    Fundamental changes in China’s finance system for social services have\r\ndecentralized responsibilities for provision to lower levels of government and\r\nincreased costs to individuals. The more localized, market-oriented approaches to\r\nsocial service provision, together with rising economic inequalities, raise questions\r\nabout access to social services among China’s children. With a multivariate analysis\r\nof three waves of the China Health and Nutrition Survey (1989, 1993 and 1997), this\r\narticle investigates two dimensions of children’s social welfare: health care, operationalized\r\nas access to health insurance, and education, operationalized as enrolment\r\nin and progress through school. Three main results emerge. First, analyses do not\r\nsuggest an across-the-board decline in access to these child welfare services during\r\nthe period under consideration. Overall, insurance rates, enrolment rates and gradefor-\r\nage attainment improved. Secondly, while results underscore the considerable\r\ndisadvantages in insurance and education experienced by poorer children in each\r\nwave of the survey, there is no evidence that household socio-economic disparities\r\nsystematically widened. Finally, findings suggest that community resources conditioned\r\nthe provision of social services, and that dimensions of community level of\r\ndevelopment and capacity to finance public welfare increasingly mattered for some\r\nsocial services.

    Teen Risk-Taking: Promising Prevention Programs and Approaches

    To help close the knowledge gap and to help program directors, practitioners, and community leaders enlarge the network of effective programs and approaches for at-risk youth, Urban Institute researchers reviewed what is known about successful prevention interventions and their dissemination. They identified 51 problem behavior prevention interventions whose initial effectiveness has been demonstrated through scientific evaluation. A subset of 21 programs was selected on the basis of the rigor of their evaluations or the strength of their results for closer examination of the program elements and/or delivery modes that appeared to be associated with their effectiveness. The researchers also explored with the assistance of experienced prevention scientists and school-based practitioners what might be the essential elements of schools' and other community organizations' readiness to undertake research-based problem behavior prevention programming. This guidebook to promising programs and approaches offers the fruits of that research.     The research problem revolves around the lack of a strategy for the municipality of Al-Musayyib that enables it to conduct its business in a complex environment, The importance of the research is evident in presenting a model for service organizations in general and municipalities in particular to evaluate their performance according to performance indicators for balanced scorecard perspectives and to use their results to formulate a strategy that enables them to adapt to the nature of their turbulent dynamic environment and raise their readiness to implement this strategy , The researcher chose the service sector for the current study and for the research community to be in the Al-Musayyib Municipality Directorate, which is one of the service institutions affiliated with the Ministry of Construction, Housing and Public Municipalities in Babylon Governorate , The researcher adopted the method of the intentional sample in selecting the research sample, which was represented by (15) director, assistant director, and division official in the searched directorate , Using the real data contained in the general directorate's budgets, final accounts, official records and annual reports during the years researched (2017-2019), performance measurement indicators, field coexistence, interviews and opinion poll forms for the research sample, and the questionnaire to evaluate the proposed strategy as tools for collecting information and data in the field side of the research , As well as using the (SWOT) matrix for the purpose of determining the environmental position of the investigated directorate , And( Bryson, 2011) model in determining the strategic issues of the directorate being the appropriate model for non-profit governmental institutions, The most prominent results that the researcher reached was that the performance of the Al-Musayyib municipality directorate for the years (2017-2019) was at an acceptable level, but with a negative performance gap, its percentage ranged between (40% and 41%) compared to the performance standards set by the researcher , As for the most prominent recommendations, the directorate should follow a therapeutic strategy in its work during the next five years and in line with what has been formulated of the strategic direction and the strategic issues of the investigated directorate

    Although the Domain Name System (DNS) was designed as a naming system, its features have made it appealing to repurpose it for the deployment of novel systems. One important class of such systems are security enhancements, and this work sheds light on their deployment. We show the characteristics of these solutions and measure reliability of DNS in these applications. We investigate the compatibility of these solutions with the Tor network, signal necessary changes, and report on surprising drawbacks in Tor's DNS resolution.Comment: Financial Cryptography and Data Security (FC) 201

    Feeling Good in the Place We Live: The Moderating Role of the Perception of Environmental Resources in the Relationship between Values and Personal and Family Well-Being

    The environmental psychological literature suggested that three different value orientations (egoistic, altruistic, and biospheric) are relevant for understanding environmental beliefs and intentions. We surveyed 365 Italian adults of different ages (range 18–87) to examine whether the egoistic, altruistic, and biospheric value orientations can lead to personal and/or family-related well-being. Additionally, it is examined whether the perception of presence and accessibility of two types of environmental resources (natural and urbanistic) related to ecosystem services can moderate the relation between value orientations and personal and family well-being. Results of moderation analyses showed that people with high biospheric values felt themselves as more satisfied if they perceived high and medium (but not low) presence or accessibility of natural resources in their environment, while people with high egoistic values perceived their family more satisfied if they perceived the high and medium (but not low) presence of good infrastructures in their environment of living. No significant moderation model emerged considering the participants’ altruistic values. The implications for environmental beliefs and well-being are discussed
