    Providing organic school food for youths in Europe - Policy strategies, certification and supply chain management in Denmark, Finland, Italy and Norway

    In the proceedings of an iPOPY seminar, some results of the research project were presented. First of all, Anne-Kristin LĂžes and Benjamin Nölting give an overview of the iPOPY project and its first results. This outline of the holistic research approach helps locate the challenges of the supply side of POPY, some crucial aspects of which are analyzed in the following papers. Political strategies are highly relevant for changing the “politicized market” of public food procurement. Thorkild Nielsen, Niels Heine Kristensen and Bent Egbert Mikkelsen reflect on whether and how organic food in schools and kindergartens can be described as a part of an ecological modernization strategy in Denmark. They discuss how it has merged with more economically and technically approach in public catering policy. Organic production has to be certified and labeled along the supply chain in order to maintain trust in organic premium products. Since January 1st 2009, organic certification in Europe is subject to the new Council Regulation (EC) No 834/2007 of 28 June 2007. This regulation specifically excludes so-called mass catering operations. It is up to EU member states to apply national rules or private standards insofar as these comply with community law. The paper of Carola Strassner presents the state of the art and upcoming changes of organic certification of out-of-home catering in Germany with regard to Norway, Finland, Denmark, and Italy. Finally, supply chains of organic school food have to be organised in a sustainable way in order to serve high quality food to pupils. Stefano Bocchi, Roberto Spigarolo, Marco Valerio Sarti, and Benjamin Nölting present a best practice case of controlled food chains (filiera controllata) from Italy, the European champion of organic school food. From the province and the city of Piacenza in the region of Emilia-Romagna, we can learn a lot about a short and certified organic food-chain, a wide range of regional and organic products provided through a shared logistic organisation among local partners, and specific tender procedures

    Organic farming – can policy and markets mix?

    Organic farming is an approach to agriculture that emphasises environmental protection, animal welfare, food quality and health, sustainable resource use and social justice objectives, and which utilises the market to help support these objectives and compensate for the internalisation of externalities. Since the early 1990s, the organic sector has grown rapidly across Europe and globally, thanks to a combination of strong consumer demand, developing regulatory frameworks, direct financial support and insecurity in the conventional agricultural sector. The sector’s success in utilising the market to support the broader public good goals has been seen as a role model for mixing market and public support mechanisms in agriculture, but the market has also come to dominate in many circumstances, threatening the achievement of the underlying goals and the integrity of the organic approach. With market growth slowing across Europe, has organic farming achieved its potential? Or is this just an illustration of the limits of relying on markets to support the delivery of public goods – another example of market failure in the making

    Development of policies for organic agriculture

    This report was presented at the UK Organic Research 2002 Conference. Since the late 1980s, policies to support organic farming have become widespread in Europe, in particular in the context of agri-environmental and rural development measures. Policies, originally focused on supporting conversion to and continued production, have been modified to recognise the need for the integration of marketing and information activities, in some cases delivered through national or regional action plans, examples of which are considered. The need for a strategic action plan at the European level has been identified and is under development. The outcome of this and the development of post Agenda 2000 organic farming policies to embrace an enlarged European Union is the subject of a new research programme due to begin in 2002

    The intense activity in the construction sector during the last decade has generated huge volumes of construction and demolition (C&D) waste. In average, Europe has generated around 890 million tonnes of construction and demolition waste per year. Although now the activity has entered in a phase of decline, due to the change of the economic cycle, we don’t have to forget all the problems caused by such waste, or rather, by their management which is still far from achieving the overall target of 70% for C&D waste --excludes soil and stones not containing dangerous substances-- should be recycled in the EU Countries by 2020 (Waste Framework Directive). But in fact, the reality is that only 50% of the C&D waste generated in EU is recycled and 40% of it corresponds to the recycling of soil and stones not containing dangerous substances. Aware of this situation, the European Countries are implementing national policies as well as different measures to prevent the waste that can be avoidable and to promote measures to increase recycling and recovering. In this aspect, this article gives an overview of the amount of C&D waste generated in European countries, as well as the amount of this waste that is being recycled and the different measures that European countries have applied to solve this situation

    This paper aims to provide a global assessment of the European Union’s climate change policy after the Climate Package and Copenhagen. In order to do so, the paper firstly describes the climate threats for Europe as well as the birth and objectives of the EU climate and energy package adopted in 2009. Then, the different components of this package are highlighted: the EU Emissions Trading Scheme (ETS), the obligations of the non-ETS sectors, the 20% renewable energy objective, the promotion of carbon capture and storage and the framework on environmental subsidies. Thirdly, the other EU climate policy legislations are examined, comprising: energy efficiency, the GHG emissions of cars, the GHG emissions of fuels, and the Strategic Energy Technology Plan (SET-Plan). Next, adaptation to climate change is discussed, before examining the international aspects of the EU actions after Copenhagen. As a way of conclusion, the paper assesses the EU climate policy throughout four main questions: What has the EU achieved until now? What will be the costs? What will be the impact on the European Union? And, is the EU action sufficient

    Organic farming policies and the growth of the organic sector in Denmark and the UK: a comparative analysis

    There has been little systematic analysis of the extent to which organic farming policies have influenced growth in the organic sector. Analyses of organic farming policy instruments, for the most part, provide extensive and detailed reviews of instruments applied either in a single country or across countries. Hence, there is a great need to examine systematically whether there is a relationship between the introduction of organic farming policies and the growth of the organic food sector, and whether particular designs of organic farming policies are more effective than others. In this paper, we take the first step in the endeavour of analysing the effects of organic farming by undertaking an econometric analysis of the relationship between organic farming policies in Denmark and the UK and their effects on the number of farmers and growers converting to organic production

Studying Danish trucking and congress tourism, the paper addresses a number of particular questions concerning how industry responds to changing conditions.
