwhelming, leading – in the words of one mother – to a “cascade of sorrows”. People facing disadvantage, such as those in poverty, migrants, refugees, children, older people, people with disabilities, people who are homeless or transient, and people living in poor quality housing, are more vulnerable at all stages of a disaster – before, during, and after it strikes. These people are considered ‘socially vulnerable’ in the face of a disaster. Whether it is their capacity to evacuate in time or to recover in the long term from trauma and financial devastation, socially vulnerable people are hit hardest and longest by disasters and emergencies. These people often have fewer resources and less social support, mobility and housing options at their disposal, and so are less able to prepare for, respond to and recover from a disaster or emergency. As one report put it, socially vulnerable are “more likely to die...and less likely to recover.

Therefore, the purpose of this paper is to examine the impact of natural disasters on clients, counseling practices for working with survivors of natural disaster, and the impact of natural disasters on counselors.     How did cross-cultural dynamics impact decision-making during the revision, endorsement, and implementation of the United Nation’s International Search and Rescue Guidelines? And how was cross-cultural bias overcome?

    The International Search and Rescue Advisory Group (INSARAG) Guidelines are an internationally accepted document that provides guidance to countries affected by sudden-onset disasters causing large-scale structural collapse, as well as international Urban Search and Rescue teams responding in the affected countries. This structure provides a process for preparedness, cooperation and coordination of the national and international participants. The purpose of my research is to examine how cross-cultural dynamics impacted decision-making during the revision, endorsement, and implementation of the United Nation’s International Search and Rescue Guidelines and how cultural bias was overcome. I spent six months working directly with INSARAG helping with the revision and editing of the guidelines and I interviewed two members of the INSARAG Secretariat. My analysis (formed in conjunction with personal observation and theories from Anne RĂžd and Fredholm and Göransson) show that while there is variance in cross-cultural dynamics, it can be mitigated by a process of trust building and by creating a culture within a group that is accepting of cultural differences. The newly revised guidelines were endorsed at the INSARAG Steering Group meeting in February 2015 and implemented into the field. They were then used in April 2015 during the earthquake response in Nepal

    Culture and disaster risk management - citizens’ reactions and opinions during Citizen Summit in Frankfurt, Germany

    The analyses and results in this document are based on the data collected during the fourth Citizen Summit held in Frankfurt/Germany on June 14th 2017. As the previous three Citizen Summits held in Romania, Malta and Italy, this Citizen Summit was designed as a one-day event combining public information with feedback gathering through different methods of data collection. In the morning session, 42 questions with pre-defined answer options were posed to the audience and collected via an audience response system. In the afternoon session, small moderated group discussions of approximately 1.5 hours duration were held, which followed a detailed set of questions and discussion guidelines, including a short association exercise. All questions and discussions aimed to explore cultural factors in citizens’ attitudes, feelings, and perceptions towards disaster risks, as well as their identification in relation to disaster preparation, response and recovery. In coordination with the Work Package 11 briefs, the definition and design of the questions was based on: 1) Results from Citizen Summits 1 and 2, complementing in particular the data related to risk perception with the aim to build up a comprehensive base for cultural comparison across all six summits; 2) Results from Stakeholder Assemblies 1 and 2, in particular regarding the identification of non-professional (“cultural”) leaders in disaster situations, motivators for improving disaster preparedness, and the role of trust/distrust; 3) Results from Work Package 3, aiming to complement and increase knowledge about citizens’ uptake of mobile phone apps and interest in usage of different features, also in contrast to social media use; 4) Results from Work Package 4, in particular regarding recent research findings in the relationships between perceived disaster preparedness and actual disaster preparedness, and in the ambivalent relationships between trust in authorities and citizens’ personal preparedness; 5) Results from Work Package 7, aiming to complement the research regarding citizen empowerment by exploring trust as a bi-directional relationship between citizens and disaster managers; and 6) Results from Work Package 8, taking into account the role of media in all phases of disaster management. For a detailed overview of all questions asked and topics discussed please see Appendix A. Overall, 105 citizens participated in this Germany event. The total sample shows a relatively even gender and age distribution, which is unsurprising given the target quotas that were requested from the recruiting local market research agency. The comparatively low number of senior citizens aged 65 and above was expected and reflects mobility issues. Participants were asked about three key aspects of experience of disasters and disaster risk perception that could potentially have an impact on how other questions were answered. Two out of three respondents indicated that they themselves, or a close friend or family member, have experienced a disaster, more than half (54%) felt that they were living in an area that is specifically prone to disasters, and 62% answered that they know other people in the area where they live who they think are particularly vulnerable or exposed to disasters. Slight gender differences (as well as age-related differences) were found to be not statistically significant (p>=.05). This report is structured in five main sections: After this introduction, the second section will provide an overview of the different methods applied. The third section, based on the quantitative data collected via the audience response system, presents the results from questions on general disaster risk perceptions, disaster preparedness, behaviours in disaster situations with a particular focus on the use of mobile phone apps and social media, and trust between citizens and different authorities including trust in different social media sources. In the fourth section, based on the qualitative data collected in the ten discussion groups, the analyses will take up the topics introduced in the previous section, focusing first on the role of citizens’ trust in different entities, in particular towards different authorities, “non-professional” leaders, and the media. Furthermore, this section will report on the participating citizens’ attitudes towards improving their disaster preparedness through different measures. In all topics, the analyses seek to identify different cultural aspects which may play a role in an improved disaster preparedness and response. The final section compares and contrasts the results from Sections 3 and 4, draws some tentative conclusions, and identifies topics and issues that should feed into the last round of events in 2018, i.e. the 3rd Stakeholder Assembly, as well as the 5th and 6th Citizen Summits.The project was co-funded by the European Commission within the Horizon2020 Programme (2014-2020).peer-reviewe

    The ‘anti-social’ nature of prosocial research; a psychosocial critique

    This article provides a critical review of recent psychological articles on prosocial behaviour. Even though it focuses on a specific section of this literature – giving to charities and prosocial responses to humanitarian disasters – the paper aims to offer a wider critique as it interrogates the epistemological and methodological underpinnings of the prosocial literature as a whole. It aims to illustrate how the problematic aspects of traditional quantitative, deductive, experimental research in prosocial behaviour in general, when applied to giving to charities, preclude a deeper and more complex understanding of a phenomenon quintessentially social and altruistic. I identify three specific issues that make mainstream approaches to prosocial behaviour problematic and limited in scope. The first relates to the insularity of mainstream psychology and the lack of contextualisation of its findings, in particular the problematic neglect of ideological and socio-historical factors in prosocial behaviour. The second relates to mainstream psychology's disregard for the role played by conflict, contradiction and ambivalence, in attitudes and decision making as well as in the emotional aspects of prosocial behaviour. The third looks at the constraints imposed by scientifically inspired methods, how they predetermine the range of participants' responses and make it hard to apply the findings to real life situations. I claim that these epistemological and methodological constraints severely limit the applicability and comprehensiveness of current research. The discussion of these issues is woven through the review and uses some specific studies to illustrate the limitations imposed by these constraints. Throughout the paper I also argue for the need to incorporate a psychosocial approach to research into prosocial behaviour
