    On the consequences of acting in the presence of inconsistency

    Managing inconsistency in specifications covers a range of activities from consistency checking and inconsistency analysis to inconsistency handling through action. In this paper we argue that inconsistency analysis is insufficient to determine the choice of actions to take in the presence of inconsistency. Rather, we propose that some form of `hypothetical reasoning' is needed in order to determine the consequences of different actions and thereby facilitate the decision-making process. We suggest some logic-based techniques and associated heuristics for analysing the consequences of acting in the presence of inconsistency. 1.     A reuse-Oriented Approach for the Construction of Scenario Bases Methods

    International audienceDespite the recent interest in scenarios, the development of new methods and tools for Requirements Engineering integrating scenario based approaches has been limited. This paper reports on four different processes developed from research undertaken as part of the CREWS project which the authors believe will improve scenario use and make it more systematic. Furthermore CREWS aims to integrate these approaches into a method for scenario-based requirements engineering. To achieve this objective and be able to include existing approaches such as use case analysis we develop a component based approach which reflects a shift towards a reuse-centric approach to method engineering. The paper presents CREWS method and meta-method knowledge through the implementation of an SGML database to store, retrieve and dynamically compose chunks of CREWS processes

    Review of a Custom-Designed Optical Sensing System for Aero-Engine Applications

    Fibre bundle-based reflective optical sensors are good candidates for parameter monitorisation in aero engines. Tip clearance is one of those parameters of great concern that is necessary to monitor. Within this optical technology, the evolution experienced by a custom-designed optical sensor is presented from its first configuration up to the fifth one. The performance of the last configuration is compared with those of other two optical sensors that are also based on a fibre bundle design. The comparison has been carried out in an experimental program in a transonic wind tunnel for aero engines.     Coming Full Circle with Boyd\u27s OODA Loop Ideas: An Analysis of Innovation Diffusion and Evolution

    The Observe-Orient-Decide-Act (OODA) Loop ideas of Air Force Colonel John Boyd have impacted the Department of Defense (DoD), influenced military thought, paved the way for operational change, and helped to shape fighting doctrines. A wide variety of OODA Loop ideas and interpretations exist in the literature, but are unorganized and have not undergone holistic study to determine how Boyd\u27s ideas have spread or changed over time. As such, this research analyzed a quarter century (1976-2003) sample of the OODA Loop literature to examine the diffusion and evolution of OODA Loop ideas since Boyd\u27s original conceptualizations. This research used qualitative data analysis to examine OODA Loop ideas in light of innovation diffusion theory. Ideas from Boyd\u27s original OODA Loop theories were compared and contrasted with subsequent literature instances to assess diffusion and evolution of OODA Loop ideas in the DoD.     A service-oriented middleware for integrated management of crowdsourced and sensor data streams in disaster management

    The increasing number of sensors used in diverse applications has provided a massive number of continuous, unbounded, rapid data and requires the management of distinct protocols, interfaces and intermittent connections. As traditional sensor networks are error-prone and difficult to maintain, the study highlights the emerging role of “citizens as sensors” as a complementary data source to increase public awareness. To this end, an interoperable, reusable middleware for managing spatial, temporal, and thematic data using Sensor Web Enablement initiative services and a processing engine was designed, implemented, and deployed. The study found that its approach provided effective sensor data-stream access, publication, and filtering in dynamic scenarios such as disaster management, as well as it enables batch and stream management integration. Also, an interoperability analytics testing of a flood citizen observatory highlighted even variable data such as those provided by the crowd can be integrated with sensor data stream. Our approach, thus, offers a mean to improve near-real-time applications

    Acquiring the Tools of Grand Strategy: The US Navy\u27s LCS as a Case Study

    Grand strategy is about how states allocate resources and employ these resources to achieve desired political conditions. In examining the match between desired ends and available ways and means, an often-overlooked subject is how the specific tools of grand strategy are forged. One of these tools is the Littoral Combat Ship (LCS), a Major Defense Acquisition Program (MDAP) that started in 2000. LCS remains a controversial and often unpopular program with many stakeholders to this day. This study examines how the means of grand strategy, in this case a new ship class, are acquired. It also looks at how these means are employed (ways) to achieve the desired outcomes (ends) and the feedback loop between means, ways, and ends. The initial portion of the study examines how the U.S. Department of Defense and Department of the Navy formally acquire systems or “systems of systems.” The second portion of the study examines the design, construction, and fielding of the LCS class or the attainment of Initial Operational Capability (IOC). The final portion analyzes the design, construction, and introduction of the LCS into the fleet in terms of the three models used by Graham Allison and Philip Zelikow in Essence of Decision; the Rational Actor Model (RAM), Organizational Behavior, and Governmental Politics – Models I, II, and III respectively. The hypothesis is that individual personalities may have more influence than any of these models account for and that instances of individual impact may offer more nuanced insights into these models of state behavior. This study reveals that the process of evolutionary acquisition and spiral development caused increased risk in the time-line for achieving Final Operational Capacity (FOC) of LCS. It also provides insight into the reaction and adaption of a large organization to changes in its environment. This study does not however reveal strong evidence to support the hypothesis of individual personalities significantly influencing decision making or action taking compared to organizations in Models I-III. The details of individual participation and internal deliberations are obscured by security and proprietary rules which privileges models I and II in the analysis
