Survey over Existing Query and Transformation Languages
A widely acknowledged obstacle for realizing the vision of the Semantic Web is the inability
of many current Semantic Web approaches to cope with data available in such diverging
representation formalisms as XML, RDF, or Topic Maps. A common query language is the first
step to allow transparent access to data in any of these formats. To further the understanding
of the requirements and approaches proposed for query languages in the conventional as well
as the Semantic Web, this report surveys a large number of query languages for accessing
XML, RDF, or Topic Maps. This is the first systematic survey to consider query languages from
all these areas. From the detailed survey of these query languages, a common classification
scheme is derived that is useful for understanding and differentiating languages within and
among all three areas
Community Development Evaluation Storymap and Legend
Community based organizations, funders, and intermediary organizations working in the community development field have a shared interest in building stronger organizations and stronger communities. Through evaluation these organizations can learn how their programs and activities contribute to the achievement of these goals, and how to improve their effectiveness and the well-being of their communities. Yet, evaluation is rarely seen as part of a non-judgemental organizational learning process. Instead, the term "evaluation" has often generated anxiety and confusion. Logic Negation with Spiking Neural P Systems
Nowadays, the success of neural networks as reasoning systems is doubtless.
Nonetheless, one of the drawbacks of such reasoning systems is that they work
as black-boxes and the acquired knowledge is not human readable. In this paper,
we present a new step in order to close the gap between connectionist and logic
based reasoning systems. We show that two of the most used inference rules for
obtaining negative information in rule based reasoning systems, the so-called
Closed World Assumption and Negation as Finite Failure can be characterized by
means of spiking neural P systems, a formal model of the third generation of

Performance Measurement in State Economic Development Agencies: Lessons and Next Steps for GDITT
The purpose of this project was to develop the basis for a comprehensive performance monitoring system for the Department of Industry, Trade and Tourism. This performance monitoring system involved the development of performance measures as well as methods and processes for the collection, maintenance and reporting of the related data. As a result of the work completed for this project, GDITT has a workable set of performance measures for its major divisions: Economic Development, Film, Video and Music, International Trade, and Tourism. A Rational and Efficient Algorithm for View Revision in Databases
The dynamics of belief and knowledge is one of the major components of any
autonomous system that should be able to incorporate new pieces of information.
In this paper, we argue that to apply rationality result of belief dynamics
theory to various practical problems, it should be generalized in two respects:
first of all, it should allow a certain part of belief to be declared as
immutable; and second, the belief state need not be deductively closed. Such a
generalization of belief dynamics, referred to as base dynamics, is presented,
along with the concept of a generalized revision algorithm for Horn knowledge
bases. We show that Horn knowledge base dynamics has interesting connection
with kernel change and abduction. Finally, we also show that both variants are
rational in the sense that they satisfy certain rationality postulates stemming
from philosophical works on belief dynamics
Using fuzzy logic to handle the semantic descriptions of music in a content-based retrieval system
This paper explores the potential use of fuzzy logic for semantic music recommendation. We show that a set of affective/emotive, structural and kinaesthetic descriptors can be used to formulate a query which allows the retrieval of intended music. A semantic music recommendation system was built, based on an elaborate study of potential users and an analysis of the semantic descriptors that best characterize the user’s understanding of music. Significant relationships between expressive and structural semantic descriptions of music were found. Fuzzy logic was then applied to handle the
quality ratings associated with the semantic descriptions. A working semantic music recommendation system was tested and evaluated. Real-world testing revealed high user satisfaction
Road User Charging – Pricing Structures.
This project considers the extent to which the public could cope with complex price or tariff structures such as those that might be considered in the context of a national congestion pricing scheme. The key elements of the brief were:
• to review existing studies of road pricing schemes to assess what information and evidence already exists on the key issues;
• to identify what can be learned about pricing structures from other transport modes and other industries and in particular what issues and conclusions might be transferable;
• to improve the general understanding of the relationship between information and people’s ability to respond; and
• to recommend what further research would be most valuable to fill evidence gaps and enable conclusions to be drawn about an effective structure
