    The strategic evolution of Aer Lingus from a full-service airline to a low-cost carrier and finally positioning itself into a value hybrid airline

    Aer Lingus has been an unique airline as it transitioned from a full-service airline to a low-cost carrier and is currently positioned as a value hybrid airline. It has coexisted with Ryanair for decades and it encountered three imminent periods where bankruptcy prevailed from 1993 to 2009. The research aims to uncover the various strategies that were applied to structurally re-engineer the carrier in order to adapt to its evolving competitive landscape. The key pillars underpinning Aer Lingus’ turnaround as a value hybrid were as follows: strict adherence to capacity discipline; relentless cost control and value-adding, consumer-driven product differentiation; innovative partnerships including contract flying to alleviate its problematic seasonality issues inherent in Aer Lingus markets; and by re-engineering its Dublin-based hub airport. A visionary master plan for the hub was fabricated to capitalize on Ireland’s geographical positioning which targeted the traffic flows between UK/European and North American destinations through its synchronized connection network at Dublin

    Increases in immigration inflows to both the European Union (EU) and Ireland between 2014 and 2016, due in part to the ‘refugee and migrant crisis’, have resulted in an increased focus on integration policies, outcomes and measures, including in the area of labour market integration. Employment is crucial for the integration of migrants into the economic and social life of their host country, so labour market integration is a very important part of integration policy (European Commission, 2016). In recent years, many Member States have updated existing labour market integration policies or have developed new ones. Ireland, like the majority of EU Member States (EMN, 2019), pursues a policy of mainstreaming service provision in the area of integration, with targeted initiatives to meet specific needs. This study first considers labour migration policy, which manages and shapes overall access of non-European Economic Area (EEA) nationals to the Irish labour market.1 Under the employment permits system administered by the Department of Business, Enterprise and Innovation (DBEI), non-EEA nationals may apply to access the Irish labour market. The report then looks at specific policies and measures which aim to improve labour market integration for non-EU nationals living in Ireland. The focus is on labour integration measures for regularly staying non-EU nationals with a right to work. Measures specifically targeting non-EEA students, graduates, asylum seekers and beneficiaries of international protection are beyond the study scope. The effect of general labour market and social policy provision in Ireland on labour market integration is also outside the scope. Examples of public and private sector practices are discussed together with examples of community sector practices that receive public funds

    Primary care is often the first point of contact with the health care system for people requiring care. Primary care is often thought synonymous with general practitioners, but actually encompasses a large range of different professionals and services including nurses/midwives; physiotherapists; occupational therapists; dentists; opticians; chiropodists; psychologists and pharmacists. The list is not exhaustive, but still gives an indication of the wide range of services that can be grouped under the general heading of primary care. Nonetheless, GPs do have a core part to play in primary care as well as performing the role of ‘gate keeper’ to other health services such as accident and emergency or outpatient care in hospitals. The balance of treatment and referral between general practice and secondary care is, therefore, a very important issue and it has been argued that the under development of primary care services in Ireland in recent decades has contributed, and indeed, may be the most important reason, for the over-crowding of accident and emergency services and long waiting lists for elective procedures in Irish health care (Layte et al., 2007b; Tussing and Wren, 2006)

    Social Innovation in Service Delivery: New Partners and Approaches

    [Excerpt] This report presents the findings of a research project exploring the involvement of new partners – in particular, the social partners, civil society and people in vulnerable situations – in social innovation. For the purposes of the research, ‘social innovation’ is defined as new ideas (products, services and models) that simultaneously resolve societal challenges, meet social needs and create new social relationships among the groups concerned. Social innovation can involve such aspects as new participation in decision-making, services affecting the social situation of specific target groups (provided commercially or not) and changes in social care systems. It is part of cultural development and societal change. The research was carried out at EU level – focusing especially on the role of the European Social Fund (ESF) in social innovation – and in six Member States: Austria, Bulgaria, Ireland, Italy, Portugal and Sweden. It examined the innovation and social partnership culture in each country, and analysed to what extent national-level policies have been triggered by EU policy. The research also includes three case studies carried out in Ireland, Slovenia and Sweden, presenting initiatives that the social partners, or those in vulnerable situations, have been involved in designing and implementing. The objective of this study is to inform, with an evidence-based approach, the policy debate on social innovation, and contribute to a better understanding of effective and sustainable processes. The study also aims to explore how social innovation can be most effectively supported in different phases: from initiation, through consistent delivery of good quality services, to identification of good practice

    Improving data driven decision making through integration of environmental sensing technologies

