Characterization of 40-Gbit/s pulses generated using a lithium niobate modulator at 1550 nm using frequency resolved optical gating

The characteristics of 40-Gbit/s pulses generated by exploiting the nonlinear characteristics of a Mach-Zender Lithium Niobate modulator are presented. A high spectral resolution frequency resolved optical gating apparatus has been developed to allow for the complete characterization of the intensity and phase of these pulses. The use of these measurements to simplify the design and optimization of an 80-Gbit/s pulse source, based on this 40-Gbit/s source followed by a nonlinear fiber compressor and multiplexer, is also demonstrated

The political economy of the Malaysian subnational governments' fiscal behavior

This article attempts to shed light on the political economy of the Malaysian state governments’ budgetary behaviour by tailoring hypotheses drawn from recent theoretical literature to the Malaysian institutional context and testing them empirically. The main objective here was to examine whether state governments’ fiscal behaviour can partly be explained by the political attributes and the institutional characteristics of the government, and of the legislature. In particular, the study analysed whether the incentives for the state governments to observe a prudent spending behaviour have not been undermined by the fact that they have been able to influence relevant central government decisions regarding their finance. The estimation results showed that states that are over-represented at the executive level tend to have higher spending and deficits. However, no correlation was found between over-representation at the parliament and state governments’ fiscal outcomes. This can be explained by the fact that in Malaysia, as is frequently the case in developing nations, the legislature is peripheral to the executive in terms of decision-making power

Pattern formation in large domains

Pattern formation is a phenomenon that arises in a wide variety of physical, chemical and biological situations. A great deal of theoretical progress has been made in understanding the universal aspects of pattern formation in terms of amplitudes of the modes that make up the pattern. Much of the theory has sound mathematical justification, but experiments and numerical simulations over the last decade have revealed complex two-dimensional patterns that do not have a satisfactory theoretical explanation. This paper focuses on quasi-patterns, where the appearance of small divisors causes the standard theoretical method to fail, and ends with a discussion of other outstanding problems in the theory of two-dimensional pattern formation in large domains

Thermal Equilibration of 176-Lu via K-Mixing

In astrophysical environments, the long-lived (\T_1/2 = 37.6 Gy) ground state of 176-Lu can communicate with a short-lived (T_1/2 = 3.664 h) isomeric level through thermal excitations. Thus, the lifetime of 176-Lu in an astrophysical environment can be quite different than in the laboratory. We examine the possibility that the rate of equilibration can be enhanced via K-mixing of two levels near E_x = 725 keV and estimate the relevant gamma-decay rates. We use this result to illustrate the effect of K-mixing on the effective stellar half-life. We also present a network calculation that includes the equilibrating transitions allowed by K-mixing. Even a small amount of K-mixing will ensure that 176-Lu reaches at least a quasi-equilibrium during an s-process triggered by the 22-Ne neutron source.Comment: 9 pages, 6 figure
