    Biological Control of Ceratitis capitata (Diptera: Tephritidae) in Argentina: Releases of Diachasmimorpha longicaudata (Hymenoptera: Braconidae) in Fruit-Producing Semi-Arid Areas of San Juan

    The Mediterranean fruit fly (Medfly), Ceratitis capitata (Wiedemann) is one of the major pests of fruit crops in Argentina and it is a phytosanitary barrier to the export of fresh fruits. In the Province of San Juan, located in the central-eastern region of Argentina known as Cuyo, control strategies against Medfly in fruit-producing irrigated-valleys have been implemented by the National Fruit Fly Control and Eradication Program (ProCEM) jointly with the provincial government and the producers. This program uses an area-wide integrated pest management approach that includes the use of environment-friendly strategies to suppress or eradicate Medfly, such as the useof the sterile insect technique and the application of new-generation bait sprays, and more recently the release of the Indo-Pacific parasitoid Diachasmimorpha longicaudata (Ashmead). This exotic larval-prepupal endoparasitoid is being mass-reared on larvae of Vienna 8 TSL C. capitata strain at the BioPlanta San Juan facility. In this respect, the objective of this study was to assess the effectiveness of laboratory-reared D. longicaudata females in order to find and successfully parasitize Medfly larvae in different host fruit species once released under semi-arid environmental conditions in ecologically isolated fruit-growing valleys of San Juan. Ground releases were used to disperse parasitoids in 6 fruit-producing valleys. In total, 40,000 adult parasitoids were released at places with various Medfly host plants bearing fruits and in which no insecticides were regularly applied, such as backyards and small orchards. 119 D. longicaudata adults were recovered from 6 Medfly-infested fruit species that were collected in 5 release sites (Pocito, Zonda, Santa Luc铆a, Caucete, and Rivadavia). The highest number of parasitoids was recovered from fig, followed by grape, rose, orange, tangerine, and persimmon.     Early development economics debates revisited

    Development economics in its early years created the image of a fierce fight between advocates of contrasting theories or approaches-"balanced growth"vs."unbalanced growth"or"program loans"vs."project loans."This view has the merit to highlight such conflicts in great detail; yet it fails to take into account the reality of development economics as it was practiced in the field. This paper reassesses these old conflicts by complementing the traditional focus on theoretical debates with an emphasis on the practice of development economics.A particularly interesting example is the debate between Albert Hirschman, one of the fathers of the"unbalanced growth"approach, and Lauchlin Currie, among the advocates of"balanced growth"on how to foster iron production in Colombia in the 1950s. An analysis of the positions held by these two economists shows that they were in fact much less antithetical than is usually held and, indeed, were in some fundamental aspects surprisingly similar. Debates among development economists during the 1950s thus must be explained-at least partially-as the natural dynamics of an emerging discipline that took shape when different groups tried to achieve supremacy-or at least legitimacy-through the creation ofmutually delegitimizing systemic theories.Economic Theory&Research,Banks&Banking Reform,Access to Finance,,Labor Policies

    Did tariffs stifle Spanish agriculture before 1936?

    This paper challenges the widely held view that tariff protection was the major factor in explaining the poor performance of Spanish agriculture in the half century prior to the 1936 Civil War. After examining the general level of tariffs, it is argued that these were not sufficient in themselves to explain either the poor diets or weak demand for manufactured goods. Secondly, farmers were slow to switch resources out of cereals, not so much because of the tariffs, but rather because of the limited export opportunities for alternative crops, especially olive oil and wine. Finally, the evidence suggests that those areas which saw a significant increase in the area of cereals were just as likely to see a decline in the agricultural population as those that did not, suggesting that the rural exodus was determined by factors other than the tariff.Publicad

    In the last decades, there has been a great interest of urban and regional economy for the influence of institutions and colective action in economic development. This change of perspective have come a long with a new concept involved, called governance. The present work analyses an especific case of territorial governance, el Consejo para la Producci贸n y el Desarrollo de Coronel Su谩rez (COPRODESU) in Argentina. Throughout this investigation we can see how this organization work, the diferent policies that the institution implemented and we can also identify their main strengths and weaknesses. Finally, the article shows some general aspects on the future of COPRODESU 虂s work, as a main agent involved on economic development.En las 煤ltimas d茅cadas, se ha producido en el seno de la econom铆a urbana y regional un creciente inter茅s por el rol que tienen las instituciones y la acci贸n colectiva en el desarrollo econ贸mico. Esta nueva perspectiva ha venido de la mano de la noci贸n de governance o gobernanza. El presente trabajo analiza un caso espec铆fico de governance territorial, el Consejo para la Producci贸n y Desarrollo de Coronel Su谩rez (COPRODESU) en Argentina.