    Coastal and estuarine zones contain vital and increasingly exploited resources. Traditional uses in these areas (transport, fishing, tourism) now sit alongside more recent activities (mineral extraction, wind farms). However, protecting the resource base upon which these marine-related economic and social activities depend requires access to reliable and timely data. This requires both acquisition of background (baseline) data and monitoring impacts of resource exploitation on aquatic processes and the environment. Management decisions must be based on analysis of collected data to reduce negative impacts while supporting resource-efficient, environmentally sustainable uses. Multi-modal sensing and data fusion offer attractive possibilities for providing such data in a resource efficient and robust manner. In this paper, we report the results of integrating multiple sensing technologies, including autonomous multi-parameter aquatic sensors with visual sensing systems. By focussing on salinity measurements, water level and freshwater influx into an estuarine system; we demonstrate the potential of modelling and data mining techniques in allowing deployment of fewer sensors, with greater network robustness. Using the estuary of the River Liffey in Dublin, Ireland, as an example, we present the outputs and benefits resulting from fusion of multi-modal sensing technologies to predict and understand freshwater input into estuarine systems and discuss the potential of multi-modal datasets for informed management decisions

    Renewable electricity generation and transmission network developments in light of public opposition: Insights from Ireland. ESRI Working Paper No. 653 March 2020

    This paper analyses how people’s attitudes towards onshore wind power and overhead transmission lines affect the costoptimal development of electricity generation mixes, under a high renewable energy policy. For that purpose, we use a power systems generation and transmission expansion planning model, combined with information on public attitudes towards energy infrastructure on the island of Ireland. Overall, households have a positive attitude towards onshore wind power but their willingness to accept wind farms near their homes tends to be low. Opposition to overhead transmission lines is even greater. This can lead to a substantial increase in the costs of expanding the power system. In the Irish case, costs escalate by more than 4.3% when public opposition is factored into the constrained optimisation of power generation and grid expansion planning across the island. This is mainly driven by the compounded effects of higher capacity investments in more expensive technologies such as offshore wind and solar photovoltaic to compensate for lower levels of onshore wind generation and grid reinforcements. The results also reveal the effect of public opposition on the value of onshore wind, via shadow prices. The higher the level of public opposition, the higher the shadow value of onshore wind. And, this starkly differs across regions: regions with more wind resource or closest to major demand centres have the highest shadow prices. The shadow costs can guide policy makers when designing incentive mechanisms to garner public support for onshore wind installations

    Distributed chemical sensor networks for environmental sensing

    Society is increasingly accustomed to instant access to real-time information, due to the ubiquitous use of the internet and web-based access tools. Intelligent search engines enable huge data repositories to be searched, and highly relevant information returned in real time. These repositories increasingly include environmental information related to the environment, such as distributed air and water quality. However, while this information at present is typically historical, for example, through agency reports, there is increasing demand for real-time environmental data. In this paper, the issues involved in obtaining data from autonomous chemical sensors are discussed, and examples of current deployments presented. Strategies for achieving large-scale deployments are discussed

    Development and deployment of a microfluidic platform for water quality monitoring

    There is an increasing demand for autonomous sensor devices which can provide reliable data on key water quality parameters at a higher temporal and geographical resolution than is achievable using current approaches to sampling and monitoring. Microfluidic technology, in combination with rapid and on-going developments in the area of wireless communications, has significant potential to address this demand due to a number of advantageous features which allow the development of compact, low-cost and low-powered analytical devices. Here we report on the development of a microfluidic platform for water quality monitoring. This system has been successfully applied to in-situ monitoring of phosphate in environmental and wastewater monitoring applications. We describe a number of the technical and practical issues encountered and addressed during these deployments and summarise the current status of the technology

    Epidemiology and integrated control of Potato Late Blight in Europe

    Phytophthora infestans, the causal agent of late blight, is a major threat to potato production in northwestern Europe. Before 1980, the worldwide population of P. infestans outside Mexico appeared to be asexual and to consist of a single clonal lineage of A1 mating type characterized by a single genotype. It is widely believed that new strains migrated into Europe in 1976 and that this led to subsequent population changes including the introduction of the A2 mating type. The population characteristics of recently collected isolates in NW Europe show a diverse population including both mating types, sexual reproduction and oospores, although differences are observed between regions. Although it is difficult to find direct evidence that new strains are more aggressive, there are several indications from experiments and field epidemics that the aggressiveness of P. infestans has increased in the past 20 years. The relative importance of the different primary inoculum sources and specific measures for reducing their role, such as covering dumps with plastic and preventing seed tubers from becoming infected, is described for the different regions. In NW Europe, varieties with greater resistance tend not to be grown on a large scale. From the grower’s perspective, the savings in fungicide input that can be achieved with these varieties are not compensated by the higher (perceived) risk of blight. Fungicides play a crucial role in the integrated control of late blight. The spray strategies in NW Europe and a table of the specific attributes of the most important fungicides in Europe are presented. The development and use of decision support systems (DSSs) in NW Europe are described. In The Netherlands, it is estimated that almost 40% of potato growers use recommendations based on commercially available DSS. In the Nordic countries, a new DSS concept with a fixed 7-day spray interval and a variable dose rate is being tested. In the UK, commercially available DSSs are used for c. 8% of the area. The validity of Smith Periods for the new population of P. infestans in the UK is currently being evaluated
