The climate change double whammy: Flood damage and the determinants of flood insurance coverage, the case of post-Katrina New Orleans
This paper advances scholarly debate on the contradictions of environmental risk management measures by analyzing the determinants of flood insurance coverage among a sample of 403 residents in New Orleans, a city undergoing rapid transformation due to post-Katrina rebuilding efforts and anthropogenic modifications of climate, hydrology, and ecology. The paper focuses on several predictors including subjective flood risk perception, trust in government officials, sociodemographic characteristics, and experience with flood damage. Using binary logistic regression, the results show that the likelihood of having flood insurance coverage is associated with past flood damage and socioeconomic status. Older people (over age 65) are more likely to have flood insurance than younger residents. Race, gender, trust, and perceived flood risk are not statistically significant predictors of flood insurance. We connect our findings to the paradoxes and conflictual dynamics of flood insurance, a major risk mitigation measure. As we point out, in flood-prone cities like New Orleans, flood insurance operates as a double whammy: uninsured or underinsured homes face pervasive risk of both flooding and rising insurance premiums under the conditions of global climate change
Design and initial testing of a one-bladed 30-meter-diameter rotor on the NASA/DOE mod-O wind turbine
The concept of a one-bladed horizontal-axis wind turbine has been of interest to wind turbine designers for many years. Many designs and economic analyses of one-bladed wind turbines have been undertaken by both United States and European wind energy groups. The analyses indicate significant economic advantages but at the same time, significant dynamic response concerns. In an effort to develop a broad data base on wind turbine design and operations, the NASA Wind Energy Project Office has tested a one-bladed rotor at the NASA/DOE Mod-O Wind Turbine Facility. This is the only known test on an intermediate-sized one-bladed rotor in the United States. The 15.2-meter-radius rotor consists of a tip-controlled blade and a counterweight assembly. A rigorous test series was conducted in the Fall of 1985 to collect data on rotor performance, drive train/generator dynamics, structural dynamics, and structural loads. This report includes background information on one-bladed rotor concepts, and Mod-O one-bladed rotor test configuration, supporting design analysis, the Mod-O one-blade rotor test plan, and preliminary test results
A Configurable Transport Layer for CAF
The message-driven nature of actors lays a foundation for developing scalable
and distributed software. While the actor itself has been thoroughly modeled,
the message passing layer lacks a common definition. Properties and guarantees
of message exchange often shift with implementations and contexts. This adds
complexity to the development process, limits portability, and removes
transparency from distributed actor systems.
In this work, we examine actor communication, focusing on the implementation
and runtime costs of reliable and ordered delivery. Both guarantees are often
based on TCP for remote messaging, which mixes network transport with the
semantics of messaging. However, the choice of transport may follow different
constraints and is often governed by deployment. As a first step towards
re-architecting actor-to-actor communication, we decouple the messaging
guarantees from the transport protocol. We validate our approach by redesigning
the network stack of the C++ Actor Framework (CAF) so that it allows to combine
an arbitrary transport protocol with additional functions for remote messaging.

A regional technology transfer program
The final report is presented for the North Carolina Science and Technology Research Center's 14th consecutive contract period as a NASA Industrial Applications Center, serving the information needs of nine Southeastern states. Development of microcomputer-based mental acuity tests for repeated-measures studies
The purpose of this report is to detail the development of the Automated Performance Test System (APTS), a computer battery of mental acuity tests that can be used to assess human performance in the presence of toxic elements and environmental stressors. There were four objectives in the development of APTS. First, the technical requirements for developing APTS followed the tenets of the classical theory of mental tests which requires that tests meet set criteria like stability and reliability (the lack of which constitutes insensitivity). To be employed in the study of the exotic conditions of protracted space flight, a battery with multiple parallel forms is required. The second criteria was for the battery to have factorial multidimensionality and the third was for the battery to be sensitive to factors known to compromise performance. A fourth objective was for the tests to converge on the abilities entailed in mission specialist tasks. A series of studies is reported in which candidate APTS tests were subjected to an examination of their psychometric properties for repeated-measures testing. From this work, tests were selected that possessed the requisite metric properties of stability, reliability, and factor richness. In addition, studies are reported which demonstrate the predictive validity of the tests to holistic measures of intelligence
