Zero-Emission Medium- and Heavy-duty Truck Technology, Markets, and Policy Assessments for California
This report assesses zero emissions medium- and heavy-duty vehicle technologies, their associated costs, projected market share, and possible policy mandates and incentives to support their adoption. Cost comparisons indicate that battery-electric transit buses and city delivery trucks are the most economically attractive of the zero-emission vehicles (ZEVs) based on their break-even mileage being a small fraction of the expected total mileage. These ZEVs using fuel cells are also attractive for a hydrogen cost of $5/kg. The most economically unattractive vehicle types for ZEV adoption are long-haul trucks and inter-city buses. Developing mandates for buses and trucks will be more difficult than for passenger cars for several reasons, including the large differences in the size and cost of the vehicles and the ways they are used in commercial, profit-oriented fleets. The best approach will be to develop separate mandates for classes of vehicles that have similar sizes, cost characteristics, use patterns, and ownership/business models. These mandates should be coupled to incentives that vary by vehicle type/class and by year or accumulated sales volume, to account for the effects of expected price reductions with time
The US Transit Bus Manufacturing Industry
Manufacturing buses for the US transit market has been a challenging business over the last several decades. It is a small market with volatile demand. Many manufacturers have gone bankrupt, left the market, or been acquired by competitors. Manufacturers of transit buses in the US must comply with a wide range of operational and design regulations. The most salient policy areas include regulating emissions, disabled access, procurement, alternative fuels, the Altoona Test, pooled purchases and piggybacking, spare ratios, workforce training, minimum useful life, Buy America, and research & development (R&D). The purpose of this report is to provide policy makers with an update on the state of the industry, an analysis of how government policies are impacting the industry, and suggestions for policies that can help the industry move forward and thrive to best serve the transit-riding public
Customizing Data-plane Processing in Edge Routers
While OpenFlow enables the customization of the control plane of a router, currently no solutions are available for the customization of the data plane. This paper presents a prototype that offers to third parties (even end-users) the possibility to install their own applications on the data plane of a router, particularly the ones operating at the edge of the network. GTTC Future of Ground Testing Meta-Analysis of 20 Documents
National research, development, test, and evaluation ground testing capabilities in the United States are at risk. There is a lack of vision and consensus on what is and will be needed, contributing to a significant threat that ground test capabilities may not be able to meet the national security and industrial needs of the future. To support future decisions, the AIAA Ground Testing Technical Committees (GTTC) Future of Ground Test (FoGT) Working Group selected and reviewed 20 seminal documents related to the application and direction of ground testing. Each document was reviewed, with the content main points collected and organized into sections in the form of a gap analysis current state, future state, major challenges/gaps, and recommendations. From Earth to Orbit: An assessment of transportation options
The report assesses the requirements, benefits, technological feasibility, and roles of Earth-to-Orbit transportation systems and options that could be developed in support of future national space programs. Transportation requirements, including those for Mission-to-Planet Earth, Space Station Freedom assembly and operation, human exploration of space, space science missions, and other major civil space missions are examined. These requirements are compared with existing, planned, and potential launch capabilities, including expendable launch vehicles (ELV's), the Space Shuttle, the National Launch System (NLS), and new launch options. In addition, the report examines propulsion systems in the context of various launch vehicles. These include the Advanced Solid Rocket Motor (ASRM), the Redesigned Solid Rocket Motor (RSRM), the Solid Rocket Motor Upgrade (SRMU), the Space Shuttle Main Engine (SSME), the Space Transportation Main Engine (STME), existing expendable launch vehicle engines, and liquid-oxygen/hydrocarbon engines. Consideration is given to systems that have been proposed to accomplish the national interests in relatively cost effective ways, with the recognition that safety and reliability contribute to cost-effectiveness. Civil tiltrotor missions and applications. Phase 2: The commercial passenger market
The commercial passenger market for the civil tiltrotor was examined in phase 2. A market responsive commercial tiltrotor was found to be technically feasible, and a significant worldwide market potential was found to exist for such an aircraft, especially for relieving congestion in urban area-to-urban area service and for providing cost effective hub airport feeder service. Potential technical obstacles of community noise, vertiport area navigation, surveillance, and control, and the pilot/aircraft interface were determined to be surmountable. Nontechnical obstacles relating to national commitment and leadership and development of ground and air infrastructure were determined to be more difficult to resolve; an innovative public/private partnership is suggested to allow coordinated development of an initial commercial tiltrotor network to relieve congestion in the crowded US Northeast corridor by the year 2000
